NHSP serve Acute, Mental Health and Community Trusts across England, along with Social Enterprises. More than 100,000 general and specialist nurses, doctors, midwives, administrative and other healthcare professionals have registered to work flexibly through the bank. NHSP offers its flexible worker customers is the choice of temporary work at their convenience. For NHS Trust clients, NHSP offers reassurance of a safe supply of quality temporary staff at the best value. Core Values NHSP are 100% committed to the values and principles of the NHS and are solely owned by the Department of Health (DH). NHSP’s entire focus is on working in partnership with Trusts, helping them spend money more carefully on their temporary workforce, whilst improving the quality of patient care. 2019 Update Operational Market demand for flexible staff growing strongly with NHSP performing well and delivering service hours to clients well ahead of budget. At end of Q3, (Dec YTD) bank hours up over 12% against budget, and agency hours up over 8%. NHSP continues to grow its fill rates across NHSP’s client base. Southern hub relocated from Watford to Hemel Hempstead. Northern hub under way in expansion of premises. New software platform agreed in principle with shareholder and final (Ministerial) sign-off awaited. Contract being prepared for signature. Financial At the end of Q3 (Dec YTD) NHSP bank revenues up over 12%, and its gross margin up 16%. Trading EBITDA significantly ahead. Budget process for FY20 well under way. Organisational At Board level, a substantive and highly experienced Director of HR and OD has been appointed and a search has been initiated for a substantive CFO (subject to timing, an incoming CEO would be part of the final selection process). The Board is keen to bring down the number of interims, and appoint substantively where possible. Two new NEDs have been identified and their appointments approved by the Minister for Health. The individuals will bring strong current experience of (a) locum doctors market (where NHSP is looking to grow its offering), and (b) HR and OD (where NHSP is keen to engage more closely with its flexible workers). A new delivery-oriented organizational structure has been defined and is being implemented. This has led to some change within the senior leadership and the appointment of (1) a substantive Business Development Director whose task is to further refine client engagement and help support development of NHSP’s client proposition and (2) an interim COO, whose task is to enhance client delivery, help support development of NHSP’s client proposition, and bring pace to the required changes in delivery teams. To be the accountable officer responsible for ensuring that NHS Professionals meets its 5-year strategic plan for growth and becoming a World Class provider of outsourced provider of temporary workforce solutions, and its statutory and service obligations. To play a key role in building and maintaining a shared vision of the aims and values of NHS Professionals. Leadership and strategic development/implementation Responsibilities Drive forward NHSP’s ambition to achieve a ‘World Class’ outsourced provider of temporary workforce solutions to the NHS through inspirational leadership alongside the Board of Directors and the Shareholder representatives at the DH. Show creativity in developing, promoting and achieving the Company’s vision and strategic objectives with particular emphasis on technology led change. Display energy and pace in the management and leadership of the Company, ensuring capability and capacity is maximised to achieve the transformational plan over a 3-5-year timeframe. Financial Make confident financial decisions during times of pressure, leading and managing the business through a period of major change. Ensure timely and sufficient financial and non-financial KPI reporting to the Board of Directors so that it can make informed decisions about the Company. Take responsibility for the financial performance of the Company (as Accountable Officer) and effective financial systems enabling the business to meet its financial and statutory duties. Enable the Company to sustain the substantial programme of investment that will be required over the next five years and beyond. Operational management Transform the NHSP’s operational processes to meet increasing need with less resource whilst maintaining excellent quality of service. Relationship/stakeholder management Show integrity and innovation in leading NHSP to secure its position as the provider of choice for NHS Trusts and flexible workers. Develop and maintain constructive relationships with a variety of partners in the health system and central government, including Department of Health, NHSI, and NHS England, etc. Anticipated Challenges To ensure sound financial management and corporate governance systems and processes are in place to enable NHS Professionals objectives and financial duties are met, and that financial performance is effectively monitored by the Board and Senior Management team. To ensure the development and implementation of integrated strategies for NHS Professionals services including marketing, communications, operations, human resources, IT and recruitment. To develop and maintain positive and collaborative partnership arrangements with client Trusts, prospective client Trusts, commercial agencies and other stake holders. To build a strong external image for NHS Professionals and to create opportunities to enhance the profile of its services. To work with NHS Professionals Board and Non-Executive Directors to provide effective leadership and to ensure the Board is fit for purpose through structured programs of Board development to meet individual and corporate requirements.
