Consumer Watch Consumer Protection 50-52 Durlacher Street, Geraldton 6530 Tel: (08) 9920 9800 Email: candice.evans@dmirs.wa.gov.au Web: www.dmirs.wa.gov.au Navigate buying a used car It may be harder for used-car buyers to find a bargain these days, with prices on the rise as a result of a shortage of new vehicles driven by a range of factors. Many of these factors are associated with the COVID-19 coronavirus pandemic, including interruptions to supply chains and a world-wide shortage of micro-chips. This means it’s a particularly important time for those on the hunt for a second-hand vehicle to do their homework and be across their rights before making a purchase. Some consumers may not realise that private sales aren’t covered by consumer laws, meaning there is no warranty and you will find it almost impossible to return the car if it turns out to be faulty. While dealerships must provide a warranty on used vehicles if they are less than 12 years old, have not travelled more than 180,000 kilometres and the price is more than $4,000, there is no cooling-off period once a contract is signed. This means that the buyer could be liable to pay up to 15 per cent of the purchase price, known as ‘pre-estimated liquidated damages’ for changing their mind about going through with the deal after having signed the sale contract. Some key advice we offer to all used-car buyers is to have the vehicle independently inspected by a competent licensed mechanic at their own expense to identify any roadworthy issues and to potentially use the results as leverage when negotiating the deal. It is equally important to review the Properties Securities Register at www.ppsr.gov.au before purchase to see whether the car has been previously written off or has money owing on it. Check the vehicle licence and its expiry date, plus make sure the vehicle identification number (VIN), number plate, engine number, year of manufacture and the owner details match the licence papers. Also ask to see the stamped log-book to verify any claims of a ‘full service history’. And be aware that fake advertisements can appear on genuine car sales websites, in online classifieds and online auction sites. These scams offer non-existent second-hand vehicles for lower than expected prices. Consumer Watch Consumer Protection 50-52 Durlacher Street, Geraldton 6530 Tel: (08) 9920 9800 Email: candice.evans@dmirs.wa.gov.au Web: www.dmirs.wa.gov.au Comparison sites may not reveal the best deal If you’ve ever tried to compare health insurance or hotels to find the best deal, you will have likely encountered a commercial comparison site. While these services can be a useful tool, it’s important to make sure you know how these sites work before relying on a comparison to choose a service provider. Consumer Protection has received a higher number of enquiries and complaints about comparison sites in the past 12 months, mostly to do with COVID-19 related travel cancellations and people wanting refunds instead of vouchers or credits. Private health insurance is another area people might use comparison sites for, however a recent investigation found they do not compare all the options and may not send users to the cheapest providers. The investigation also revealed that of the 37 health funds available, one of the major comparison sites only analysed 11 funds, while another site only looked at eight. That’s why it’s important to check a range of comparison sites against each other – this will help you to be sure the information is reliable and up-to-date. Also explore the cost of booking or buying through the supplier directly. Think about more than just price and filter results so they’re listed in order of what you need, such as certain coverage on a health insurance policy. Look to see (including in the fine print) whether a commercial relationship is disclosed, which could mean the website receives financial inducements from listed businesses in return for recommending them. In addition, check whether the website is owned by the same business that owns the products being compared. Calculate the total cost – a headline price may be click bait and when you get to the payment stage of the transaction it could be more than you thought because of additional fees and charges not disclosed in the promoted dollar amount. Read the privacy policy to see how any personal information you supply will be used and whether it will be passed on to third parties or on-sold. Consider government site options, such as www.privatehealth.gov.au which contains updated information about what is covered by each policy and its prices. If you think you’ve been misled by a comparison website or its staff, contact Consumer Protection on 1300 30 40 54 or consumer@dmirs.wa.gov.au
