Pursuant to section 260 of the Local Government Act 2009 (Qld) (“the LGA”), the Chief Executive Officer must establish a register of delegations that contains the particulars prescribed under Regulation. Those particulars are in the form attached. Council may, by resolution, delegate a power under the LGA or another Act, to: The Mayor The CEO A standing committee, or joint standing committee, of the Council The chairperson of a standing committee, or joint standing committee, of the Council Another local government, for the purposes of a joint government activity. To ensure the compliant exercise of powers by the Management arm of Council in the administration of its statutory responsibilities, this Delegations Register details all powers delegated by Council to its CEO. The delegations of power pursuant to this Delegations Register – Council to CEO, shall be conditional upon the Guiding Principles set out therein, continuing to be met. This Delegations Register should be reviewed annually by Council. Resolution: 21.6920 That pursuant to section 257 of the Local Government Act 2009 (Qld), Council resolves to adopt Delegations Register – Council to CEO, as presented. MOVED: Mayor Keri Tamwoy SECONDED: Cr Kemuel Tamwoy CARRIED 11.3 2020/25 ASC Corporate Plan Pursuant to section 165(3) of the LGR, Council has amended its Corporate Plan. On 29 January 2021, the Aurukun Shire Council Mayor, Councillors, CEO and Management team participated in an independently facilitated Corporate Plan Workshop. The amendments identified at this Workshop have been incorporated into the revised Corporate Plan 2020/25. New pictures have now been inserted into the plan. A complete draft of plan is now provided for approval. Resolution: 21.6921 That Council (1) adopts the ASC Corporate Plan 2020/25. (2) places this plan on the ASC website. CARRIED 11.4 ASC Community Safety Plan Hard copies of the Aurukun Community Safety Plan are now available. The finalised Aurukun Community Safety Plan has been displayed on ASC website. NOTED 11.5 ASC Local Laws The attached Public Notice has been circulated on 29 March 2021 by Cape York Weekly, ASC email groups, ASC Facebook and via public posts. The public consultation period closes at 5.00pm, Friday 30 April 2021. (refer attachment 11.5 Public Consultation on Proposed Local Laws). NOTED Resolution: 21.6922 That Council: (1) contacts A/Inspector Peter Williamson in respect to comments provided on Local Laws currently available for public consultation. (2) requests the CEO to send the Local Laws to NAKAC, APN and CYLC; and (3) resends public notice advising public consultation closing 30 April 2021. (2) Services: Preferred Suppliers for building and construction contractors by end of March into Tenderlink. Consider preferred supplier process for goods which are currently not under Local Buy. 11.7 Councillor Attendance (Repeat Item) Attendance at the monthly ASC Ordinary meeting is the major responsibility for each Councillor. A lot of work is put into preparing the meeting agenda papers. The CEO, EA, Directors, Managers and Supervisors all contribute to the agenda that is provided to you. It is most important that you read this document before you attend the meeting. The agenda is emailed to you on the prior Friday. If you are unable to attend any meeting you must seek Leave of Absence by advising the Mayor or CEO prior to the commencement of the meeting. If leave of absence is not tendered a meeting fee deduction will be made to the Councillors allowance. If you are in Cairns for personal reasons, you are reminded that you should attend the meeting via videoconference at the ASC Council Office, 200 McLeod Street, Cairns North. NOTED 11.8 ASC CCTV, Community Police and Security Guards Response is awaited from Commissioner Katarina Carroll QPS, regarding a written request sent 22 March 2021 for QPS to consider approving the divestment of the ASC Community Police, CCTV and Security Guards to Queensland Government for its management and funding. NOTED 11.9 NAKAC Liaison Meeting A meeting was held between ASC and NAKAC representatives on 15 March 2021. 11. 