MDA Call for Proposal (CFP) for SG50 Mobile Game Concept Proposal Submissions 1. Overview Media Development Authority (MDA) invites proposal submissions from Singapore- registered companies with Media as their primary SSIC code, to develop and produce original game content for the mobile platform (iOS and Android). The proposed game should meet the objective of Singapore 50 (SG50) celebration of Singaporean identity and sense of belonging to Singapore while being fun and appealing to a wide audience. Selection of projects will be done via a two-step process. For the first phase, shortlisted concepts may be awarded a Development Assistance Grant by MDA for the development of a playable prototype. The completed playable prototypes that meet quality standards and SG50 objectives may be awarded further funding by MDA for the prototype to be produced into a full game. The game should fulfil the following criteria: • Foster deeper emotional ties among Singaporeans and promote the Singapore identity; • Cultivate a stronger sense of belonging to Singapore through the celebration of our culture / heritage and promote cross – cultural awareness The game may be set in a fictitious environment but should draw close reference to the Singapore context. The selected SG50 games are expected to be made accessible and supported for no less than six months subsequent to first launch. 2. Eligibility Criteria i. Organizations must be Singapore-registered organizations with Media as their primary SSIC code. ii. MDA does not give retrospective funding. While the proposed content should not have been commercially released, re-purposing of existing game for the purpose of SG50 may be considered. Notes: • MDA’s decision is final. No appeal will be entertained. • Companies selected must be able to commit to the milestones and deliverables set out by MDA. Disbursement of funding to projects funded by MDA will be administered by MDA directly to the Company. 3. Assessment Criteria Proposals will be evaluated based on the criteria described in Annex A. 1
4. Submission Details All submissions must be in English and provide succinct and comprehensive information on the game. The documents should include: 1. Latest ACRA business profile 2. Company profile and track record 3. Profiles of key personnel involved in the project (including track record, relevant experience and nationality) 4. Latest company financial statements 5. Project proposal should include: a. Project title and executive summary b. Game concept and how the game intends to meet the objective of Singapore 50 celebration in raising awareness of Singaporean identity and sense of belonging to Singapore while being fun and appealing to a wide audience. The game should fulfil the following criteria: i. Foster deeper emotional ties among Singaporeans and promote the Singapore identity; ii. Cultivate a stronger sense of belonging to Singapore through the celebration of our culture / heritage and promote cross – cultural awareness c. The proposal should include a game-play example. Sample artwork and GUI are recommended d. Game Features: To describe the main features of the proposed game e. Target audience f. Mobile Platforms only: to include both iOS and Android g. Genre: There is no limitation on genre. Examples of suggested genres include puzzle, trivia, social, strategy, simulation, action and sports. h. Prototype Delivery Date: Playable prototype should be completed by 30 Jan 2015 to be eligible for further assessment. i. Playable prototypes which are selected under further assessment may receive up to full funding or a maximum of $500,000 (where full funding refers to production budget spent in Singapore) for the playable prototype to be produced into full game. j. Complete Game Delivery Date: Complete game should be completed by 30 June 2015. k. Social: Social Elements are desired. Examples include Single-player with Social Integration (example, FaceBook, Twitter, Friend List, etc), or Multi-Player with Co-Op play or Competitive game-play. l. Monetisation plans (if any) 6. Production Budget for development of Prototype and Full-Game. Please highlight components of the budget not to be spent in Singapore, if applicable. 7. Companies may submit more than 1 proposal. 8. 5. Project Briefing Session Interested parties are invited to a briefing by MDA on 11 July 2014 at 6.00pm at the IPOS Centre. Presentation of Concept and Proposals Eligible companies may be invited to present their proposals to the Selection Panel on 14 August 2014. Companies are expected to prepare presentation slides, and or mock-ups of their proposal. Proposals will be evaluated based on the criteria described in Annex A. 8. Selected Proposals for MDA Development Assistance Grant Proposals selected by the Selection Panel will be invited to apply for MDA’s Development Assistance Grant. Further documentation may be required. Selected Playable Prototypes to be produced into full game Playable prototypes selected by the Selection Panel during the second assessment will be eligible to apply to MDA for production funding to be produced into a full game. Further documentation may be required. 3
Upon approval, the fully playable game should be completed 30 June 2015. The candidates will be required to work closely with GSC, and a monthly / bi-monthly review may be required. 4
Annex A Evaluation Criteria for Panel Selection The proposals will be short-listed based on the following criteria. S/N Criteria Weight 1 Player Engagement 30% (1) The game is fun and engaging. (2) The game appeals to its target audience. (3) The game has replayability. (4) The game is easy to learn. 2 Meeting Intended Objectives Outcomes 40% (1) Messaging of the game is clear and easy to understand. (2) Game can raise awareness of Singaporean identity and sense of belonging to Singapore specifically in the following areas: a. Foster deeper emotional ties among Singaporeans and promote the Singapore identity; b. Cultivate a stronger sense of belonging to Singapore through the celebration of our culture / heritage and promote cross – cultural awareness 4 Company Credentials 30% (1) Singapore Registered Company. (2) The Key Team Members are experienced and proven in the industry. (3) The Company has a portfolio and a track-record of producing games. 5