More funds flow for Durack’s Local Governments 8 June 2021 Durack Local Government Shires and Councils have been receiving very good news of their further budget allocation of the Morrison Government’s Local Roads and Community Infrastructure (LRCI) Program. Federal Member for Durack, the Hon. Melissa Price said local councils will directly benefit from the funding boost. “All 51 Shires in Durack will receive a share of an additional $1 billion through Phase 3 of the Local Roads and Community Infrastructure (LRCI) Program. By now local councils would have received confirmation of their extra LRCI funding which means even more money for upgrades to local roads, bike paths, community halls, playgrounds, parks and sports facilities, as well as improved accessibility to public facilities,” Ms Price said. “Providing more time for planning and construction will enable local governments to consider a broader range of priority projects and potentially undertake larger, more complex developments to deliver even great benefits for their communities,” she said. “The extra funding from the Morrison Government is all about supporting the resilience of regional local economies like Durack, by delivering even more jobs to help communities bounce back from COVID-19, with the additional funding and a longer delivery window to provide greater flexibility for communities to address local priorities.” Ms Price said. Councils will be able to access funding through LRCI Phase 3 from 1 January 2022, with Phase 3 projects to be completed by 30 June 2023. For more information, visit the Department of Infrastructure, Transport, Regional Development and Communication. Local Roads and Community Infrastructure Program Ends. This year we met up with ladies from neighbouring towns at The Exchange, which was a special treat & the Ladies all agreed the venue is amazing. This year we had ladies from 11 different towns involved including Jurien Bay, Dalwallinu, Mandurah & Albany. I met with Ingrid Barnard (Salvation Army) in Perth on Thursday to deliver the rugs. Everyone has been extremely busy at home & it is absolutely amazing to have been able to donate 90 rugs, 15 beanies and a scarf to the following three Salva- tion Army programs: The Beacon – accommodation and support services for homeless people, helping them to transition to- wards self-reliance and independence Street Outreach Service – providing hot drinks, meals, warm clothes, blankets and other emergency relief to those living rough on the streets of Perth. Bridge House - crisis intervention centre for men and women who want to sober up & detox from alcohol and other drugs in a safe and supportive environment that includes ongoing counselling and support. All three program Managers were absolutely DELIGHTED. They were really touched by the quality and individu- al beauty of each blanket, and the thought, time and care that had gone into making each one. The Operations Coordinator at Bridge House said: Most nights we get full & have to turn people away. We know that most will have no choice but to stay on streets and sleep rough, and in these temperatures, it just breaks my heart. At least now we can give them a blanket and know they are warm. It is certainly amazing what can be achieved. All donations of rugs and materials are greatly appreciated. If you would like to be involved next year please contact: Carole 0428 511028

CARNAMAH BIG TRACTOR PROJECT Carnamah has secured the rights from Trachmach, Vintage Tractor and Machinery Association of WA, to build the five times exact replica of the first Chamberlain built in the Welshpool factory in 1949, the 40K. The replica will be made of 36 ton of steel and be 16.5m long, 11.5m and 8m wide. It will tie in perfectly with Hal Waltons dedicated Chamberlain/ John Deere museum and the 85+ fully restored tractors housed there. The project is to celebrate WA’s engineering &agricultural history. Vast tracts of the land we farm today were cleared and worked with Chamberlain machinery made right here in WA. We believe a world first attraction such as this will entice a lot more travellers and tourists into our region to & explore the amazing sights & historical precincts that are in our region & add to the economic viability & vi- brancy of our communities. A lot of travellers through the Midwest comment how much there is to see and do here and that they were unaware of and how friendly the area and its people are. From the Koobabbie precinct, wildflowers,, astro- tourism, historical sites & coalseam to name just a few, that can keep visitors in our towns for a week at least. We believe tourism can be a major growth industry throughout the entire region and a major attraction like the Big Tractor will get more people “in the door”. If anyone would like to be involved the Big Tractor Project Committee is taking fully tax deduc- table donations through t he Carnamah Historical Society, or GoFundMe Giant Tractor Project, or various levels of Corpo- rate sponsorship. Trachmach are also running a raffle with proceeds to go towards the Big Tractor. Tickets are $100 and can be purchased from One L café or contact Brendon. The raffle will be drawn on the 3 rd July with the prize being your choice of a 1954 6G Chamberlain with 3PL, a 1952 International Farmall M or a 1923 Fordson F. Carnamah Bowling Club Please come along and enjoy some delicious morning tea with great company and help us support the Cancer Council. $10.00 per person for unlimited morning tea including tea & coffee. There will be some great raffles and the trading table will have something to suit everyone. Deliveries are available for those who can’t make it. Businesses in and around town will be contacted shortly for orders. THANKYOU to everyone in advance for your ongoing support. Please contact Justine on 0429951000 with any queries.
