2018 TÜBİTAK International UAV Competition 1. SCOPE OF ACTIVITY In this competition, university or high school students will design and build fixed wing or rotary wing UAVs based on mission specifications. They will show the skills and the flight and manoeuvre capabilities of their aerial vehicles in specified missions, autonomous flight, payload recognition, transportation, and deployment of the load to the specified location. Every team must have an Academic Advisor. High school teams must also have an Academic Responsible Person. Teams are free to have sponsors for cash or in-kind support from companies. No separate space will be allocated for sponsors in the contest area. The public areas will not be used for advertising purposes by sponsors. Sponsor information/logos may be placed on the tables and tools allocated to the teams in the case of approval by TÜBİTAK. 2. 2018 TÜBİTAK International UAV Competition 3. CONCEPTUAL AND DETAILED DESIGN REPORTS Teams must upload the Conceptual and Detailed Design Reports before the deadline for the submissions. Teams that do not upload the reports will be disqualified. Report files must be less than 20 MB in size. The Conceptual Design Report must be shorter than 15 pages and the Detailed Design Report must be shorter than 60 pages. The report language must be either Turkish or English. Report templates and the evaluation table will be published on the competition website. Competitors must upload a flight video of the UAV they designed during the Detailed Design Report preparation period. This video must be in MP4 format and the duration of the video must not be longer than 2 minutes. The video must include upper and both side views of the vehicle and the vehicle must occupy a reasonable area in the video frame. The vehicle must also be filmed during takeoff and while airborne. The reports of any teams that lack a flight video attached to the Detailed Design Report will not be evaluated. Teams with reports that have large similarity will be disqualified. Rankings for the Detailed Design Report will be announced on the first day of the competition. The highest scoring reports in both categories will be published on the competition website. 4. TECHNICAL CHECK Teams must participate in the competition with the UAV that is defined in the Detailed Design Report. Minor modifications for improving the flight performance and safety after the report submission will be examined by the Advisory and Evaluation Board and conformity to the design defined in the report and the production will be assessed. Configurations (payloads and related equipment) of the vehicle for different missions must be defined in the report. Parts to be added, removed, or replaced must be clearly explained. The hard copy of the reports must be presented by the teams during registration and the technical check. Teams that do not present their reports will not be accepted for registration or technical check. 4.1 Safety Check All UAVs will be inspected for safety before the test and competition flights. Decisions of the Advisory and Evaluation Board are strictly effective for safety approval. Teams without safety approval will not be allowed to fly their vehicles. The following are the minimum requirements to be met for safety approval: Vehicle must be compatible with the technical drawing shown in the Detailed Design Report. Vehicle must be safe in terms of structural and visual integrity. All the components must be safely mounted on the vehicle. 2
2018 TÜBİTAK International UAV Competition All the connections must be firm and tightened with safety wire, liquid adhesive, and/or screws and nuts. Connection materials must be chosen of good quality and modality, preventing detachment during flight. Propeller structure and its connection must be solid. Wiring and connectors must be sufficient for electrical loads. Radio control parts must be adequate for remote operation of functions like turning the motor on and off. Control mechanisms for the vehicle must be precise enough. Payload systems must not impair vehicle integrity. Vehicle radio must be capable of switching to fail-safe mode in case of signal loss. Fuse must be in an easily accessible position outside of the vehicle. Fail-safe mode will be shown on the ground by switching of the radio transmitter. Aircraft must switch to the following configurations in fail-safe mode: For Fixed Wing UAV: Throttle minimum Altitude maximum Rudder full starboard Aileron full starboard (port) Flaps fully extended For Rotary Wing UAV: Half throttle – Controlled landing Minimum throttle (with command of the referee) Radio fail-safe mode is strictly compulsory. Fail-safe definitions are clear and obligations during the technical check will be ignored. Vehicles lacking fail-safe technical control will not be queued for the flight mission. 3

PRIZES and INCENTIVES (Promotion) The prizes and incentives to be awarded to competitors in the contest held under the rules specified for the event are given in Table 2. Table 2. Recipients of the Mention Awards will be determined by taking into consideration such values as sportsmanship, helpfulness, use of innovative technology, and team spirit. 5.3 Detailed Design Report Preparation Incentive As a result of the evaluation of the Conceptual Design Report, incentives will be given to promote the development of the vehicles for each team that continues on in 4
