PRESIDENT’S MESSAGE Welcome everybody to the 2018/19 season may it be an enjoyable one for all who will step out onto the greens from commencement in September and I include in this greeting the wide number of casual bowlers who through their interest and participation swell our ranks each season. That some will be enlisted as new club members is a compliment to the clubs at which they play however whether potential members or simply casual players they are a very important and I hope they will continue to enjoy their involvement in our game. With the arrival of Bowls3Five we are in for something of a different year, speaking with our sponsors over the past few weeks I’ve had several ask me if we are involved with the new format which they had seen per TV in April, I was able to assure them that we were and that one club had, at the end of last season run a derivation of Bowls3Five for three Sundays and counted it a great success. Short Format games do seem to be gaining in popularity and I expect that Bowls3Five and Jack Attack will like 20/20 Cricket enhance the sports popularity. Our Bowls3Five Interclub tournament is scheduled to run in January on the 12th & 13th. Make a note in your diaries and watch for the venue. As I am sure everyone is aware Masterton’s Lansdowne Bowling Club have sold there Roberts Rd. facility and have moved to Masterton Park, they will be holding their usual tournaments this season at “The Park” and I hope these will be well supported. In due course both clubs intend to be playing out of the new Masterton Bowling Hub’s covered artificial surface complex, there is a lot of work being done to bring this very desirable addition to Masterton’s sporting amenities to fruition. I thank our Centre Coach Ian Monaghan for his continuing availability, our Selectors Gail Hemi and John Keene for their willingness to accept the responsibilities of this important task and to thank Gary Caffell for his tenure as Men’s Selector last season. I extend thanks to Val Whitley for the wonderful job she does as Tournament Secretary. Our umpires, who grow in number will I am sure continue their valuable service. To all club members who responded to our calls for Controllers, Markers and General Helpers thank you, your volunteering is greatly appreciated. While it is just outside the Centre’s operations I would like to thank Keith Hannam and his assistants for their contribution to the popular and successful Hannam Knowles. Thanks in a very large part to the good management of our Executive Officer our finances remain sound. Having said that, we have not a lot of freeboard and need to run our Monster Raffle once again. Last season results from the raffle fell short of achievable result which was disappointing and increased the pressure on other areas of income. I am well aware that the “raffle” is not the most popular of the Centre’s calls upon members but please bear in mind that we have to fund our representative programme and all the other calls on our purse to ensure our viability. The budgeted return from the raffle if it is achieved, enables us to hold our capitation levy at it’s present level. Please support our sponsors wherever and whenever this is practicable and let them know you are a bowler. Bowls Wairarapa Incorporated. REGULATIONS 1st AUGUST 2018 1. The Controlling Body of Bowls Wairarapa Inc is the Centre Board – Refer Bowls Wairarapa Inc Constitution – 27.07.2014. 2. Nominations for President must be to the Executive Officer by 10th June 2019. Notices of Motion to the Executive Officer Forty (40) days prior to the Annual General Meeting and Nominations for the Centre Board Forty (40) days prior to the Annual General Meeting. 3. (a) All affiliation fees to the Executive Officer by the 30th of November 2018. (b) Names, addresses, phone numbers and date first started playing bowls, of all members as at the 31st December to the Executive Officer by 16th January 2019. 4. (a) All sub committees report major decisions for ratification to the Centre Board. (b) The Centre Board shall meet with Club Delegates at least (3) three times a year, for the purpose of the Delegates reporting to the Board, any matters their Clubs consider should be receiving the Boards attention. 