Introduction This document has been drafted by the Pan Dorset Participation and Engagement group and is intended for use by Local Authority (LA) and Parent Carer Forums/Council 1 (PCF) to set in place good practice principles to describe the ongoing relationship of partnership working and co‐production that is required to support the ongoing implementation of the SEND reforms. The protocol aims to share a vision of good practice from the perspective of parents and carers and to ensure that there is shared understanding and commitment to the objectives described. We envisage that participation will be the golden thread throughout SEND practice. Guiding Principles (SEND Children, young people and their parents are active participants Code of Practice, 2014) in their own plans and the decisions about their own life. Children, young people and their parents have greater choice and control over support Children, young people and their parents know what they can reasonably expect from E/H/C providers and professionals Children and young people have the skills and confidence to maximise chances of independence The principle of ‘nothing about us without us’ is embedded in practice (with cyp/families) Objectives of Protocol To facilitate strategic and collaborative functions (of PCFs) document required in representing families of children with special educational needs and disabilities. • To facilitate co‐operative work with the local authority and Commissioners. To enable continued shared learning across the Pan‐Dorset region in order to shape continued implementation of the SEND reforms. To enable clarity of roles and responsibilities within LA and PCF To guide and describe how the LA, PCF and other partners work together to bring about measurable outcomes in relation to SEND implementation. There is a culture of openness and honesty between parties. To enhance and develop the range and quality of services provided for all children across Bournemouth, Poole and Dorset, with special educational needs and disabilities. All pupils with SEND are adequately represented. 1 A parent carer forum is a group of parents and carers of disabled children who work with local authorities, education, health and other providers to make sure the services they plan and deliver meet the needs of disabled children and families.

LA s and PCFs recognise that different levels of engagement are appropriate at different times. The Local Authority agree: To apply the appropriate form of participation as agreed with PCFs in order that maximum benefit is achieved in a timely manner. To arrange mutually agreed, regular & minuted meetings with the PCF members to ensure that work steams have appropriate engagement. Co‐produce (Parent) local Participation action plan with clear outcomes. That SEND reform leads will co‐develop and utilise a mechanism to monitor participation within local LA work streams/working groups e.g. ‘You said, We did’. Try to ensure that meetings and feedback are accessible to all members. Support PCF in publicising events and making appropriate contacts. Promote and support Pan‐Dorset working between forums, where relevant and mutually agreed to be beneficial. To identify a designated contact within each LA to liaise with PCF in relation to reform related activity. Parent Carer Forums agree: To ensure that communication with the LA and Health is done through the appropriate and pre‐agreed/arranged channels. To manage expectation of service users through publicity and practice
To communicate as a Pan‐Dorset forum group to share good practice and offer support. Try to ensure that there is one representative from the 3 forums in attendance at key Pan‐Dorset meetings and communicate outcomes with counterparts. To maintain communication with the Local Authority about the PCF hopes and intentions. To provide timely information to the Local Authority on PCF arranged activity and required LA input and/or representation. To share feedback in response to ‘you said, we did’. Putting the protocol in to How do we achieve this? practice Pan Dorset protocol to be shared with agreed contacts and stakeholders. Local action plans will be developed and success measures identified. Measuring success Parents, Carers and young people report that views are reflected in matters that affect them. Mechanism is in place to monitor, challenge and ensure participation is embedded throughout the system Strategic participation of parents, carers and young people in planning, decision making, commissioning and service evaluation is reflected in common practice and policy. Young people who require it, have effective advocates identified. Local plans have been co-produced and include measures of success for participation and engagement. There is evidence of Pan Dorset working and sharing good practice. Additional guidance To capture the additional areas covered that sit outside the protocol (appendices) itself. Appendix 2 Ladder of Participation No one step of the ladder is more important or more effective than another.