2018 TÜBİTAK International UAV Competition the competition. This incentive will be withdrawn from teams that do not submit the Detailed Design Report or the UAV’s flight video before the deadline. In addition, TÜBİTAK may request the withdrawal of the incentive in cases where it is assessed by the Advisory and Evaluation Board that the Detailed Design Report does not contain adequate information that the incentive is not used in the manufacturing process of the air vehicle. As a result of the evaluation of the Detailed Design Report, every team entitled to participate in the competition will be given participation support to cover travel and accommodation expenses. The incentives will be sent to the bank accounts of the universities to which the teams belong. The use of incentives will be made in accordance with the expenditure legislation of the related universities. In the event of any ethical violation in the reports of teams, the teams' reports will not be assessed and these teams will be disqualified from the competition. In the event that teams do not attend the technical check before the second day of the competition at 13.00 o'clock (local time), the Participation Support with Detailed Design Report Preparation Invitation will be returned. The responsibilities of the teams for the expenditure of these incentives will be indicated in the "Commitment", which will be presented by the teams at the time of application. 5.4 Preparatory Incentives, Transfer, and Expense of Awards Following the announcement of the results of the Conceptual Design Report, the prize and/or preparation incentives to be given in the event shall be transferred by TÜBİTAK to the special account opened by the accounting manager/officer of the participating organisation for the teams participating from Turkey. Amounts transferred to the private account are tracked according to the accounting regulations that are subject to the institutions in the escrow accounts, without being reflected in the income-expense accounts by the organisation of the participating team. Expenditures are supervised by the Academic Advisor. In the event of failure to participate in the event after the application, TÜBİTAK must be notified in writing by 30 July 2018 and all of the subsidies provided for the participant shall be returned to the relevant bank account of TÜBİTAK no later than 30 July 2018 with the default interest to be calculated starting from 30 July 2018. The team must return the whole incentive to the account of TÜBİTAK together with the default interest (based on 30 July 2018 as the start of interest) in the following cases: Not sending the Detailed Design Report or Flight Video to TÜBİTAK before the 5
2018 TÜBİTAK International UAV Competition deadline (30 July 2018), A written notice of withdrawal after 30 July 2018, Failure to register at the event site on 20 September 2018, Technical inadequacy or disqualification from the competition due to the reasons mentioned above by the Advisory and Evaluation Board. At the end of the event, the amount of the support remaining in the special account is kept on the escrow accounts and, if necessary, is spent at the request of the responsible person as preparation support for participation in the same activity in the following years. Preparatory incentives will be issued on 20 September 2018 with complete registration in the race area and with the technical check of the vehicles being completed, or will be transferred by EFT to the special account of the academic advisors for the teams participating from outside of Turkey. The Detailed Report Preparation Incentive will be withdrawn regardless of the expenses incurred when an ethical violation is detected and when the Detailed Design Report and/or flight videos are not sent. The Advisory and Evaluation Board has the right to ask for the return of incentives for reports deemed insufficient. The awards given at the end of the event will be transferred to the same private account by TÜBİTAK. 5.5 TAI Internship Award The prize will be given by TAI to the winning team (the first position) for each category (fixed and rotary). This award is given only to teams participating from Turkey. Members of the team that won the first place will work for two months in the summer period of 2019 at the TAI Technology Center or Office of Assistant General Manager for UAV Systems . In case of the team that won the first place is not participated from Turkey, the prize will be given the team that won the second place. If the team that won the second place (performance award) is not too participated from Turkey, the prize will be given the team that won the third place. 6. GENERAL PROPERTIES OF THE VEHICLE 6.1 Weight Fixed or rotary wing UAVs must not exceed the maximum take-off weight of 4 kg. 6
2018 TÜBİTAK International UAV Competition 6.2 Battery Type and Capacity There is no restriction. Alternative energy sources can also be used. 6.3 Engine Type Only electrical motors will be used. Radio control units that broadcast in the frequency ranges allowed for radio control use in the band plans in Turkey may be used. However, it is recommended to select a radio control and/or telemetry unit with a digital coder operating in the 2.4 GHz or 5.8 GHz band, so that the vehicles are least affected by environmental factors. The vehicle should be able to automatically switch to fail-safe mode within a maximum of 5 seconds in the event of signal loss in the radio control unit. The type of broadcast that will affect the flight of the vehicle competing during the competition is a reason for disqualification. 6.4 Original Design The UAVs should be originally designed and produced by the teams themselves. Team Captains must sign the Originality Declaration Form contained in the Detailed Design Report. UAV bodies that have been supplied in a ready-made form, copied from another UAV in use, and/or designed for another competition may not be used. Teams will be disqualified if such a situation is detected at any stage of the competition. The originality of the vehicle will be disclosed in reports and the Advisory and Evaluation Board will take this into consideration when evaluating the reports. The vehicle must not have participated in any other contests before, including the TÜBİTAK UAV Contest. 6.5 Fuse There must be an easily accessible fuse unit on the outside of the vehicle to be used to switch off the electrical system in any emergency. There should be no energy transfer to any electrical/electronic circuit or element when the fuse unit is removed. 7. MISSIONS Fixed and rotary wing UAVs will perform different missions. Each vehicle will be evaluated in its own category. Each team has a maximum of 5 flight attempts in total within the competition period as long as they are able to use their turns. Take off from the runway for a mission means that one of the flight attempts is used. The order of flights for the teams will be determined according to the scores from the Detailed Design Report. Flights will be performed according to the list starting from the team with the highest score. 7
