General Manager Report GM Report This year has taken off with a roar. The word we are getting from members is that things are busier than ever, which is great to hear! It is in times like these that we also reflect on how to ensure we have a strong workforce for now and the future. Getting training plans in place and actioned, training our teams thoroughly and giving our teams development opportunities. We are busy with many things this year with some highlights below Current SARNZ Projects underway for 2021 - Shrinkwrap Guideline - Edge Protection Guideline - Engagement with the scaffolding qualification review - Partnering with CHASNZ on a program Preventing and managing musculoskeletal problems (MSDs) in scaffolding We are also currently planning the 2021 SARNZ conference, this is in Wellington 18/19 August and we hope to see you all there! SARNZ and Crombie Lockwood have also relaunched the Vertigo Insurance program with even better offerings for your insurance needs. I strongly urge, if you are not a part of this to at least send your insurance information in for a quote – if you find yourself wondering what benefits you get form membership – this insurance program is the largest tangible benefit. Some members are saving more than 10K a year. With this insurance we get additional legal support, more relevant protections as well as regular insight into current event issues and how to help your business through them. Wain is busy around the country visiting your apprentices, and here we would like to emphasise that if you have any concerns, areas you are struggling with/things you need help with, please get in touch with us. Immigration Update (Resource: immigration.govt.nz) As you may have seen from previous memo’s the biggest change to New Zealand’s temporary visa policy is currently underway, and this will impact anyone that wishes to hire those on employer led work visas. The key aspect to these changes is that to bring migrant workers over to work for you/hire those on visas to work for you, you will need to be an accredited employer from 1 November 2021. Ahead of this change, there are other key dates for those managing staff on the current type of temporary visas and/or maintaining the current accreditation. The Government is introducing a new temporary work visa called the Accredited Employer Work Visa (AEWV). The Accredited Employer Work Visa will be introduced on 1 November 2021 and will replace 6 of the existing temporary work visa categories. Alongside the Accredited Employer Work Visa, a new employer-led system will be introduced that will generally simplify the application process and make it easier for businesses and regions to fill genuine skills shortages when it is clear that there is no New Zealander available to do the job, or who can be trained up for the role. Employers will need to be accredited before they can hire a migrant on an Accredited Employer Work Visa. Learn more about employer accreditation and the new 3-check visa application process at immigration.govt.nz We will continue to do what we can to inform you and do our best to represent the needs of our industry. Currently sector agreements are on hold to be discussed but when these happen, we will lobby where applicable to ensure our needs/concerns are heard. On behalf of CHASNZ & SARNZ Scaffolding Industry constructs Task Force to tackle MSDs Musculoskeletal Disorders (MSDs) e.g. sprains and strains ,make up a staggering 70% of ACC claims each year in the scaffolding industry. In direct response the industry has formed New Zealand’s first Scaffolding MSD Task Force. Spearheaded by SARNZ Board members Jessica Pritchard and David Sopp, the task force also includes Chris Polaczuk from CHASNZ, a Worksafe representative, workplace management and worker representatives from the scaffolding industry and Vadim Spice expert industry trainer. The group is keen to develop an industry wide programme that can be shared with other sectors of the construction industry. This recognizes a shared workforce, shared worksites and similar contributory factors to these problems. The task force’s mission statement is: To improve the musculoskeletal wellbeing and productivity of the construction/ scaffolding workforce through industry collaboration, establishing best practice and using innovation. After the task force sets its aims and objectives one of the first things the industry will look at is the current advice for new building techniques and handling new scaffolding systems that now dominate the Industry. Vadim Spice adds ‘’ The changing of equipment has dominated our industry without letting us develop our work organisation strategies and handling techniques. The traditional methods and systems don’t really apply anymore. This is a key issue and contributes to the frequency and severity of incidents.” Scaffolding is one of the more physically demanding trades of the construction industry but the Task Force realises it needs to also focus on less understood contributory factors such as how we organise our work our workplace relationships and communication-what we call the psychosocial factors. The Task Force welcomes all input from the industry and would like to hear ideas and suggestions to improve the prevention and management of MSDs. “If you are out there in the scaffolding world and doing something to prevent and manage discomfort, pain or injury in your workforce or just want to be involved or informed then we would love to hear from you” says Jessica Prichard. Training Updates: (Resource: Skills.org.nz) RCC The Skills Organisation currently offers a range of Recognition of Prior Learning (RPL) and Recognition of Current Competency (RCC) assessment programmes for people who wish to demonstrate that they meet the competence, knowledge, and skill requirements within their industry. Formally known as Skills Recognition, we have recently updated this service name to be Recognition New Zealand. Scaffolding RCC is a current programme offered by Recognition New Zealand. We have recently reviewed this programme and made some adjustments to it. We have also revamped the website which contains detailed information on the available programmes, including eligibility, prerequisite training, and process requirements. We are especially excited to streamline the application process for Recognition New Zealand applicants. Now, once payment has been made, applicants will apply directly online via the website. The further changes we have made to the Scaffolding RCC programmes are as follows: • The NZC in Scaffolding (Proprietary Suspended) Level 3, is no longer available as an RCC programme. • Applicants who meet eligibility criteria and apply for Level 5 RCC will need to complete a prerequisite, 5-day training module for suspended unit standards at Tai Poutini Polytechnic. • First Aid is no longer a prerequisite for the Level 3 (General) and Level 4 (Trade) RCC programmes, as it is not actually a compulsory requirement of the qualifications. Rigging Rigging qualifications and recognition of prior learning programmes are live and can be accessed via the SARNZ or Skills Organisation website. ROVE Update: The Order in Council for the Construction WDC has been published. The RoVE team is now in the process of working with the appointment and nomination committees to confirm people to governance roles in each of the WDCs and are on track to complete this work before the end of June. Restricted CoC’s – prepare for the future If you have an employee on a non-renewable 4 year restricted CoC you need to ensure you have a training plan in place to transition them to the NZ qualification before/ by the end of that 4 years. Not doing so will mean when their CoC expires they cannot operate as a ticketed scaffolder until they have taken these steps and given this takes time and planning this could cause significant impact to them and your business.
