2021 Conclave Program Introduction Please share this booklet with your lodge members, so that they are knowledgeable about the 2021 C-3B Section Conclave. The booklet contains information on registration, trading post operations, camping, meals, medical coverage, and travel regulations. Some of the information is tentative at time of print. Changes will occur during our planning process and updates of this document may be issued. We look forward to having you at our Section Conclave. Information Date: Friday, October 15 to Sunday, October 17, 2021 Location: Camp Illinek 6610 Iron Bridge Road, Chatham, IL 62629 Parking: Camp Illinek 6610 Iron Bridge Road, Chatham, IL 62629 Time: Scheduled program runs from 5:00 p.m. on Friday to 11:00 am on Sunday Theme: The Brotherhood Court Host: Illinek Lodge #132 – Abraham Lincoln Council #144 Conclave Code of Conduct As a member of the Order of the Arrow and participant at the 2021 Section C3B Conclave, I will: Observe the Scout Oath, the Scout Law, and the Obligation of the Order of the Arrow. I will also practice Scout Spirit, respect the rights of others, and act in the Spirit of brotherhood in dealing with all whom I may meet during the conclave. Wear my Scout uniform during the conclave when appropriate and required. For the afternoon activities, I understand I may wear a Scout t-shirt, or other scout related outfit as authorized. Attend all workshops that I have already committed to and participate in as many 2021 Conclave activities as I can. Confine trading and socializing to free time (non-workshops or prior to opening and closing ceremonies times) and in designated areas. Be responsible for breakage, damage, or loss of property incurred. Keep my quarters clean and dispose of trash in proper receptacles. Current BSA policy regarding tobacco: “An important way adult leaders can model healthy living is by following the policies on alcohol, tobacco, and drugs. Leaders should support the attitude that they, as well as youths, are better off without tobacco in any form and may not allow the use of tobacco products at any BSA activity involving youth participants. This includes the use of electronic cigarettes, personal vaporizers, or electronic nicotine delivery systems that simulate tobacco smoking.” Understand that use or possession of alcoholic beverages or illegal drugs is in violation of the national policy of the Boy Scouts of America. Understand that gambling in any form is not permitted during the weekend. Understand that only authorized vehicles will be permitted on Camp Illinek property, and only during approved times. Understand that leaving Camp Illinek is not allowed during the Conclave at any time unless authorized by the Section Adviser or Section Staff Adviser, and only in cases of emergency or overriding cause. I further understand that leaving the camp for purpose of smoking, consumption of alcohol, or other unauthorized purpose may result in forfeiture of all conclave fees and violators of this policy may be sent home immediately. 3

The Abraham Lincoln Council established this camp in 1939. From the West – Take I-72 to Exit 93, turn Right/South on IL-Rt 4 for 1.8 miles to Woodside Road, turn left/East 1.4 miles to Iron Bridge Road, turn right/South 1.2 miles to Camp Illinek. From the North/East – Take I-55 to Exit 90, turn Right/West on Toronto Road which flows into Woodside Road. Go about 4 miles. Turn left/South on Iron Bridge Road before the R.R. tracks, go 1.2 miles to Camp Illinek. From the South – Take I-55 to Exit 88, turn Left/West to flow onto Palm Road South. Go about 1.2 miles. Turn right/West onto Chatham Road, flows into Walnut St for 4 miles. Turn right/North onto Gordon Drive which becomes Iron Bridge Road. From Walnut, go almost 3 miles to Camp Illinek. Camping The following campsites have been designated for your lodge this weekend: Anpetu-We (GSLAC) Lyman Grove Black Hawk (Mississippi Valley Council) Pine Woods West Illinek (Abraham Lincoln Council) Pioneer Point Illini (Prairielands Council) Indian Village Nisha Kittan (GSLAC) Pine Woods East Shawnee (GSLAC) Eagles Nest Woapink (GSLAC) Indian Village Any special requests for setting up of trailers, for medical needs, or electrical hook-ups must be arranged prior to your arrival, and may be subject to an additional fee by the host council. Pre-registration All conclave delegates and staff must be registered through the Section C3B Conclave Registration System at https://scoutingevent.com/312-2021c3bconclave no later than midnight, Monday, October 4th. Late registration is available for an additional $10 fee, with the understanding that meals and facilities may not be available. This is set up as a 1 person or as a group option 2. If registering as a group, the requested information about each individual participant needs to be entered into the registration system. Additionally, the conclave fee for each individual registration is due at time of registration on the website. If there are any questions about this, please reach out to Section Adviser Brent Wessel. 3. Lodge roster needs to include: First and Last Name, Youth/Adult, OA Level (Ordeal/Brotherhood/Vigil) Tour Permits All travel to and from the conclave must be in compliance with The Guide to Safe Scouting, including authorized drivers and insurance requirements. Go to www.scouting.org/health-and-safety/gss for the latest update on Transportation. Check in The Lodge Chief and Adviser or designees are the only Arrowmen from each visiting Lodge needed to Check In at Registration. Each lodge will be given a list of registered delegates from their lodge, special medical or accommodation needs on record, credentials, guidebooks, and paid wristbands. The Lodge Chief and Adviser are to distribute all information and materials from check-in to their lodge delegates. All delegates are expected to have the conclave credentials by Saturday morning breakfast. These credentials serve as proof of payment and security. Illinek lodge members are assigned to guide and direct delegates to their campsites. Delegates may proceed to their respective campsites following the instructions for traffic and parking as provided. All delegates are encouraged to carpool as best available. Vehicle movement within Camp Illinek will be limited. No parking is allowed in campsites. Parking and Traffic Special considerations, handicap needs, trailers, and buses need to be brought to the host lodge attention at time of pre- registration. Colored parking permits will be provided for ALL vehicles. Dropping off campers and gear might be available depending on traffic at the time, determined by the host lodge. See attachment in Appendix for paperwork required to be submitted. Lodge Historical Displays (Museum) An impressive display of history from all lodges in our section will be featured throughout the weekend in the Lower Level of the Sailing Center. You may bring any such memorabilia for others to enjoy. All items will be kept secured with the lower level locked overnight. Drop off items of interest with the host lodge Friday night, and encourage others to visit this site. 6