2018 TÜBİTAK International UAV Competition A team that cannot take off within 2 minutes will lose its flight turn. Each mission must be completed within 6 minutes after take off. The flight time is the elapsed time between the start and finish lines. Missions will be performed in order. For a new mission to be attempted, the previous one must be completed successfully. In all missions the telemetry system will be tested before flight and the ability to send speed, altitude, and location data will be monitored throughout the flight. Each team will bring its own telemetry system. If the telemetry system does not work, the flight will be allowed and the total score received from the mission will be multiplied by 0,75. In case any problem occurs with the telemetry system during flight, the decision of the Flight Judge is final. The minimum flight altitude will be 5 meters and the maximum flight altitude will be 50 meters. However, in all cases, referees have the authority to terminate flights for safety reasons. In Mission 2 and Mission 3, gel or slime filled silicone or balloon balls will be used as a payload. These balls are shown in Figure 1. These are elastic balls with a minimum diameter of 60 mm and a minimum weight of 80 grams. Balls will be referred as payloads hereafter. Figure 1. Silicone Gel Balls as the Loads 7.1 Mission 1 In this mission, the vehicle will be manually tested for flight, manoeuvrability, and 8
2018 TÜBİTAK International UAV Competition telemetry capability. Fixed and rotary wing UAVs will make 2 full laps, following the flight route as shown in Figure 2, starting from the starting line and then performing a safe landing with making two 360° turns as shown in Figure 2 in each round. The time will start when the horizontal and vertical starting line is crossed and the time will stop after the vertical end line has been passed at the end of the second round. The UAV’s flight route as given in Figure 2 will be monitored from the ground station with the telemetry system. After this mission, the weight of the aircraft will be measured. Figure 2. Mission 1 Flight Route 7.2 Mission 2 In this mission, the air vehicle will be tested for autonomous flight, payload transport, and payload-deployment ability in the appropriate order and to the specified target area. In this mission, the requirements are as follows: Vehicles will carry up to 4 loads. The number of payloads that will be carried by the team must be declared to the Flight Judges before the flight attempt. The payloads will be released to the numbered areas of the given in the detailed drawing in Figure 3 (it is not necessary to leave the loads in that order). 9
2018 TÜBİTAK International UAV Competition The total number of loads declared by the teams must be loaded into the aircraft within 2 minutes and the vehicle should be ready to fly when that time is over. After the take-off, the vehicle must be switched to autonomous mode within at most 5 seconds. The team’s score will be calculated depending on whether the payloads are deployed to the designated target areas. In the case of more than one payload dropped in one release, the loads dropped on that release will be invalid. Points will not be calculated for loads falling outside the target area. 3 2 4 1 Figure 3. Mission 2 Flight Route 7.3 Mission 3 In Mission 3, different tasks have been defined for rotary wing and fixed wing UAVs. In this mission, the requirements for the rotary wing UAVs are as follows: Autonomous take off, Autonomously retrieving a payload from specified coordinates, Autonomously releasing loaded payload in the area indicated in Figure 4. The mission will be considered successful if the dropped load falls into the target region. Once the load has been successfully taken, the mission will be scored according to release of the load to the target area after passing the mid-course line defined in Figure 4. The load may be contained in a mechanism previously prepared by the teams. By means of this mechanism, the load can be transported to the target region. However, during the release of the load to the target zone, the mechanism must not be separated from the vehicle. If the mechanism also falls with the load, the 10
2018 TÜBİTAK International UAV Competition load release portion of the mission will be considered as unsuccessful. In this mission, the requirements for the fixed wing UAVs are as follows: Full autonomous take off from the runway, followed by two laps of the route shown in Figure 5, followed by full autonomous landing. After the vehicle crosses the finish line and stops, the team’s score will be calculated according to the distance to the finish line. If the landing point is behind the finish line, the team will not be awarded points. Note: Scoring formulas will be announced later. 2 Payload Loading Platform 1 Figure 4. Team members and pilots are expected to submit their student identification documents during registration. The documentations proving that the member is/was a student at the time of application should be original and should bear the signature and stamp of the student registration office or school administration. If it is detected that a member of a team, including its pilot, has falsely claimed to be a student, the team will be disqualified from the competition. The teams should complete the registration for sporting/amateur pilot and UAV vehicle at the website of the Directorate General of Civil Aviation (http://iha.shgm.gov.tr/index.html). The barcode sticker generated by the system should be printed out and stuck onto the vehicle. The registration of the vehicles at the website of the Directorate General of Civil Aviation should be completed and approved by 9 July 2018. If a problem arising from the Directorate General of Civil Aviation occurs in the approval process, the case will be evaluated by the Competition Organising Committee of TÜBİTAK. The decision of this committee is final. The application of any team whose pilot registration or UAV registration has not been approved will be invalid. These teams will not be allowed to join the competition and full refund of the financial support will be requested. It is the responsibility of the teams to complete the approval process by the deadline. Teams are advised to take all necessary precautions. TÜBİTAK will consider the approval date, not the 12
