Maungakiekie-Tāmaki Local Board OPEN MINUTES Minutes of a meeting of the Maungakiekie-Tāmaki Local Board held via Skype for business on Tuesday, 24 August 2021 at 10.03am. Maungakiekie-Tāmaki Local Board 24 August 2021 1 Welcome The Chair opened the meeting with a karakia and welcomed everyone present. 2 Apologies Resolution number MT/2021/125 MOVED by Chairperson M Meredith, seconded by Deputy Chairperson C Makoare: That the Maungakiekie-Tāmaki Local Board: a) accept the apology for lateness from Member N Henry. CARRIED 3 Declaration of Interest Deputy Chair C Makoare declared an interest in Item 18 - Maungakiekie-Tāmaki Local Grants Round One 2021/2022, grant allocations – LG2211-137 Eastern Bays Songbird Project Incorporated. 4 Confirmation of Minutes Cr J Bartley joined the meeting at 10.08am. Resolution number MT/2021/126 MOVED by Deputy Chairperson C Makoare, seconded by Member D Allan: That the Maungakiekie-Tāmaki Local Board: a) confirm the ordinary minutes of its meeting, held on Tuesday, 27 July 2021, as true and correct. Maungakiekie-Tāmaki Local Board 24 August 2021 16 Changes to the Maungakiekie-Tamaki Community Facilities 2022-2024 Work Programme Tessa Dymond Work Programme Lead Community Facilities was in attendance to speak to this item. Resolution number MT/2021/130 MOVED by Member D Burrows, seconded by Deputy Chairperson C Makoare: That the Maungakiekie-Tāmaki Local Board: a) approve the amendments to its adopted 2022 – 2024 Community Facilities work programme, reallocating the following 2021/2022 asset-based services capital expenditure budgets to the new activity Onehunga Pool – renew boiler: i) $50,000 from the activity, Tin Tacks Reserve – renew clock (ID 2586) ii) $10,000 from the activity, Maungakiekie-Tāmaki – renew minor assets (ID 3051) iii) $50,000 from unallocated Asset Based Capital Expenditure. CARRIED 17 Road Name Approval for a New Private Road between Harlow Crescent and Epping Street, Glen Innes Resolution number MT/2021/131 MOVED by Chairperson M Meredith, seconded by Member P McGlashan: That the Maungakiekie-Tāmaki Local Board: a) approve the name Tebaga Lane for the new private road (a COAL) created by way of subdivision between Harlow Crescent and Epping Street, Glen Innes, for ‘Line-Epping Phase 2’ by Fletcher Living, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references SUB60365304 and BUN60365302). CARRIED 18 Maungakiekie-Tāmaki Local Grants Round One 2021/2022, grant allocations Moumita Dutta Senior Grants Advisor was in attendance to speak to this item. Deputy Chair C Makoare declared an interest in grant application LG2211-137 Eastern Bays Songbird Project Incorporated and did not take part in discussion or vote on this item. LG2211- Asthma New Towards the wages of two 105 Zealand asthma nurse educators. LG2211- The Tongan Towards the delivery of the 122 Health Society “Pacific Elderly Day Incorporated Programme”, including costs for speakers and instructors’ fee, transportation (pick up and drop off), consumables, resources for activities, advertising, and catering costs. LG2211- T.W.H Towards the delivery of "Te 127 (Transformativ Ara Taiohi" a youth e Whakamana mentoring programme, Hapu) specifically the cost of flights, Incorporated accommodation, van hire and tickets to a water park and adrenalin park. LG2211- Graeme Dingle Towards three Kiwi Can 128 Foundation Leaders' wages for the Auckland delivery of the "Kiwi Can" programme in Glen Innes and Glenbrae School for term four. LG2211- The Synergy Towards the cost of venue 140 Project Trust hire, facilitation, resources, field teamwork, and administration for a youth mentorship programme called "Fuze". CARRIED 19 Seeking local board views on changes to Māori ward and Māori constituency processes Resolution number MT/2021/133 MOVED by Chairperson M Meredith, seconded by Deputy Chairperson C Makoare: That the Maungakiekie-Tāmaki Local Board: a) endorse the feedback (as per Attachment C) into Auckland Council’s submission on the Department of Internal Affairs’ consultation on changes to Māori ward and Māori constituency processes. CARRIED 20 Proposal to make a new Freedom Camping in Vehicles Bylaw Resolution number MT/2021/134 MOVED by Deputy Chairperson C Makoare, seconded by Member D Burrows: That the Maungakiekie-Tāmaki Local Board: a) support the draft Statement of Proposal in Attachment A of this agenda report to make a new Te Kaunihera o Tāmaki Makaurau Te Ture ā-Rohe Noho Puni Wātea ā-Waka 2022 / Auckland Council Freedom Camping in Vehicles Bylaw 2022 for public consultation. b) provide the following points for input: i) note the night time gate closures at Taumanu Reserve (Onehunga Foreshore) raises a health and safety risk for freedom campers who reside in that carpark in emergency situations; ii) recommend the creation of a centralised register for freedom campers to identify themselves and officers to use for enforcement; iii) recommend areas designated for freedom campers are clearly highlighted for freedom campers and enforcement officers. CARRIED 21 Governance Forward Work Calendar Member N Henry joined the meeting at 10.15am. Note: Member N Henry experienced an electronic connection issue at 10.16am and did not return to the meeting. CARRIED 22 Record of Maungakiekie-Tāmaki Local Board Workshops Resolution number MT/2021/136 MOVED by Deputy Chairperson C Makoare, seconded by Member D Allan: That the Maungakiekie-Tāmaki Local Board: a) note the local board record of workshops held on 3, 10 and 17 August 2021. CARRIED 23 Consideration of Extraordinary Items There was no consideration of extraordinary items. 14 Local Board Annual Report 2020/2021 Resolution number MT/2021/137 MOVED by Chairperson M Meredith, seconded by Member D Allan: That the Maungakiekie-Tāmaki Local Board: a) adopt the draft 2020/2021 Maungakiekie-Tāmaki Local Board Annual Report as set out in Attachment A to the agenda report. b) note that any proposed changes after the adoption will be clearly communicated and agreed with the chairperson before the report is submitted for adoption by the Governing Body on 27 September 2021. c) note that the draft 2020/2021 Maungakiekie-Tāmaki Local Board Annual Report, as set out in Attachment A to the agenda report, will remain confidential until after the Auckland Council group results for 2020/2021 are released to the New Zealand Stock Exchange which are expected to be made public by 28 September 2021. CARRIED 15 Auckland Council's Performance Report:Maungakiekie-Tamaki Local Board for March to June 2021 Resolution number MT/2021/138 MOVED by Member T Woodcock, seconded by Member D Allan: That the Maungakiekie-Tāmaki Local Board: a) receive the performance report for March to June 2021. b) note the financial performance report in Attachment B of the report will remain confidential until after the Auckland Council Group results for 2020/2021 are released to the New Zealand’s Exchange (NZX) which are expected to be made public on or about 30 September 2021.
