Contrary to popular belief, New York’s tax levy cap law doesn’t limit any proposed tax levy increase to 2 percent.
The school district must follow an eight-step calculation to determine its tax levy limit. That limit determines the
level of voter support required for budget approval. See how the formula below determined Middletown’s tax cap
to be at 2.67 percent. On May 15, Middletown voters will vote on a proposal for the 2017-18 school year below that
number (1.87 percent). So it will need 50 percent plus one vote to pass.

*There is a team-teaching approach for students in grades 1-5, with two teachers covering two classes. Each
teaches their specialized area to each class. One teaches mathematics. The other teaches English language arts.
*A strong literacy collaborative program that focuses on reading, writing, speaking and listening skills to meet
Common Core standards. Middletown utilize a new math approach through the teaching of Dr. Bamberger,
creating a classroom where students are active participants in learning. Students learn through exploration and
developing their own meaning to new knowledge. They are continually engaged through purposefully designed
activities that meet the needs of all students.
*Third-graders (orchestra) and fourth-graders (band) get their introduction into the district’s successful instru-
mental music program, and currently has more than 1,000 band or orchestra members in grades 3-12. Another
estimated 800 are in formal vocal study or chorus, district-wide.
*The dual language program uses two languages for literacy and content instruction for all students involved.
Students work in each language (English and Spanish) 50 percent of the time. The bilingual education, ENL
and world language programs also are imperative, given our demographic.
*All of our schools participate in the Odyssey of the Mind competition. Maple Hill Elementary School will
perform the play, “Beauty and the Beast.” In our continued effort to increase student enjoyment, the proposed