Trading Post The Conclave Trading Post will be available in the Lower Level of the Sailing Training Center. (Enter from the lake side) A wide variety of items will be available including snacks, drinks, camp ware, individual lodge and section insignia and memorabilia. Section Conclave T-Shirts and patches are available for Pre-Order. Forms can be found at https://scoutingevent.com/312- 2021c3bconclave. Items typically sell out prior to the end of this event, so pre-orders are strongly encouraged. Pre-orders will be available for pickup at the trading post during normal open hours. Illinek Lodge now accepts all major credit/debit cards. Hours of operation: Museum and Trading Post Friday 5:00 pm – 10:00 pm Saturday 10:00 am – 11:30 am 1:30 pm – 5:00 pm 9:00 pm – 10:30 pm Sunday Lodge settlement to follow or as arranged. Lodge Trading Post Consignment Lodges are invited to bring up to 3 different trading post items to sell on a consignment basis at the Trading Post. A form is available for any lodge items to be sold, and should be submitted early Friday night. A preliminary list of lodge items should be sent in advance for input into our sales system. Lodges must return to the Trading Post prior to 11:00 am Sunday. Settlement of inventory and income occurs at time of pickup, and payment to lodges will occur following the Conclave. Meals Each paid participant will receive a wrist-band from their lodge contingent leader upon check-in. This serves as their meal ticket. Each lodge will receive 2 colors of wrist-bands, the A for the first shift each meal, and the B for the second shift. Lodges may split the 50/50 bands as convenient based on the scheduling for each Arrowman. All meals are planned to be served in the Dining Tent, located in the Camp Illinek Activities Field. Each Arrowman should properly dispose of all trash in the proper receptacles. ALSO: Illinek Lodge will make available for sale ($5) some supper options Friday night, for those who might not have had time after school or work to make a food stop enroute, or might just still be hungry (prior to Cracker Barrel). Health and Safety Guidelines The buddy system should be used at all times. Pets, fireworks, alcoholic beverages, non-prescription drugs, personal firearms, and illegal items are not allowed in camp. Scouts and adults are never transported in the backs of trucks or on trailers. Camp Illinek is a smoke free environment, except in designated areas. All buildings are smoke free. It is unacceptable for anyone under the age of 18 to use tobacco products of any type at any time at the Conclave. Shoes, boots, or appropriate footwear are to be worn at all times while walking in camp. This includes dance and ceremony activities, moccasins are welcome. Departure from camp is with each Lodge contingent, unit leadership, parent, guardian, or an individual approved by the parent or guardian. Each Lodge contingent leadership is responsible for lodge membership both while at camp and in returning home, and for any lodge member leaving camp for any reason. All accidents and illnesses are to be reported to the Conclave Health Staff located in Booth Lodge. Latrines are located near campsites, with flush toilets located in the shower houses, Booth Lodge, and Sailing Center. Shower facilities are all private. COVID-19 The State of Illinois is still requiring face coverings inside buildings. Those with symptoms or possible exposure should refrain from attending. Each lodge is requested to follow up the Conclave with a 7 and 14 day post event to confirm no issues from members in attendance. Lodges are to contact Section leadership reporting of this follow up. Medical and Insurance Information Each Scout and leader attending the conclave must present, upon arrival, a completed health history record to their Lodge Contingent Leader. All medications for youth members are to be secured and dispensed by the Lodge Contingent Leader or designee. Medical forms can be found at https://www.scouting.org/health-and-safety/ahmr/. The insurance provider is to be noted on the health history form. What to Bring Each individual is responsible for bringing their own personal gear and camping equipment to the Conclave which might include, but not limited to: Camping tent, sleeping bag, ground cloth, etc. The Boy Scout Field Uniform will be the attire except when participating in sporting, dance, or ceremonial activities. Due to the expected large attendance at the conclave, each person is encouraged to bring a folding chair or camp stool to sit on for training sessions and Saturday evening Show. Limited seating will be available at training sessions. 8
Activities and Competitions A variety of activities and competitions will be taking place throughout the weekend, and will be listed in the conclave program handout. Patch Trading Patch trading will be allowed on Friday and Saturday nights in the Dining Tent. Adults may trade with adults, and youth may only trade patches with youth. Religious Services Catholic and Non-denominational services are in the planning for Saturday evening beginning at 5:00. See schedule of events for locations. Section Officer Elections One of the important activities of the weekend is the election of the new Section Officers. This will be held on Sunday morning, in the Camp Fire Bowl. In case of inclement weather, the dining tent will be used. All potential Section officers must meet the following eligibility requirements: Be a registered member, in good standing, of the Order of the Arrow and the Boy Scouts of America in a Council within the section. Approval of the Council Scout Executive or designee must be in writing and in advance of being nominated. Candidates must be younger than 21 during the entire term office, October – October. Any Arrowman interested in serving in one of these positions must complete the Section Election Nomination Form and turn it in to Section Adviser Brent Wessel no later than Thursday, October 14, 2021. This form can be found at bit.ly/c3b-officer-form. SHOW Plans are for the Conclave Show to be held in the Camp Firebowl beginning at 7:45 p.m. Saturday.
