It was our one hundredth anniversary, and it was a year that we will never forget. While so much of 2020 was unlike anything that we have ever done before, it was the same in one very important way: Our Scouting Volunteers made everything possible for our Scouts. Over 5,000 men and women volunteered their time to bring the Scouting program to life in over 380 Packs, Troops, Crews, Ships and Posts. COVID-19 presented unprecedented challenges, but each of you helped to find ways to make Scouting happen. Many Scout meetings were held in local parks with social distancing and masks. We discovered that keeping it small was a way to keep Scouting big during the virus. The Order of the Arrow, Leadership Development Committee, Outdoor Adventures, High Adventure Training and countless others took the opportunity to look carefully at what we do and made sure that the essential elements were preserved as we carried out exciting programs for our Scouts in a completely different way. We are very proud of the more than 600 Scouts who achieved the rank of Eagle Scout including our nine members of the inaugural class of women Eagle Scouts as well as one Quartermaster in Sea Scouts! We had several youths earn the Hornaday Award including two receiving the very rare bronze medal. Thousands of boys and girls advanced in rank and one young person was recognized with a lifesaving award. Scouting never stopped in Orange County. We should all be very proud of that. When the founder of Scouting, Robert Baden Powell, was asked for what a Scout should “Be Prepared” he responded “Why, for any old thing”. This year we all had a chance to do just that. Undoubtedly, as Scouts we will continue to be challenged in new ways as we move forward through 2021 and beyond. In our 101st year as we look forward to things returning to something that we are more accustomed to; we have a wonderful opportunity for us to really appreciate all that we have. So much of what we enjoy in Scouting is due to the generosity and hard work of those who have come before us. Tonight, we get to celebrate nineteen Scouters who have done just that in our districts as they are recognized with the District Award of Merit and nine Scouters who are earning the highest recognition our council can bestow upon a volunteer, the Silver Beaver. Please join us in congratulating these awesome examples of leadership and selfless service to the youth of Orange County. Deborah L. 2020 Silver Beaver Recipients The Silver Beaver Award is given by the National Council, Boy Scouts of America upon recommendation by the local Council, to a person who has given outstanding service to youth over an extended period of time. The Council makes a limited number of recommendations each year, according to the number of registered units. This award is bestowed only upon individuals who have given continued, unselfish and effective service through programs of the Boy Scouts of America. Only those individuals who have been nominated by their Scouting peers are considered for this prestigious award. Upon recommendation of the Orange County Council, the National Office of the Boy Scouts of America has authorized the presentation of the Silver Beaver Award to the 9 individuals described in this program. Eugene Chen Eugene presently serves as Medical Adviser to Orange County Council’s Board of Directors, as a Wilderness First Aid Instructor, and as a Certified Angling Instructor. He is also Scoutmaster of Troop 36 in Canyons District. Previously, he served as Committee Member and Assistant Scoutmaster of the Troop, Cub Scout Roundtable Commissioner in the District, and Den Leader and Cubmaster of Pack 541. Eugene was awarded the District Award of Merit in 2017 and is a James E. West member. He completed Wood Badge in 2014 and has received his beads. Eugene has attended Philmont, completing training in the Cub Scout Program, Angling Instructor, and Wilderness First Aid Instructor. He will be Fly Fishing Instructor at Philmont in 2021. He was on the Fishing Staff of the 2017 National Jamboree and was on the Medical Staff of the 2019 World Jamboree in USA. As a youth he earned the Eagle Rank in 1988 while a Scout in Troop 773 in Laguna Niguel. His wife, Jennifer, is a Wolf Den Leader in Pack 541. His son, Nicholas, is a Life Scout in Troop 36. His daughter, Katherine, is a Wolf Scout in Pack 541. Eugene became a board-certified pediatrician in 2002 after residency at Children’s Hospital of Los Angeles. He presently practices in Newport Beach and will be joining the Pediatric Core Committee of Hoag Hospital in 2021. Tona Cornelius Tona is currently District Commissioner of Valencia District, the consolidation of Portola and Los Amigos Districts, plus Committee Chair of Crew 707, Committee Member of Troop 707, and Merit Badge Counselor. Previously, she served as Committee Member of Troop 733, Troop 1613, and Pack 580. She has been a member of Portola’s Cub Day Camp staff and Camporee staff for several years. Tona has received the District Award of Merit, Commissioner’s Arrowhead, and is a Brotherhood Member of the Order of the Arrow, and a James E. West Fellow. This past year, she attended five virtual Commissioner Colleges in four different states. Tona has completed Wood Badge training and attended District Commissioner Training at Philmont Scout Ranch. Tona strongly supported three sons, Colin, John and Sean, who were highly active in Scouting in their youth. Colin and John were, at separate times, Modoc Chapter Chief of the Order of the Arrow and both received the Vigil Award and Eagle Rank. Sean was the president of Crew 733’s Venturing Officers Association (VOA). Outside of Scouting, Tona is active in the International Trademark Association, the Orange County Paralegal Association, the Calvary Chapels of Costa Mesa and Yorba Linda, the Samaritan’s Purse, Christian Homeschool Educators Association, and the USA Roller Sports.