5. That Regulations be revised annually, amendments to be circulated to all Clubs – refer Clause 30.1 of the Bowls Wairarapa Inc Constitution – 27.07.2014. 6. All Clubs can only have a maximum of five (5) open tournaments for the 2018/19 season. 7. All tournaments must be approved by the Centre Board. CHAMPIONSHIPS 8. Clubs entering teams in the 2018-19 Interclub Seven’s must have their entries in by 30th September 2018, as stated in the final programme sent to all Clubs. 9. That a minimum of one Umpire be available for Champion of Champion events and Centre Open events. 10. That in Champion of Champion events, lunch will be after the 1st round and afternoon tea after the 2nd round. 11. That the bars for Champion of Champion be engraved Champion of Champion with the season expanding (e.g., 2018/2019). 12. (a) Junior Champion of Champion Pairs and Singles engraved as above and do not qualify for Centre Titles. (b) A Gold Star will be awarded for five (5) Senior Centre Titles, including the mixed 2x4x2 and replaced for each subsequent five (5) Centre Titles won. 13. That all Champion of Champion Senior/Junior events be automatic one (1) life system. 14. (a) That the Centre badge and ribbon be given for the first time winner of a Senior Champion of Champion event and also for the first time winner of a Wairarapa Open Tournament. (b) No bars to be given to runners up for any Centre event. 15. That in Champion of Champion Fours and Triples, three (3) full games be played in one day. 16. That all Centre fixtures take precedence over all other Bowling fixtures. 17. All Centre Open & Champion of Champion Events to be run under the following format: Singles - all games to be first to 21 shots. Pairs - all games to be 18 ends and 3 bowls. Triples - all games to be 18 ends and 2 bowls. Fours - all games to be 15 ends. The Centre Board will do a draw for all Ch of Ch events prior to the 18th March – to be circulated to the clubs prior to Centre event. All clubs need to forward to the Centre Board by the 17th March, names of all participating players. The winners of all Centre events are no longer required to travel for Regional play-off’s. An Open Draw will be carried out for all events. 17. (a) That a Junior player is of 5 year and under experience. (b) That Juniors are entitled to play in all Open events. 18. The players playing in Championship Fours, Triples and Pairs by own selection. Replacement in case of illness by own selection, under Bowls New Zealand Laws. – note Regulation (7) 4 Laws of Sport of Bowls. Replacements or substitutes must be applied for in writing to the Centre Board prior to the closing date and approval given in writing prior to play. 19. The winner of each Club competition must have completed a minimum of two (2) matches. If only two (2) entries are received, a minimum of two (2) matches must have been completed. Where a single entry is received, that entrant will be deemed to have won the Club championship. 20. That not withstanding the above Regulations, the Tournament Controller may alter or amend these conditions as they consider necessary or desirable in view of unfavourable weather or other adverse conditions. In the event of prolonged games, the Tournament Controller may suspend the game and complete play later in the day. The Tournament Controller should consult with another board member where possible. 21. All Centre Tournament entries must be accompanied by the completed entry form and sent with the appropriate entry fee to the Tournament Secretary, P.O. Box 107 Masterton 5840, on or before the closing date of the event. 22. All team members must play in the same coloured tops – current club colours/ design or whites – refer Crystal Mark Second Edition 01.04.2015 – Domestic Regulation #1 – Clause 2&3. Any breaches of this bylaw will be addressed by the Tournament Controller on the day and may result in the loss of the game. The Tournament Controller should consult with another board member where possible. 