CARRIED 9 COUNCILLOR REPORTS 9.1 COUNCILLOR REPORTS APRIL 2021 Summary The following is a report on the activities and functions attended by Councillors during the month of April 2021. 2021/0102 Moved: Cr Jodi Reynolds Seconded: Cr Glenn Milne That Council note the contents of this report. CARRIED NB: In addition, Cr Milne spoke regarding a meeting with ratepayers, where the impact of COVID-19 was discussed and what Council can do to assist businesses in need. NB: In addition, Cr Milne spoke regarding the need for Council to consider the high costs involved in making modifications to houses in Council’s smaller towns. NB: In addition, Cr Healy advised that she attended the Australian Local Government Women’s Association conference. NB: In addition, Cr De Pieri spoke regarding the premiere of his new show called Australia's Food Bowl with Stefano De Pieri. Page 9

NB: In addition, Cr Reynolds spoke regarding her trip to the Murray Darling Association conference in Wentworth and congratulated Wentworth Shire Council on hosting the event. NB: In addition, Cr Healy acknowledged one of Mildura’s last surviving ex-prisoners of war, Bill Burrell, who recently passed away aged 101, and acknowledged his service and sacrifice. NB: In addition, Cr Healy acknowledged Cr De Pieri for his passion in raising the profile of our region. 10 RESPONSES TO COUNCILLOR QUESTIONS Nil 11 QUESTIONS FROM COUNCILLORS 11.1 CR GLENN MILNE CAUSE OF BLUE-GREEN ALGAE File Number: 15/07/06 “Has there been any research on the cause of blue-green algae in the Murray? Do we know if it’s fertilisers that are actually causing it? Do the enviro flushes have any impact on it? Has anybody actually done a deep dive on what is causing that?” Cr Jason Modica, Mayor advised that there have been quite a few studies and it has a bit to do with the nitrogen in the watering. Mayor Modica stated that he did not know the effects of environmental flows being pulsed down, but they usually try to match the delivery of the water and the environment at the same time so it wouldn’t be too much, and it wouldn’t be too difficult to find that out. Cr Milne further noted: “I’ve had a couple of people ask me, so if we could have a written answer with a couple of references so that people can look up the Council minutes for the answer.” This question was taken on notice. Minutes - Ordinary Meeting of Council Wednesday 26 May 2021 11.2 CR GLENN MILNE COSTINGS FOR MILDURA SOUTH REGIONAL SPORTING PRECINCT File Number: PROJ/500270 “In regard to Mildura South, I want to know the total figure of all costs in one big figure, for the purchase of the land and all associated costs. The cost of the building, the cost of the ovals, including the roll out of grass, the cost of the drainage works associated with the complex. The full cost of stage 2 and whatever costs that have come involving kerbing, roadworks, footpaths. What the total cost is, in one figure. That is what I want to know. Also while I’ve been given the figure of $664,420 annual loss, I also wanted to know what the impact on the budget would be, and ongoing, so what are the depreciation costs, so the community knows where our rate money is going and what the sporting complex costs, so they’ve got an idea of why they pay rates and where it goes. I want those costs in a figure, not something I have to go and find, but just a very clear figure.” Cr Milne further asked: “Is the scoreboard included in the current funding commitments?” This question was taken on notice. 11.3 CR GLENN MILNE RED CLIFFS KINDERGARTEN PLAN File Number: 12/10/04 “On page 90 of the agenda, in the ‘Baby Makes 3’ report, we read “there are current and future financial pressures on early years services including the need to invest significant funds in expanding Council-owned kindergartens to accommodate the rollout of universal three year old kinder and maintain or replace buildings which have been assessed as nearing end of life. As an example Red Cliffs Kindergarten has been assessed as within ten years of end of life having been built in 1948 and not being able to accommodate Red Cliffs children kindergarten numbers from 2023.” So that’s two years. “There is also a need to invest in local workforce strategies to overcome the current deficit in qualified and skilled early years educators etc.” I want to know – what is the plan to ensure Red Cliffs children are able to attend a Red Cliffs kindergarten?” Martin Hawson, General Manager Community advised that there will be a detailed assessment on the building coming to Council that will be available to Councillors when it’s complete. Mr Hawson noted that the report that Cr Milne refers to, is foreshadowing that there will be expenditure on that building because it is coming to its end of life. A comprehensive answer can’t be given until the formal structural assessment has been undertaken. The assessment will map out the timeframe of what works will need to happen to achieve Cr Milne’s objective of providing that service. Page 11