11 Social Media – March Facebook 4718 Followers 23 Posts 19 Notices The power of Facebook as a tool to communicate with the community was demonstrated with the public notice about COVID-19 -safe practises following the outbreak in Brisbane. It was the highest performing post for March reaching 3732 people. The next highest was the post of Ministerial Champion Di Farmer and Government Champion Rachel Hunter inspecting progress on Aurukun’s new airport terminal. It reached 1852 people. Instagram 12 posts including 2 videos 85 followers The posts have focused on the Arts Centre and cultural activities including many at the IKC. NOTED 11.12 Permanent EA Lizzie (Elizabeth) Gaughwin commenced as permanent EA on 19 April 2021. She will be Cairns based and come to Aurukun for all Council meeting weeks. ASC thanks Karen Sterck for her services as EA over the past three months. NOTED 11.13 Correspondence 11.13.1 Letter from Natalie Wilde, Deputy Director General. This year Aerodrome, Road, Drainage and Bridge Network assets will be valued by applying an index appropriate to Aurukun’s pricing and adjusting for their condition. The initial valuation data for Land, Buildings and Other Structures assets has been received and is currently being assessed. After checking for obvious errors the valuations will be sent to the appropriate Director for further scrutiny and review. Of the 93 employees 50 are Indigenous and 43 are Non-Indigenous. 13.3.3 Staff Turnover During March 10 new employees commenced. There were no terminations. 13.3.4 Vacancies NOTED 13.4 Workplace Health and Safety NOTED 13.5 Administration Manager’s Report In line with the Workforce Engagement Strategy recommendations, the Bank and Post Office are being opened up with access between the two areas to allow staff to be cross trained and work in both Agency operations. Bendigo Bank and Australia Post have been consulted in the refresh of the Business Centre operations. Cross skilling of staff has commenced demonstrating Council’s investment in our people and is necessary to maintain these essential services and allow for staff leave entitlements. In summary: Bendigo Bank and Australia Post has fully endorsed the proposal Australia Post has amended the existing Agency Agreement which currently excluded bank operations Cross training of staff is well progressed New banking system (ADS) will be tested and installed in April 2021 Faulty air conditioner units have been replaced Mouldy and damaged roof was replaced and patched Access opening to be installed in late April 2021 NOTED 13.6 Staff Accommodation/Cleaning Crew Sodexo’s existing cleaning contract arrangements continue to include regular scheduled cleaning for the Business Precinct and Council Depot, and “as required” cleaning for Landing Toilets, Cemetery Toilets and Training Centre. 13.7 Wik and Kugu Arts Centre Manager’s Report Social media is continuing to have a positive impact in relation to sales and cultural maintenance. Followers are engaging with arts centre daily activities via social media pages and the Instagram page is also supporting ASC’s new Instagram profile through cultural content sharing. New media gear for the arts centre has been ordered. The camera gear will support high-quality cataloguing of artwork. It is expected that the online catalogue will be complete once the camera gear arrives about mid-April. New Arts worker Phillip Marpoondin has been a helpful hand supporting general maintenance of the Wik and Kugu Arts Centre and also a great help with arts production around the workshop. We are hoping to secure one more part-time arts worker late next week. There is a potential candidate who is a practising Wik artist and is also a highly trained arts studio facilitator. The Wik and Kugu Arts Centre Strategic Plan and Arts Centre 2021 Program has been drafted for Management Team review. The previous assistance provided $7,000 Funeral Assistance and $1,000 for eulogy/service booklet production. This amount has now been reduced to $7,500. This is a reduction in Council reimbursement of funeral costs, placing a higher level of scrutiny on expenditure. The $3,000 for feasting remains. Resolution: 21.6926 That Council invites Mr Stefan Le Roux, Executive Officer, Western Cape Communities Trust to a future Council meeting to discuss matters relevant to both organisations. MOVED: Deputy Mayor Craig Koomeeta SECONDED: Cr Kemuel Tamwoy CARRIED 14.2.2 Aurukun Old Cemetery The old cemetery requires a considerable amount of improvement and grave identification. There is a considerable amount of information held by Council on known graves from research undertaken by the Professor Olga Artemova project. The work required would include repairs to boundary fence and gates; provision of seating; provision of water service; removal of trees; placement of new ID plaques on all known graves without headstones. A reference or trustee group would be best to guide Council officers in undertaking an assessment of what is required; seek quotations and then oversee the works, particularly new ID plaques. (1) forms an Aurukun Old Cemetery Reference Group to oversee improvements to the cemetery and that this group has a minimum of one member from each clan group; (2) requires Director Community Services to provide a scope of works and terms of reference for the Aurukun Old Cemetery to recommend to the Council for endorsement. The following changes have been made. 23 July Ngank Min Festival Change of date allows Warrigan Band members to perform at Napranum Ruchook Festival on 24 July 2021. 