Danielle DeGrood Danielle, a member of Pacifica District, is currently Committee Member of Pack 227 having served in numerous other positions over the past 12 years. She is also Committee Member of Troop 227 where Peter, her son, earned the Eagle Rank. She is the Religious Emblem Advocate for both the Troop and Pack plus serving on the Catholic Committee for both Pacifica District and Orange County Council. Danielle was presented with the District Award of Merit in 2014. She has also received the Bronze Pelican and the Saint George (Catholic) religious awards. She completed Wood Badge Training in 2012 and subsequently earned her beads. She has also completed Basis Adult Leader Outdoor Orientation (BALOO) and Introduction to Outdoor Leader Skills (IOLS). This past year, Danielle became a member of Amimi Chapter of the Order of the Arrow and received her Ordeal Membership. During this same time period Danielle was Assistant Troop Leader and Troop Leader of a Girl Scout troop, where her daughter Jene’, is working toward her Gold Award. She also helps with the American Youth Soccer Organization including being the Regional Safety Director. Danielle is highly active with Saint Bonaventure Church in both the adult programs and the youth programs. In her professional life, Danielle is a Physical Therapist assistant, helping people return to good health. Stefan Gogosha Stefan presently is Assistant Scoutmaster of Troop 235 in Canyons District. Previously he was Scoutmaster of Troop 235, Den Leader in Pack 235, Cub Day Camp Director, Vigil Chief Advisor, Associated Advisor, and Chapter Advisor of Koshari Chapter, Wiatava Lodge, Order of the Arrow. Stefan was on staff for the National Jamborees in 2010, 2013, and 2017. Previously he was Scoutmaster of a troop in Spanish Trails Council in Arizona. He has completed High Adventure Training (HAT), Basic Adult Leader Outdoor Orientation (BALOO), and Wood Badge subsequently receiving his beads. Stefan earned the Eagle Scout Rank in 1986 while a member of Troop 14 in Greyback District in California Inland Empire Council. He also holds the Vigil Honor. Stefan is a member of Red Hill Lutheran Church serving as Sunday School teacher, staffing Vacation Bible School, and was a lay reader. He is also the team photographer for the Beckman High School water polo team. Stefan presently serves as a volunteer firefighter, spill responder, and on the emergency medical team in the Greater Prudhoe Bay Oil Field and the community of Deadhorse, Alaska. His home is in Irvine, California. He has been in Boy Scouts for over 29 years as an adult and 11 years as a youth. His son, Andrei, earned the Eagle Scout rank in 2016. Joseph Lum Joe is currently Committee Chair of Troop 295 in Golden West District, the consolidation of El Capitan and Orange Frontier Districts. Both of his two sons, Brandon and Tyler, earned the Eagle Rank while in the troop. He recently became Orange County Council’s webmaster after serving as District Webmaster, plus he is Assistant District Roundtable Commissioner. Previously he was Cubmaster of Pack 735 for eight years and Assistant Scoutmaster of Troop 295 for 12 years. Joe received the Cubmaster of Year Award in 2008 and the District Award of Merit in 2019. He completed Wood Badge Training receiving his beads plus completing Basic Adult Leader Outdoor Orientation (BALOO), Scoutmaster Training, and participating in many other training events. Joe has been in-charge of the Veterans Day event at Forest Lawn Mortuary in Cypress in which over 500 Scouts and their families place U.S. Flags on the grave sites of first responders and military veterans. He is active in the Journey Evangelical Church where he organizes on-line streaming of services. Both Joe and his wife, Debbie, have volunteered extensively at the Landell Elementary School in Cypress. Under his guidance Scouts from Troop 295 completed four Eagle Projects building an outdoor 60 X 90-foot classroom that can seat 40 students.