Minutes - Ordinary Meeting of Council Wednesday 26 May 2021 11.4 CR GLENN MILNE ENTRY FROM IRYMPLE TO MILDURA File Number: 14/02/30 “The entry to Mildura from Irymple is absolutely terrible. I recently spent 10 days in Cairns. Green roads, green roadsides, mowed, not a piece of rubbish anywhere. I came home and I was actually shocked when I drove through Irymple coming in to Mildura. The centre of the road is dead, there are bits of hose sticking in the air, and it really is a sad look. We have a beautiful city and I just felt a bit sick. I’m saying that seriously – it just really shocked me. Do we know if VicRoads are putting in enough money? Who’s doing that centre roadwork? How quickly can we get the entry to our city to look like the entry to a great city?” Mandy Whelan, General Manager Community advised that Council looks after the centre median on behalf of Rural Roads Victoria, and they are progressively revegetating that at the moment. They need to plant when it’s the appropriate planting season, so that’s well underway. Ms Whelan further advised that in terms of the other questions, we will come back to Councillors on that as it would require a more comprehensive answer in terms of beautifying the whole entry. 11.5 CR GLENN MILNE SUPPORT FOR RATE EQUALISATION File Number: 02/01/06 “The rate equalisation as a state issue, and our motion at the MAV conference was supported which was fantastic. So what are going to do now to ensure the continued support of other councils, because we got support from all the other rural councils to effect some change to the way the state sets our rating system?” Cr Modica noted: “There were also some metropolitan councils that were very supportive of looking at how rates are raised and how that distribution point from the state and the federal government comes.” Chris Parham, General Manager Corporate advised that will form part of our ongoing advocacy program that we have in place with the Councillors and through the various meetings and sub-groups that either as officers, or as Councillors that we attend. Council continues to reinforce that message through to the MAV and other associations to keep lending our support for those changes to come through. That is certainly something that we haven’t been silent on over a number of years and he hopes that advocacy work will continue. Page 12
Minutes - Ordinary Meeting of Council Wednesday 26 May 2021 11.6 CR GLENN MILNE GAMBLING POLICY File Number: 17/04/13 “I’d like to know where is our poker machine problem with gambling policy? It’s been talked about for a couple of years. Given the horrendous damage that poker machines continue to effect on our community, it’s really time we address that issue. Again, it was brought up at the MAV and that damage to communities highlighted. Where are we at with actually getting some sort of policy?” Chris Parham, General Manager Corporate advised that we had commenced the development of a policy pre-COVID. Council received and obtained a number of other policies and information from other councils. Unfortunately we were hit with COVID, and we need to pick up that work again and bring it back to Council for further consideration. 11.7 CR GLENN MILNE SUBSIDISED AIRFARES File Number: 02/01/06 “What has been done in the way of advocacy for cheaper subsidised airfares for the people in Mildura, as raised in Council earlier this year? I believe there was a motion put forward to do that. How far have we progressed? There were some letters sent off. I haven’t heard replies. Are we getting anywhere? What’s the plan?” Chris Parham, General Manager Corporate advised that letters were sent and some discussions held but he will have to provide some further information back to Council on the status of those. 11.8 CR IAN ARNEY QUESTIONS FROM APRIL COUNCIL MEETING File Number: 02/01/06 “My questions from last month weren’t answered and I’m just wondering if they will be answered please? Particularly the ones about the dogs and the mess they leave behind and the fact that people take their dogs to local markets, farmers’ markets and particularly, the faeces they leave behind on the track out to Apex Park.” Mandy Whelan, General Manager Development advised that those answers weren’t required to come back through the agenda, however the answers are currently being worked on and staff are preparing information to come back to Councillors. Minutes - Ordinary Meeting of Council Wednesday 26 May 2021 11.9 CR IAN ARNEY LAKE CULLULLERAINE NETBALL COURT File Number: 2021/25 “Can we please contact the staff that were involved in the provision of the new netball court at Lake Cullulleraine and thank them for making sure the new netball court was up to scratch in time for this season? I think that staff or anyone that does a good job should be recognised, so if we can thank them please.” Cr Jason Modica, Mayor advised that this can be done. 11.10 CR IAN ARNEY PREVENTION OF VIOLENCE AGAINST WOMEN STRATEGY File Number: 12/14/28 “Does Council have a prevention of violence against women strategy or plan? If not, can we please develop one?” Chris Parham, General Manager Corporate advised that Council has in place a number of strategies and policies as a White Ribbon accredited organisation. There is also work being undertaken at the moment in regards to the Gender Equality Act 2020 implementation. Mr Parham further advised that Council has a lot of measures in place as an organisation, such as requiring suppliers to sign a code of conduct which recognises family violence and violence against women. 11.11 CR IAN ARNEY SPECTATORS AT MILDURA SOUTH REGIONAL SPORTING PRECINCT File Number: PROJ/500270 “Can we please be given a ballpark figure as to how many spectators we could expect to attend an elite football match at our new sporting precinct, as well as an elite basketball game?” Martin Hawson, General Manager Community advised that we had approximately 12,000 attend at Quandong Park when we ran a similar exercise in 2005, and again in 2006, so we can expect a similar number some significant years later. With regard to basketball, we are limited by the number of seats that we could supply to the stadium, which is in the vicinity of 2,000. Page 14