11 Sept Um Thurpak Festival To be confirmed. A list of the amended events for 2021 is attached, including a promotional flyer for the six concerts to be held this year. Belinda Miller, Producer NITV, has confirmed they have arranged to accompany Troy Cassar-Daley during the Cape York Tour. CARRIED 14.4 Community Police, Safety and CCTV 14.4.1 Patrol Schedule and Locations NOTED 14.4.2 Incident Reports NOTED 14.4.3 CCTV Operations – User Download Report A meeting was held with Queensland Police Service to discuss operational matters with CCTV City Safe infrastructure. This meeting aligns with the Memorandum of Understanding which forms a part of the ASC CCTV policy. The future statistics provided will reflect the number of occasions in which CCTV footage has been downloaded as evidence and filed. NOTED 14.5 Koolkan Early Childcare Centre (Koolkan ECC) 14.5.1 Department of Education Visits and Liaison Both the State and Commonwealth agencies are being kept informed of our staffing and enrolment status. The enrolment target is yet to be met. 14.5.2 Accredited Training Enrolment in Diploma of Education Services for Selina Wolmby is progressing. NOTED 14.6.2 Good News and Visitors On 1 March 2021 George Meyer, Animal Control Officer for Aurukun Shire Council, Liz Johnson, and Chantal Cora from Housing Department came to Chivaree Centre to talk to Chivaree Manager about the number of dogs that are allowed at each house in Aurukun. Kirsty Cummins – Podiatrist from Apunipima CYHC visited Chivaree Centre clients on 2 March 2021. Kye Chapple from Flick Pest Control visited Chivaree Centre on 10 March 2021. Claire Brown and Duncan Kukulies – Nutritionists from Apunipima CYHC visited Chivaree Centre to speak to staff on 10 March 2021. Tarati Ratana Client Service Coordinator commenced at Chivaree Centre on 25 March 2021. 14.6.3 Assistance with Client Yard Maintenance Total Number of eligible clients: 33 Number of yards mown in March: 16 NOTED 14.7 Animal Control Meetings with Stakeholders On 4 March 2021 I met with Lizbeth Johnson, Housing tenancy team. She advised there were pups living inside a house at 170 Apalech Street. An inspection of the property was carried out, there was no sign of pups at the house. Another inspection will be arranged together with Lizbeth when she is available. NOTED 14.8 Indigenous Knowledge Centre and Community Broadcasting Flexible Learning Program The Flexible Learning Program continues to support an enrolment of 16 disengaged secondary students, some of whom attend the IKC and others who engage by way of community bus outreach. Digital access for internet browsing is popular but so too are the screenings of community events such as dance festivals and house openings. Curriculum support materials such as reading packs and literacy assessment tools are provided by the Aurukun State School. The Woyan Min Bio Cultural Project is supporting Wik Language and Culture and particularly Elders’ on-Country transmission of Traditional Knowledge which is recorded and engaged with via the purpose-built interactive Learning on Country app Minutes Ordinary Council Meeting 20 April 2021 Page 17
which the Flexi and State School students are gradually getting to know. Term 2 will see further piloting of the app with the students as well as in the Language Program. Preparations for this year’s long-awaited Laura Dance Festival will be a special focus for activities over the next few months. The new dugout canoe project continues to be chipped away at by lots of different community members. Recently a welcome maalp (traditional dance) was performed by Community Elders and younger for the visiting Ministerial and Government Champions. The latest house opening videos and the Native Title event at the PCYC hall from 15 years ago have been in high demand and copies are provided on USB drives on request for home viewing. Refurbish existing basketball hoop structures. c. Replace chain mesh on basketball perimeter fencing d. Alter existing fencing on Tal Tal Park to 1200mm with pipe rail top e. 15.1 Actions from Council meeting 18 March 2021 Resolution: 21.6915 (Council meeting 18 March 2021) That Council requests that the Chief Executive Officer and Director Technical Services include the attached (new Subdivision) amendments to the draft Aurukun Township Master Plan for public consultation for 30 days commencing on Monday 29 March 2021. DTS Update: Public consultation commenced on Monday 29 March 2021. Resolution 21.6910 (Council meeting 18 March 2021) That in accordance with conditions set out in Tender 001/20, Council: (1) extends the current arrangement with preferred suppliers until 31 December 2021 with an increase of the tendered rates in accordance with Clause 4.2 of the General Conditions of Contract including in tender documents 001/20 (2) rates set out in the pricing schedule (Tender No.001/20) have been increased to allow for Consumer Price Index (CPI), Australia as of September 2020 (Australian Bureau of Statistics. 