Pavement Management Status Report April 2021 INTRODUCTION: This report summarizes the status of the Yucaipa Street Network, as of May 2018, and is based on the data available from the Pavement Management Analysis (PMA) Report dated May 2018. The Report includes the following sections: I. Fiscal Year (FY) 2020/2021 Streets Completed II. Fiscal Year 2021/2022 Arterial/Collector Program III. Fiscal Year 2021/2022 Residential Program IV. Annual Maintenance Program. In 2018, Infrastructure Management Services (IMS) provided a field survey, measurement and analysis of the City’s street system. The analysis provided in the report was updated to reflect the streets that were maintained in the FY2017/2018 program. Since this is an annual report, which relies on technical “language” a review of the technical terms used in this report might be helpful. The Pavement Management Analysis (PMA) system is based on ASTM protocols for measuring distresses. Some of the key measurements include: Roughness Index (RI); Surface Distress Index (SDI); and Pavement Condition Index (PCI). The SDI is calculated from 12 attributes recorded every 100 feet along a specific street segment by a specially equipped van with trained operators and numerous automatic sensors. These attributes include various types of cracking, distortion, rutting, patching, and raveling. The value of each of the 12 attributes is placed on a scale from 1 to 10 with 10 being the best. While some of the values are measured electronically, most are recorded from the observation of a trained observer noting both the extent and severity of the condition. Not all distresses are weighted equally with certain distresses (load associated) such as rutting or alligator cracking causing much higher impact on the SDI than non-load associated ones such as raveling or patching. In summary, this index, describes, the surface condition of the pavement. The RI is derived from data recorded automatically utilizing formulas in Excel spreadsheets. It includes rough street surface, dips and other lateral and longitudinal variations affecting the ride comfort. While street rehabilitation improves the surface condition it is not always possible to remove other variations due to drainage facilities, and basic street contours. The new report utilizes the International Roughness Index (IRI) which is converted to 0-100 score. A newer street would have an IRI above 80 and failed streets have an IRI below 50. The PCI is calculated from the values of the SDI and IRI. The PMA system makes this calculation from the data obtained in a field measurement done every 4 to 5 years, most recently completed in FY2017/2018. Between these evaluations, there is a provision in the PMA system to override the calculated value for the street segments that have been subject to maintenance or more extensive rehabilitation projects. The PCI is calculated as follows: PCI = 33% Roughness
+ 67% Surface Distress. Information from the 2018 PMA Report is included as Exhibit A to this report which provides a general idea of what different levels of the PCI mean. Exhibit B provides the types of street rehabilitation and maintenance efforts and associated unit cost ($/SF) that the program utilizes based on the functional classification and the recommended minimum and maximum PCI and Load Factor (takes into consideration the amount of distress based upon load distresses) and the breakpoint PCI which is the value where if a street is not treated in that given year, it will slip past the minimum PCI and require a heavier type of rehabilitation. I. Work Accomplished/Scheduled (2020/2021) The work accomplished or scheduled in FY2020/2021 is depicted in Exhibit D, “Streets Completed 2020/2021 PMP Program Map” The City invested (or will invest) approximately $1,985,500 on pavement maintenance/rehabilitation (street rehabilitations and surface treatments) of City streets in FY2020/2021. These streets were included in the updated analysis of the 2018 PMA Report which indicated that the City’s combined PCI is 64. The updated tables for FY2021/2022 through FY 2025/2026 based on the maintenance program conducted in FY2020/2021 are provided in Exhibit G. When the updated analysis is completed each year, it automatically degrades the PCI ranking of the streets by two PCI points to account for aging. The maintenance of the streets selected in the program brings PCI ranking to the value listed based on the type of treatment used. This PCI Reset Value ranking is listed in the 2018 PMA Report. Full rehabilitation resets the PCI value to 100 and surface treatment resets the PCI value to 88 unless the street being treated is higher than 88 and then it increases the PCI by 2 points. II. 2021-2022 Collector and Arterial Program The available funding for the FY2021/2022 PMP Budget is in the amount of approximately $3,162,900. Based on the available funding, the condition of the streets outlined in the updated PMA analysis, staff’s recommendation is to utilize approximately $1,062,229 on collector and arterial streets in Fiscal Year 2021/2022. Exhibit E provides a map entitled “2021/2022 Pavement Management