2018 TÜBİTAK International UAV Competition application date. All the teams should present the documentation that shows that their pilots and vehicles have been approved by the Directorate General of Civil Aviation at the registration on the competition day. In the case of missing or incomplete documentation the team will not be able to register and participate in the competition. TÜBİTAK reserves the right to ask for the refund of the financial support. 9. PROTEST PROCESS Teams may submit a protest to the Competition Organising Committee at any time during the competition. Protests must be submitted in writing and signed by both the academic advisor and the captain of the team. Protests and penalties (up to disqualification from the contest for deliberate attempts to misinform officials, violation of the contest rules, or safety infractions) will be decided by the Competition Organising Committee. Each team has the right to protest up to three times. Unethical behaviour will be evaluated according to the team commitment letter. Protests of the teams whose advisors are not present at the competition site will not be evaluated. Protests by e-mail will not be accepted. Protests will be answered in the shortest possible time. Decisions will be available for review at the Administration/Registration Office at the competition site. There will be no e-mail messaging to inform the teams about the protest decisions. Teams may submit a protest within 3 hours following the time of the situation that is the subject of the protest. Protests submitted later than this will not be considered. 10. COMPETITION SITE The competition will be held at the İstanbul Grand Airport (İGA) campus. The fly-off zone will be announced later. 11. OTHER ISSUES If a member of a team behaves in such a way as to disrupt the competition or the competition staff during or after the contest, or participates in unethical verbal and/or written (including social media) behaviour, that team will be disqualified from the competition. 13
2018 TÜBİTAK International UAV Competition Teams that do not submit their Conceptual Design Report and Detailed Design Report before the due date will not be allowed to participate in the competition and these reports will not be evaluated. The academic advisors of the teams should be full-time employees of the universities where they are working. The original official documents signed and stamped by the administration of the university should be submitted at the time of registration. In the case that the academic advisor does not present the required documents, the team will be disqualified. Designated (substitute) advisor applications during the registration will not be accepted. Teams that attempt to participate with designated/substitute advisors instead of the academic advisor declared on the application forms will not be allowed to compete. High school teams should be present at the competition site with their Academic Advisor or Academic Responsible Person. Academic advisors of the high school teams should be a full-time employee of a university. The Academic Responsible Person should be a full-time teacher at the high school of the competing team. The original copy of the official document signed and stamped by the City/Town Educational Administration should be submitted at the time of registration. Technical checks will be carried out before and after each flight. The Flight Judge will evaluate the vehicles that have been damaged or whose parts have fallen off (whose UAV integration has been lost) during the flights. The Flight Judge decides whether the mission is successfully completed and whether the vehicle can participate in the remaining missions. The unloaded vehicle will be weighed before and after each mission flight. A mass change (increase or decrease) in excess of 10 grams will not be accepted and the mission will be evaluated as unsuccessful. Teams should have at least two and at most ten members. New members are not allowed to join the teams after the applications are submitted. One person can be a member of only one team. If such a case is detected, all the involved teams will be disqualified. All the members of the team should be present at the desks designated for their team one hour before the award ceremony. Teams that do not stay at the competition site until the end of the award ceremony are not eligible for Participation Certificates, Plaques, Medallions, and Awards. TÜBİTAK reserves the right to ask for the full refund of the financial support from the teams that leave the site before the ceremony ends. Academic Advisors/Academic Responsible People are required to accompany their 14
2018 TÜBİTAK International UAV Competition teams at the registration before the competition. Failing this, the registration of the team will not be allowed and the technical check of the vehicle will not be performed. Each team will have the right to at most three test flights in the event that there is sufficient time within mission flights. 12. FLY-OFF ZONE Information will be available when the competition site is determined. TÜBİTAK reserves the right to make changes to the Competition Rules Book and to the mission definitions. Any change will be announced on the official website. The most recently updated Rules Book will be valid at the competition. 13. TRANSPORTATION Transportation information will be announced later. 14.