Brian Mendoza Brian is currently and for the past 21 years been Assistant Scoutmaster of Troop 670 in Golden West District, the consolidation of El Capitan and Orange Frontier Districts. He is also Adviser to the Chief of Santee Chapter and Adviser for Indian Affairs of Wiatava Lodge of the Order of the Arrow. He is member of Orange County Council’s High Adventure Team. Previously, Brian was Advisor to Venturing Crew 670. He participated in the National Order of the Arrow Conference in 2018 at Indiana University. He was presented with the Vigil Award from Santee Chapter in 2001 and the District Award of Merit in 2018. Brian has led Scouts through eight Philmont backpacking expeditions, each over ten days in duration and between 55 and 95 miles in length. He completed the Triple Crown once, which involves three outdoor adventures, one each at Philmont High Adventure Base in New Mexico (backpacking), Northern Tier High Adventure Base in Minnesota and Ontario (canoeing), and Florida Sea Base (sailing). Brian has completed three 50 miles afoot/afloat adventures, two in the high Sierras, and one at Cuyamaca, near San Diego. As a youth, he logged over 1,000 miles backpacking and has significantly increased that number as an adult. As a youth he earned the Eagle Rank in 1999 while a member of Troop 670. Curtis Porter Curtis presently is Assistant Council Commissioner for Roundtables, Chapter Advisor of Woja Chapter, Order of the Arrow, and Committee Member of Troop 12 where his son Noah is also a member. Previously he was District Commissioner of El Camino Real District and a staff member for the 2013 and the 2017 National Jamborees held at Bechtel Summit. Curtis was also a contingent member to the 2015 and 2018 National Order of the Arrow Conferences. He completed Wood Badge training in 2015 and subsequently received his beads. Curtis also completed High Adventure Training (HAT), Basic Climbing School, and Introduction to Outdoor Leader Skills (IOLS). Curtis has earned the Doctor of Commissioner Science. He was awarded the District Award of Merit and the Vigil Honor from Wiatava Lodge, Order of the Arrow. As a youth, Curtis earned the Eagle Rank with three palms while a member of Troop 333 in Hemet. There, he became a Brotherhood Member of Cahuilla Lodge. He attended the 1981 National Jamboree at Fort A. P. Hill where he met Green Bar Bill. Outside of Scouting, he is a member of the Sons of the American Revolution where he coordinates the youth outreach programs. He is also a member of the General Society of Mayflower Descendants and the Honorable Order of Kentucky Colonels. He is a teacher in the Tustin Unified School District. Catherine Romagnano Cathy presently is District Commissioner of Saddleback District and Committee Member of Troop 321. Previously, she was District Committee Member for nine years. She has also served as Scoutmaster of Troop 321 plus Tiger Cub Coach, Den Leader and Webelos Den Leader of Pack 714. Cathy completed Wood Badge Training in 2009 and received the District Award of Merit in 2014. Subsequently she staffed Wood Badge as Troop Guide, and Assistant Scoutmaster for Program and then for Logistics. She was member of the Girl Scouts in Orange County for over 11 years serving as Day Camp Director and Leader/Advisor. She was presented with the GSA Spotlight Award. Since her early years, Cathy has worked with and supported youth, including those with special needs. As a Camp Fire Girl, she served as Day Camp Counselor. She was a counselor and group facilitator for the Arigoni West-Halfway House and was ski guide for the blind during the Minnesota winters of 1978 and 1979. While attending the University of Minnesota, Cathy was a freshman camp counselor and peer orientation leader. She is an Intensive Behavior Interventionist in Special Education in the Capistrano Unified School District. Her daughter, Sophia, was in her Girl Scout troop and her son, Peter, was in Troop 321, where he earned the Eagle Rank.
Thomas Spratt Thom is presently Executive Officer, previously known as Institutional Head, of Packs 623, 668, 766, and 800, Troops 321, 623, 634, and 695, and Crews 609, 634, and 695. He is also Mission Viejo Elk’s Lodge Chartered Organization Representative for Pack 603 and Troops 603 and 2020. Several of these positions, all in either Saddleback or Rancho San Joaquin Districts, have been held for several years. He also helps organize the American Legion’s Shooting Sports Weekend open to all sportsmen including Scouts of Orange County Council. Thom is the organizer of the yearly BSA Shooting invitational sponsored by the American Legion and Troop 634. He is a current member of Anasazi Lodge, Order of the Arrow. Previously, Thom was Cubmaster and Webelos Leader of Pack 623, Scoutmaster of Troop 623, and Venturing Advisor of Crew 623. Thom was presented with the District Award of Merit in 2005 and is a Vigil Member of Wiatava Lodge of the Order of the Arrow. He is Commander of American Legion Post 862 of Mission Viejo and employed by the Laguna Beach Police Department where he encourages and mentors youth who are interested in entering law enforcement. Previously, he was employed by the Orange County Sheriff’s Department for 26 years. Thom is the father of Andrew and Daniel and step-father of Scott and Mark, all four who are Eagle Scouts. James E. West Fellowship James. E. West was the first Chief Scout Executive of the Boy Scouts of America. The James E. West Fellowship award is available to honor gifts of no less than $1,000 to the Council Endowment Fund. The gift must be in addition to – and not replace or diminish – gifts made to the annual Friends of Scouting campaign. The James E. West award can be a wonderful way to honor or memorialize a family member, friend or Scout. Awards Life Saving and Meritorious Action Awards These awards are given to a Scout or Adult Leader for saving or attempting to save a life under circumstances that indicate heroism and risk to one’s own life or for performing some outstanding act of service of a rare or exceptional character that reflects an uncommon degree of concern for the well-being of others. Nathan Shibata|Medal of Merit On December 20, 2019, while eating dinner, Nathan’s mother started choking and aspirating on a piece of food. She has been battling cancer and is not in the best of health. Nathan remained calm and collected during the incident. He administered first aid, cleared her airway, and instructed others to dial 911. Nathan was awarded the Medal of Merit for his quick reaction and assistance in saving a life.