Program” identifying the street segments proposed to be maintained/rehabilitated in FY2021/2022. Exhibit F provides a map entitled “2021/2022- 2025/2026 Proposed Pavement Management Program” identifying the street segments proposed to be maintained/rehabilitated over the next 5 years. For tracking purposes, and to show the extent of the PMP work completed over the last five (5) years, Exhibit G includes a map of the PMP work completed from FY 2016/2017 to FY 2020/2021. Exhibit G also includes rehabilitation programs by street segment which lists all the streets (collector, arterial and residential) that have been rehabilitated/maintained over the last five years. The spreadsheets included in the document provide information on the type of maintenance alternative recommended, the existing street condition indicators including PCI, Roughness Index, Surface Distress Index, Load Factor, Non-Load Factor and
Exhibit C includes the FY 2021/2022-2025/2026 PMP Budget Summary Table, which summarizes all the PMP program expenses and revenues including estimated costs for each category of work, for FY 2020/2021 through FY 2025/2026 to provide historical and future data. III. 2021-2022 Residential Street Program More than half of the City’s streets are classified as local/residential streets. To maintain an acceptable PCI rating, it is important that a significant investment in residential streets continue to be made over time. However, other factors such as higher traffic volumes do require that more funding be allocated for arterial and collector streets instead of residential streets. According to the 2018 Analysis, approximately $1.2 million to $1.4 million should be invested annually on rehabilitating and surface treatment of City’s streets, not including general maintenance activities like crack sealing, sweeping, striping, patching, concrete program, etc. Staff is recommending an allocation in the amount of $1,388,796 to be used for residential streets in FY2021/2022. This effort consists of micro surfacing and edge-mill/full mill and overlay. Exhibit C, FY 2021/2022 – 2025/2026 PMP Budget Summary Table, lists the estimated cost for each type of treatment recommended for FY2021/2022. Consistent with the 2018 PMA Report, staff is recommending that the slurry seal program be eliminated from the program and that the surface treatment program consist of micro-surfacing of streets only. IV. Annual Maintenance Program The Annual Maintenance Program includes crack sealing, asphalt patching and applying a micro-surfacing on numerous street sections throughout the community. Based on the programs completed over the last six years, the slurry seal and microsurface applications have been beneficial as applied to the City’s maintenance program. Exhibit D shows a map of the streets previously treated in various methods in FY2020/2021. Exhibit F includes a map of recommended street segments to be maintained in FY2021/2022 through FY2025/2026. The FY2021/2022 PMP includes several yearly sub-programs which have been allocated funding in previous years to support the life cycle of asphalt streets. These sub-programs include an annual Pavement Striping Program which is used to replace deteriorated pavement markings/striping and also used to add bicycle lanes where appropriate throughout the City to promote multi-modal transportation. An Under Street Drain Pipe Repair Program is also included to replace street drains that no longer provide adequate drainage on asphalt streets and cause pavement to deteriorate and fail. The FY2021/2022 PMP also includes various itemized costs to support the overall PMP effort such as the costs to preserve survey monuments in City streets when PMP related work is completed and costs to re-test City streets and be able to update the PMP annually. Similar to FY2020/2021, staff is recommending that the amount of $50,000 be utilized in FY2020/2021 to improve alleys in the Uptown area. By including this amount in FY2021/2022
and in subsequent years, many of the alleys in the Uptown areas can be improved in the near future. CDBG funding had been utilized in previous years to improve alleys with concrete pavement in the Uptown area. Staff is recommending that the PMP budget also include an allocation of $60,000 for the 2021/2022 Concrete Replacement Program which includes replacement of curb, gutter and sidewalk at various locations throughout the City. This funding will also allow the City to continue making progress toward meeting ADA requirements. Typically, this sub-program focuses on improving deteriorating curb, gutter and sidewalks and has been used to add new curb and gutter to alleviate drainage issues that decrease the life of paved streets. In previous years, the PMP has also included $14,000 in indirect costs to budget for administration costs for the PMP. These costs have historically been charged to the PMP and have not been listed individually until recent years. Staff is recommending that the FY2021/2022 budget, as outlined in Exhibit C, which shows the recommended expenditures for each type of maintenance activity, be approved for FY2021/2022.