Minutes - Ordinary Meeting of Council Wednesday 26 May 2021 11.12 CR IAN ARNEY CAR PARKS AT MILDURA SOUTH REGIONAL SPORTING PRECINCT File Number: PROJ/500270 “What is the number of car parks at the new sporting precinct?” Martin Hawson, General Manager Community advised that there are 306 car parks in Stage 1, and 180 of them are sealed. There will be further car parks sealed in Stage 2, and we are currently going through the design phase of how many of those will be sealed. 11.13 CR STEFANO DE PIERI TOWN ENTRANCE LITTER File Number: 15/05/05 “I would like the General Manager Development to bring back, if possible, a report on whether or not it’s possible to put some signage up at the entrance of the town from the airport to indicate that this Council somehow discourages the litter that has accumulated at the entrance of our town. I concur somewhat with Cr Milne. I arrived on Saturday morning from Melbourne and I was dismayed. Yes we are promoting this town – right, left and centre. There would have been no less than 30-40 pieces of rubbish, which sadly is the result of government delaying 10 cents refund on cans, bottles, etc. They’ve been dragging their feet a bit in that respect, though I do know it’s coming in 2023 sometime. A sign from us and in other parts of town saying “please do not litter” or words to that effect. I’d like a report. What it does, at least it indicates to the visitor that we are aware and that we do care. It puts a little bit of distance between the act of littering and our action in discouraging people from doing so. I think it would be a very mature and appropriate measure to take. I am as dismayed as Cr Milne and many others in our community, when you’re coming from Red Cliffs and that is VicRoads. It’s their responsibility, and if it wasn’t for volunteers in Red Cliffs, that would become a pig sty. Maybe we also have to consider whether Council can initiate a Clean Up Mildura Day and I think if the General Manager could canvas the possibility of what would be involved to have a Clean Up Mildura Day. Certainly, at critical points of town, putting some signage up saying ‘we are a clean city’ or ‘please keep our town clean’ and so on. If people do the deed, at least we have done our part and have contemplated a measure of some sort.” Mandy Whelan, General Manager Development advised that we can bring back some information and have some discussion with Councillors on that. Minutes - Ordinary Meeting of Council Wednesday 26 May 2021 11.14 CR HELEN HEALY FUNDING TO ADDRESS FAMILY VIOLENCE File Number: 12/14/28 “Recent statistics from Crime Statistics Agency Victoria show that nearly half of all crimes against the person in Victoria are family violence related. The number of people dying from family violence jumped again last year, as did intervention order breaches. Mildura has the second highest rate of family violence in Victoria – 157 per cent higher than the state average. The situation has deteriorated according to the report, rather than improve since the royal commission. With millions of dollars of family violence funds coming into our community, we still have unacceptable levels of family violence and I suggest this is because there is very little work being done in the prevention space. Can you please make enquiries and let us know how much money comes in to our community to address family violence and what percentage of that is being spent on prevention work?” This question was taken on notice. 11.15 CR CYNDI POWER SUPPORT AND TRAINING FOR MATERNAL AND CHILD HEALTH NURSES File Number: 12/06/01 “After reading the ‘Baby Makes 3’ report in the agenda, it is my understanding that our Maternal and Child Health Nurses are extremely hardworking and possibly stretched very thinly. Can I please get an overview of what ongoing professional development and support is available to them, regarding trauma informed practice training and family violence training. My concern is for the nurses who work at the frontline with parents in our community. They’re often the first ones to recognise family and domestic violence, and my concern is for the families that they serve”. Considering what a multicultural town and region that we are, and hopefully will be welcoming more multicultural people into our region in the future, if COVID ever goes away, what are the possibilities of considering making some of the important signage in our town in different languages that represent those cultures that are highest in population in our town? One of the suggestions that was made to me was, if you come from a different culture, we’ve got lovely First, Second, Third, Fourth and Fifth Streets which are great to understand except if you come from a different culture, you might recognise the numerals but not necessarily the words. A simple solution might actually to be to put the numerals of those streets below the words on the signs, for example. The report also discusses other service delivery options and the funding implications associated with funding this program at this time. Mr Hawson further advised that some grant funding was provided for these functions to occur along the riverfront. The submissions received back did not pertain to the riverfront, but were in the community generally, and we had a number of physical participation activities that we funded through our COVID-19 response money. Mr Hawson noted that Council encourages submissions from the community to help activate the riverfront and the grants program helps facilitate that.