2020) DTS Update: Appropriate letters will be sent to empanelled tenderers during April. Resolution: 20.6845 (Council meeting 12 December 2020) That Council: (1) requests Chief Executive Officer and Director Technical Services to allocate these housing funds accordingly (after being approved) (2) determines how the development of subdivision lots and associated services will be undertaken (3) engages Erscon Engineering through a Local Buy arrangement to design and project manage a 10/12 lot subdivision at the Top End of Town (4) engages the DATSIP Program Office to assist with issuing notices under 24JAA and the production of a cultural heritage agreement over the lots of land created by this new subdivision proposed for social housing. DTS Update: State officers have advised that financial approval has processed through Cabinet. Aurukun funding allocation is advised to be $7,180,640, to be confirmed in writing to the Mayor / CEO. NOTED 15.2 Housing Maintenance 15.2.1 Community Housing Maintenance and Upgrades (QBuild) QBuild maintenance works continue to be completed within stipulated response times. QBuild is continuing to allocate 2020/21 upgrade projects to Council. 15.2.3 Council Building Capital Works Delivery of the approved 2020/21 Capital works program is progressing. 15.2.4 Grant Funded Projects Waterfront renewal (W4Q R3) Works scheduled to be undertaken in the coming months are as follows: Construction of a 200m of footpath linking the old cemetery to the existing toilet block and waterfront footpath. Construction of a 155m ring road to the east of the ring road. Resealing of short sections of MacKenzie Drive an Airport Drive near the airport. Installing five smaller covered park bench seats along the foreshore. Installing 11 bin supports at various locations around the waterfront area. Top dressing some areas with sand crusher dust to improve the mow-ability of some areas in future wet seasons. Installing a crusher dust track along the foreshore to the west of the barge ramp. Installing metal bollards along Airport Drive to minimise vehicle access to the foot paths. Retail Fuel Depot Upgrade (BoR) The scheduled concrete works were completed in March. With the lighting improvement works planned to be completed in April / May. Interim Capital Works Program HC Building still intend to commence construction in late April / once the road is open after the 2020/21 wet season. NOTED 15.5 Workshop/Depot 15.5.1 Works in progress Full servicing and mechanical repairs continued during March in the Aurukun workshop. A contract mechanic from Weipa will be engaged on a weekly basis to undertake specific task when the road to Weipa is safely trafficable by a light truck in late April / May. 15.5.2 Workshop staffing and training Recruitment for a replacement mechanic is ongoing, no applicants have applied in March. Gavin Ackland tendered his resignation as Workshop Supervisor at the end of March. His last day with Council was Friday 9 April 2021. Recruitment has started for a replacement Workshop Supervisor and a temporary arrangement has been put in place to keep the Workshop doors open. 15.5.3 Fleet Capital Purchases Procurement processes has commenced on the following Capital Budget items. • 21CAP22 replaces Hi-Ace LWB Van (Electricians) o A Local Buy quote has been received and a purchase order has been raised • 21CAP08 baggage Trolley and Tractor o A purchase order has been raised for the fabrication of a new baggage trolley o Tractor (Completed) • Replacement Community services utility o The vehicle is expected to arrive in Aurukun in April 2021 NOTED 15.6 Airport Operations NOTED Minutes Ordinary Council Meeting 20 April 2021 Page 22

Late Item/s 19.1 ASC Corporate Plan CEO advised that the Corporate Plan has been circulated by email to staff, residents and stakeholders. 19.2 Youth Ally Program Pilot Invitation for Aurukun Mayor The Aurukun Shire Council’s Youth Advisory Committee has been invited to participate in the Youth Ally program, which aims to prevent domestic and family violence by shaping the attitudes and behaviours of young people. Resolution: 21.6937 That Council follows up on this invitation with respect to the Youth Ally Program Pilot.