23. Development Players are of 8 years and under experience. CATERING & GREEN FEES The Club hosting Centre Open Events to supply tea/coffee for lunch and afternoon tea. The Centre will pay $3.00 (GST inclusive) per player for afternoon tea. This will cover all Players, Umpires, Centre Officials, Markers and VIP Guests. All other costs to be paid direct to the club. For Representative Fixtures this reimbursement shall be as above. A green fee of $35.00 (GST inclusive) per green or part thereof will be paid to the Host Club. ENTRY FEES Players: The Centre Board will determine the entry fees for all Centre Events. Clubs: Champion of Champion fees of $2.50 (GST inclusive) per player are to be paid for each player/team member entered in the Centre’s Champion of Champion events. Interclub Sevens, Hannam Knowles & Bowls3Five: a mat fee of $1.00 (GST inclusive) per player per game, are payable for these events. All qualifiers will go into a draw for Post Section play with this being done by the Tournament Controller at the end of play on Day One. The skips of each team are responsible to find out their start time for Post-Section play. Entry fees for Day 2 must be paid prior to the end of Day 1. Day Two: Post Section 8.30am start - 15 Completed ends – Find a winner – Sudden death mode Entry Fee: $48.00 – Day 1; $32.00 – Day 2. Conditions of Play – Played under Bowls NZ Rules – 9.00am start both days. Round Robin format will be used. Day One: 1. Three rounds of section play will be played on Day One. 2. Games will be 16 Ends or 1 3/4 hours. Find a Winner. 3. 2&3 winners qualify for post section play on Day Two. 4. In the event of inclement weather or other extraordinary circumstances, the Tournament Controller may vary these conditions. 5. Entry fees for Day 2 must be paid prior to the end of Day 1. Day Two: – 16 Completed ends – No Time Limit – Find A Winner – Sudden Death Mode Entry Fee: $24.00 – Day 1; $16.00 – Day 2 WAIRARAPA VILLAGE CENTRE OPEN PAIRS (Men & Women) 2nd/3rd February 2019 Closes: 20th January 2019 Open to any players and may be Composite Conditions of Play – Played under Bowls NZ Rules – 9.00am start Day One: – 3 bowls – 3 games of 18 completed ends. CONDITIONS OF PLAY FOR CENTRE TOURNAMENTS MITSUBISHI MENS & LANSDOWNE PARK WOMENS OPEN SINGLES Women 16th/17th March 2019 Closes: 3rd February 2019 Men 9th/10th March 2019 Closes: 24th February 2019 Conditions of Play – Played under Bowls NZ Rules – 9.00am start. Day One: – 4 bowls – 4 games of First to 21 shots – No time limit – Find a Winner – 3 or 4 winners qualify for play on Day Two. All qualifiers will go into a draw for Post Section play with this being done by the Tournament Controller at the end of play on Day One. The players are responsible to find out their start time for Post-Section play. Entry fees for Day 2 must be paid prior to the end of Day 1. Day Two: Post Section 8.30am start (Women only -3 and 4 winners play for the Rose Bowl. The remainder to play for the Rampant Lion Trophy). 21 shots - Sudden Death Mode. Qualifiers will continue to play First to 21 shots – No Time Limit – Sudden Death Mode – Find a Winner. Entry Fee: $12.00 – Day 1; $8.00 Day – 2 LANSDOWNE PARK – MCKERROW 10YRS & UNDER MIXED PAIRS 10th February 2019 Closes: 27th January 2019 Players do not have to come from same Club. 4 games of 1 ¼ hours. To be played as a Gala. 9.00am start. Lunch after second game. If equal winners, they must play off. Only Wins and Draws recorded. Length of Play-Off is determined by the Controlling Body. Entry Fee $20.00 WALLY BROWN SHIELD MIDWEEK TRIPLES Conditions of Play – Played under Bowls NZ Rules – 10.00am start. 1. Each Club team entered to comprise 3 teams of Triples, a total of 9 players. Designated A.B.C. teams. Each player 3 bowls. 2. Games of 15 ends. No Time Limit. Draws Count. 3. Points to be allocated on the following basis: A: 2 for a win – 1 for a draw – 0 for a loss. CONDITIONS OF PLAY FOR CENTRE TOURNAMENTS B: 2 bonus points to the Club, which has the superior playing performance in the 3 games against another Club in each round e.g. wins at least 2 of the games. C: Maximum number of points a Club may win in each round is 8, by winning all 3 games. D: In the event that each Club wins 1 game and the other is drawn, the bonus points will be shared. Each Club would then win 4 points from that round. 4. Players will not change teams between rounds if 2 or more rounds are played on a single day, but playing positions within a team may change between rounds. The Centre Controller may grant an exemption to this condition, to meet a particular circumstance if considered necessary. 5. The 9 players representing a Club may change from day to day during the season. 