Minutes of Thorpe on the Hill Parish Council virtual meeting 21 July 2021 Cllr Lyons chaired meeting and welcomed members of the public to the first face to face meeting for some time due to Covid restrictions. 21.70 Public time – the following comments were made by Mr Kobish Difficult to know if there was a meeting tonight as he didn’t get the agenda. Parish Clerk to check the email circulation list Thanks to the Parish Council for the work and time put in regarding the objects to the Lagoon Clay Lane, Planning application and discovering things the planners did not seem to be aware of. Also thanks to Peter Overton District Councillor for his support NKDC planners have not served the parish well and any confidence in the planning process has disappeared. Hopes that plans for any extension to ORPMR will be shared with the Parish at a public meeting. Cllr Lyons assured that this would be the case once a feasibility study had been carried out. 21.71 Parish Council 1. The following training courses were agreed – none 21.72 Updates from District and County Councillors District Cllr P Overton – Thanked the Parish Council for the work done on the Lagoon planning application. Once NKDC accepted a legal statement for permitted development it was really a lost cause. There is a fine line between industrial and agricultural development. A success is that the matter was brought to the Planning Committee. Regarding the waste that is appearing on Clay Lane this is being passed onto the Environment Agency. Draft Consultation on the Local Plan runs to 24 Aug 2021 and he would advise the Parish Council to make comments. Seems like a good plan with primary thinking on climate change and carbon reduction at all levels. However there is no mention of carbon reduction at the building stage so comments around that might be good. The plan is going in the right direction but does not go far enough considering the crisis is in the coming 10 years. The more we raise now on these issues it will have an impact on traffic reduction. Suggested submitting a few key points. 2021/2022 precept should cover all the day to day running of the Parish Council meaning no funds should be taken reserves to pay for day to day running. Therefore the full £265,871.46 makes up the reserves for this current financial year which are allocated as below. The link to the gov guidance is here.https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/98 6418/addendum-la-guidance.pdf 2020/2021 accounts, from Nov to March, show an expenditure for the hall of 2788.11 which has been taken off the grant amount giving a balance brought forward of £6881.10 which you can see in the 2021/22 reserves as above. This years accounts show an expenditure of £487.70 which is set against the Covid reserves. Cllr Lyons led a discussion about lessons to be learnt and if there are any other actions to be taken by the Parish Council. Email ask for a request to our local farmers, their staff, and our construction workers to deconflict their movements through the village from school drop off and pick up times – after a discussion it was agreed to contact the parishioner to inform them of the actions being take by the Parish Council to meet with a farmer (see min ref 21.79f) and make reference to the Weight Limit RTA which is on the parish website Action Parish Clerk c. Email request to consider a further speed sign on Fosse Lane – several suggestions were made during a discussion however it was agreed to put the matter on the agenda for the next meeting Action Parish Clerk There was also a discussion around at what point the speed is triggered and recorded. Cllr Lyons agreed to look into this. Action Cllr Lyons Community Speed Watch team – during a discussion primarily related to the radar activated speed signs, a Cllr enquired about the status of Community Speed Monitoring. The PC agreed to speak to the Community Speed Watch Co-ordinator and suggest an article in a forthcoming VFTH to update residents of the status of this activity. Action: Cllr Lyons d. Central Lincolnshire Local Plan Review – Draft Local Plan Consultation consultation by the consultation manager, Central Lincolnshire Local Plan (Mrs Kate Eales). This consultation is open from 30 Jun 2021 at 17:00 to 24 Aug 2021 at 23:59. – This was discussed at a previous point in the meeting and agreed to submit comments on behalf of the Parish Council. Action Cllrs Bindley, Lyons and Williams 21.81 Verbal updates from portfolio holders Cllr Lyons reported on the current situation regarding the allotments. One person on the waiting list. Cllr Scott reported that keys have been supplied to those who paid £10 deposit. 21.82 possible extension of ORPMR after a discussion it was agreed to have a review of where the Parish Council is at in terms of a feasibility study and report back to the next meeting Action Cllrs Williams, Abrahams, Bindley and Lyons 21.83 ORPMR Covid safe The improvement list as published on the agenda was discussed and the following actions agreed 1. Discuss correspondence received regarding a complaint – after a discussion a course of action was agreed and a review of the disabled access policy to be carried out by Lake Management Committee Action Parish Clerk, Cllrs and LMC Staffing – discussion on extra hours worked during Covid period.
