Erasmus Charter for Higher Education (ECHE) The Erasmus Charter for Higher Education (ECHE) provides the general quality framework for European and international cooperation activities a higher education institution may carry out within Erasmus+ ECHE is a pre-requisite for all higher education institutions located in a Programme country and willing to participate in learning mobility of individuals and/or cooperation for innovation and good practices under Erasmus+ The ECHE is being awarded for the whole programme period, also for the new programme 2021-2017
The basic principles of the current ECHE will remain in the ECHE for 2021-2027 The new ECHE is not yet finalized, yet it’s updates will mirror the elements of the new programme: • Commitment to implement digital mobility management in line with the European Student Card Initiative. • Stronger formulation regarding inclusion • Promotion of environmentally friendly practices • Involvement of alumni
In the ECHE application procedure, HEIs are divided in two catecories: ”FULL” & ”LIGHT” LIGHT PROCEDURE FULL PROCEDURE

ECHE application & European Policy Statement Current application: • Includes general statistics on the applicant HEI as well as it’s intl. mobilities • Current application requires the HEI to reflect it’s organisation, procdures and services in relation to the ECHE principles • An important part of the application is the European Policy Statement (EPS), in which the HEI describes it's international strategy
How to prepare for the upcaming ECHE Call? By self-assesing the current performance ECHE self-assessment tool(s) 1) Rectors and vice rectors/chancellors to know how well the HEI meets the expectations of the Charter, length 10 min. 2) International relations officers and Erasmus+ coordinators to get an in-depth view of the HEIs performance in managing Erasmus+ activities, length 40 min. KA2 Cooperation Partnerships in HE • Decentralised Action, managed by National Agencies • Main aim: HE quality and relevance • Close links to policy and priorities at European and national level • Developing and sharing results/deliverables, creating networks and developing joint activities, events etc. Funding model • Single lump sum covering project management and implementation, including production and sharing of deliverables • Pre-defined lump-sum rates based on overall project size: mid and high-value • Applications describe the efforts and resources that the applicants commit for the lump sum amount • Proportionality: more expensive projects require more detailed description and higher level of ambition 04/12/2019 Opetushallitus 27

Joining EWP • Three ways • If you use an inhouse mobility management system, connect it to the EWP network using free plug-ins (APIs). • If you are using a third-party software solution your supplier should be adding connection to the EWP network soon – ask them for details. • If you do not have a mobility management system, or do not want to connect your in-house system to the EWP Network, then you can get access via the web-based, single-point-of-entry, the Erasmus Without Paper Dashboard. • EWP Competence Center https://www.erasmuswithoutpaper.eu/cc 04/12/2019 Opetushallitus 36