6. If a Club enters more than one side into the competition, it is expected that in fairness to other Clubs, the group of players from which each side is drawn during the season should be, as far as practicable, remain an unchanged side. 7. Women may play and skip. HANNAM/KNOWLES (Men & Women) Conditions of Play – Played under Bowls NZ Rules – 10.00am start 1. Each Club may enter as many teams as they like made up of a Pair, 2-4-2 and a Triple. The composition of the team may change from round to round in the playing positions. For Clubs entering multiple teams every endeavour should be made to keep to the same players in each team. Discretion applies. 2. In the event of a Club having insufficient players for a team they may approach kindred Clubs to form a composite team. 3. The competition will be conducted as a round robin. Triples to play 2 bowls 18 completed ends – no time limit Pairs to play 3 bowls 18 completed ends – no time limit 2-4-2 to play 14 ends - no time limit. 4. Points to be allocated on the following basis:- A: 2 for a win – 1 for a draw – 0 for a loss B: 2 bonus points to the Club, which has the superior playing performance in the 3 games against another Club in each round e.g. wins at least 2 of the games. CONDITIONS OF PLAY FOR CENTRE TOURNAMENTS 5. The Club with the most points at the end of round robin will receive the Hannam/Knowles Shield. All games must be played right out. If the Clubs have equal points, the overall winner will be the Club that won the most games when these two Clubs played each other in round robin. If more that two Clubs are on equal points then shot differential will be used to determine the winning Club. INTERCLUB SEVENS (Men & Women) Played under Bowls NZ Rules – 9.00am start. 1. Each Club may enter one side of Seven (7) players to play Singles, Pairs and Fours. The composition of the side and playing positions within the teams may change from round to round. 2. The competition will be conducted as a round robin. Two (2) or Three (3) rounds per day, depending on entries. 3. Fours to play 15 completed ends. No time limit. Pairs to play 18 completed ends. No time limit. Singles to play first to 25 shots. No time limit. 4. In all games – 7 points for a win, 4 point for a draw. 0 for a loss. A bonus of 1 point is awarded to a team or singles player gaining a game differential of 11 shots or more in any discipline. A bonus of 1 point is awarded to a team or singles player losing a game by 1 or 2 shots in any discipline. 5. All games must be played right out, unless a player or players cannot continue due to illness or other exceptional circumstances. In the case of teams default- ing, all points scored will be revoked. Each team played or to be played will receive seven (7) points. 6. Entry fee. A mat fee of $1.00 per player per game collected by the Club and paid to the Executive Officer each year by the End of October. 7. Clubs must participate in all rounds, irrespective of positional standing. Any club in breach of this rule may be ineligible for the following seasons competition. 8. This event will be run as a single Division. 9. The winning Club will be deemed Champion Club but will not progress any further as there are no longer any Regional or National finals. CONDITIONS OF PLAY FOR CENTRE TOURNAMENTS BOWLS3FIVE (Men & Women) Played under Bowls NZ Rules – 9am start 1. Each Club may enter up to two sides of nine (9) players. Each side comprises three teams of three players and each team must comprise at least one woman or at least one man. 2. A match shall consist of three games with the winner of the match being the first Club to win two games. 3. The format of the game will be two bowl triples. 4. Each game will be played over two sets of 5 ends with a tiebreaker of one end to decide a winner, if the two sets are tied. 5. Teams will be allowed one power play per game (not per set). 6. The winning Club after round robin play will progress to a Regional final vs Hawkes Bay. 7. Please refer to the Bowls3Five National Interclub Conditions of play for all other rulings. If only two entries are received, a minimum of two matches must have been completed. Where a single entry is received, that entrant will be deemed to have won the Club championships.
