GUANGZHOU NANSHA INTERNATIONAL SAILING REGATTA 3rd Guangzhou Nansha International Sailing Regatta 12th – 15th December 2019 Notice of Race (NOR) Guangzhou City Government - Organiser Nansha District Government - Co-Organiser Chinese Yachting Association - Supported Asian Sailing Federation - Sanctioned Nansha Marina - Host Venue This event is organised to promote the sport of Sailing in the Greater Bay Area, Guangzhou, China. Asian countries/MNAs may be invited to participate and jointly promote the historical and cultural links of the Maritime Silk Route. The notation “[DP]” in a rule in the NOR means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification. 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 No national prescriptions will apply. 1.3 Class rules will not apply. 1.4 If there is a conflict between languages the English text will take precedence. 2 CLASSES Races will be conducted with the following class of boats; 2.1 Fareast 26 2.2 J70 3 ELIGIBILITY, ENTRY AND FEES The regatta is open to invited Member National Authorities (MNAs) who shall assume responsibility for ensuring the competency of their nominated team/s in keelboat racing. Each MNA may submit one team/per class entry, each consisting of permanent residents or citizens of their country, by completing the entry form and sending it together with the requisite entry fee of 10,000 RMB/per team/class to “The Organising Committee” c/o Nansha Marina, no later than 20th October 2019. Late entries may be accepted solely at the discretion of the organiser. MNA’s entry shall be represented by a minimum of 4 and maximum of 5 sailors for each class. Each MNA may enter 1 team in each of the competing classes. Each MNA may nominate 1 team official / manager. Additional team officials may also be registered. However, they will not be subsidised or permitted to make any claims, but shall be invited to official events & prize-giving dinner. The organisors reserve the right to cancel the competition in any of the classes being competed, in case there are less than 5 entries in that class of boat. GUANGZHOU NANSHA INTERNATIONAL SAILING REGATTA 4 SCHEDULE Thursday, 12th December Admin, Arrival & Trial Sailing Friday, 13th December 0900hrs: Skipper’s Briefing 0930hrs: Boat Allocation followed by release of boats 1100hrs: Official Opening Ceremony 1st possible start at 1230hrs & last race shall end before 1700hrs (3 races are scheduled for the series/day) 1st VIPs race will be scheduled at 1700hrs to 1800hrs. (Compulsory, but does not constitute part of the series) 1930hrs: Sailors’ Welcome Party, hosted by Nansha Marina Saturday, 14th December 0900hr: Boat Allocation 1st possible start at 1000hrs & last race shall end before 1700hrs (3 races are scheduled for the series/day) 2nd VIPs race will be scheduled at 1700hrs to 1800hrs. (Compulsory, but does not constitute part of the series) Sunday, 15th December 0900hr: Boat Allocation 1st possible start at 1000hrs & last race shall end before 1600hrs (3 races are scheduled for the series/day) 3rd VIPs race will be scheduled at 1600hrs to 1700hrs. (Compulsory, but does not constitute part of the series) 1900hrs: Prize Presentation Ceremony & Dinner Monday, 16th December Reimbursement of subsidies, Close Admin & Teams Departure 5 EQUIPMENT AND FORMAT Both classes of keelboats: Fareast 26 & J70 will be provided by the organiser. Due to the limited number of boats available at the venue, entries will be accepted on a first-come-first-served basis. The current plan is to provide 7 boats of each class for this regatta. However, the number of boats may be adjusted at the organiser’s discretion. Boats will be allocated by luck of draw to each of the teams daily. Skippers shall check and sign on and off for each day’s use and assume responsibility for any damage or loss incurred on the boat, which in the opinion of the organiser, is due to careless or incompetent sailing and handling of the boat. Skippers shall declare any damage on their boats upon signing off. Cost of damage shall be estimated by the organiser and deducted from the subsidies allocated for each of the teams. Each team shall bring own handheld VHF radio and PFD for each crew member to the minimum standard EN 393, ISO 124020-5 (Level 50), or USCG Type III . 6 SAILING INSTRUCTIONS Sailing Instructions will be available at least 3 weeks before the start of the regatta. 7 VENUE
GUANGZHOU NANSHA INTERNATIONAL SAILING REGATTA Attachment A shows the location of the regatta harbour & racing area. 8 THE COURSES Races will be conducted using either of the following courses as shown below: Start – 1 – 2 – 3 – 1 – 3 – Finish 9 PENALTY SYSTEM 9.1 The Scoring Penalty, RRS 44.3, will NOT apply. 9.2 RRS44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 9.3 Decision of the international jury will be final as provided in RRS 70.5. 10 SCORING 10.1 Although 9 races scheduled over the 3 days, at least 3 races is required to be completed to constitute a series. 10.2 (a) When fewer than 5 races have been completed, a boat’s series score will be the total of her races scores. (b) If 5 or more races have been completed, a boat’s series score will be the total of all her race scores excluding her worst score. 11 BERTHING Boats shall be kept in their assigned places while they are in the harbour. [DP] 12 HAUL-OUT RESTRICTIONS Keelboats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee. [DP]
GUANGZHOU NANSHA INTERNATIONAL SAILING REGATTA 13 DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta. [DP] 14 RADIO COMMUNICATION Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. [DP] Each team shall carry their own handheld VHF radio on board. 15 PRIZES Prizes will be awarded to top three teams for each class series as follows: 1st Overall - Trophy & 40,000RMB 2nd Overall - Trophy & 30,000RMB 3rd Overall - Trophy & 20,000RMB A perpetual trophy will also be awarded to the overall winner of each class, with the name of the winning country/team inscribed. The perpetual trophies will remain housed at the host venue for subsequent year events. 16 INSURANCE Each participating team shall be insured with adequate valid personal insurance with a minimum cover of USD 500,000 per incident or the equivalent. THE FOLLOWING INFORMATION DOES NOT CONSTITUTE RULES OF THE EVENT ADDITIONAL INFORMATION A ACCOMMODATION AND MEALS Participating team/s and 1 official will be provided with free hotel accommodation (twin-sharing basis for sailors and single occupancy for official/manager) near the venue from 12th to 16th December 2019 and all meals will be provided on race days from 13th to 15th December 2019, including invitations to the welcome party on 13th December and prize giving dinner on 15th December. B TRANSPORTATION OR AIRFARE SUBSIDIES Transportation or Airfare subsidies based on the guidelines below, will be provided for a maximum of 11 members per MNA (if registered for both classes) or a maximum of 6 members (if registered for only one class). Claims for this subsidy may be filed with the Organizer upon arrival. a. From within Guangdong Province, on production of tickets/transportation receipt/s claim/s basis – Max of 500 RMB/per person. b. From Hong Kong & Macau, on production of ferry ticket/s transportation receipt/s claim/s basis – Max of 800 RMB/per person.
GUANGZHOU NANSHA INTERNATIONAL SAILING REGATTA c. Participating Teams and Appointed Overseas Officials (less a & b above) – Max of 3,000 RMB/per person, based on actual air/ferry-ticket/s claim, if below. * Only tickets from/to participant’s home country are accepted for claim. * All claims will be paid in RMB (cash), according to the exchange rate of the RMB-currency in which ticket was bought, on the day of the ticket purchase. C VIPs RACES 3 VIPs races are schedule from 13th – 15th December with 1 VIPs race scheduled/per day, at the end of the each day’s race series. These VIPs races do not constitute as part of the overall race series, but form part of the official event participation. Each boat will have to off load 3 sailors, leaving one skipper & one crew member with 3 VIPs for the VIPs race. VIPs race shall not use spinnaker.
