The following is the rules set for the Irish Collegiate Esports (“ICE”) Marvin.ie Collegiate Championship 2019 (“2019 Collegiate Championship”) for the game “Counter-Strike: Global Offensive”. 1. Eligibility Rules 1.1 Requirements to register Each player on a team entered into the 2019 Collegiate Championship must be registered for a 3rd level institution in Ireland for the 2018/2019 college year. Every team must represent a college. Teams may use players from a college which the team does not represent, however in every game played 4 of the 5 players in a team must be attending the college that their team is representing. Students currently who have deferred the year or are on a ‘gap’ year are not eligible to play. Players may be asked by an admin to submit proof that they are a registered student. This will require proof of registration to be provided by the player to leagueops@collegeesports.ie. 1.2 Team Names Teams for the 2019 Collegiate Championship will be assigned a team name and team logo by ICE admins. This name and logo will be representative of the college each team is representing in the 2019 Collegiate Championship. These names and logos will not be changed. 1.3 Roster Changes The minimum number of required players for a roster submitted to enter the 2019 Collegiate Championship is 5 players. The maximum number of players for a roster submitted to enter the 2019 Collegiate Championship is 9 players. All players must adhere to the registration and representation rules outlined in section 1.1 of this ruleset. A team may add players to their roster during the tournament. A player who is already registered to one team may not be registered to another team. 2. Prizing 2.1 Entry Fees A player entering the 2019 Collegiate Championship must pay an entry fee of €10. Once a team has 5 players with paid entry fees on their roster, substitutes may be added free of charge
unless ICE admins require otherwise. Any team that does not have 5 players with paid entry fees on their team will be removed from the tournament with no refund of entry fee. 2.2 Prizing The cash prizing for the 2019 Collegiate Championship is as follows: ● 1st Place: €450 ● 2nd Place: €200 Cash prizes will be awarded to the team captain to be distributed amongst their team at their discretion. Please note that ICE reserves to right to withhold or reassign prizing if deemed necessary. 3. Competition Schedule and Structure 3.1 Tournament Structure The 2019 Collegiate Championship will consist of a swiss-system group stage leading into a single-elimination knockout stage. The group stage will consist of 5 rounds of matches, in which teams will be paired for matches against other teams of a similar point score. The matches will be a Best-Of-1 matches. The winning team will be granted 3 points, and the losing team will be granted 0 points. Once the group has concluded, the top portion of teams will be seeded into the knockout stage. The number of teams entered into the knockout stage from the group stage is dependent on the number of entrants into each division of the 2019 Collegiate Championship, and is at the discretion of ICE admins upon creation of the bracket. The knockout stage is single-elimination. Teams will be directly seeded into this bracket based on their final position in the group stage. Matches in the knockout stage will follow a Best-Of-3 format. 3.2 Tournament Schedule The tournament schedule for the 2019 Collegiate Championship is as follows: ● REGISTRATION: Ends 19th February ● ROUND 1: Tuesday 26th February, 9PM ● ROUND 2: Tuesday 5th March, 9PM ● ROUND 3: Tuesday 12th March, 9PM ● ROUND 4: Tuesday 19th March, 9PM
● ROUND 5: Tuesday 26th March, 9PM ● Quarter-Finals: Tuesday 2nd April, 9PM ● Semi-Finals: Tuesday 9th April, 9PM ● Finals: Finals: Saturday 20th April - Sunday 21st April ICE admins have the right to change the tournament schedule and reschedule matches if deemed necessary for the integrity and/or smooth running of the competition. 3.3 Tiebreakers If the group stage concludes with two or more teams on the same point score, the following method will be used to determine the order in which the teams are placed in the final standings: ● Head-To-Head Record across all teams in the tiebreaker ● Round Difference ● A Best-Of-1 replay between all teams that remain tied. ● Round Difference from the aforementioned replays. 3.4 Stream Schedule ICE will stream one match per week on the official ICE channel, unless alternative arrangements are made by ICE admins. There may be no other streams of matches from the 2019 Collegiate Championship. Players found to be participating in a game streamed unofficially will face sanctions at the discretion of ICE admins. 4. Online Match Rules 4.1 Game Organization Matches must be played by the assigned match day as outlined in the tournament schedule in section 3.2. Teams may arrange their matches prior to this date and time, however it will be understood that matches will default to the scheduled time if alternative arrangements are not made between teams. If a match is scheduled outside of the default time slot, ICE Admins must be notified immediately. If a match is not scheduled and one or both teams do not show for their match at the default time, forfeit losses will be awarded to the teams that did not show. Under no circumstances will schedule extensions be provided for teams.
4.2 Punctuality Players must arrive in the pregame lobby no later than 10 minutes after their scheduled match start time. If a team does not have all five players in the pregame lobby before five minutes have passed, players will risk forfeiting the first map of the series. Teams may opt to start the game with four players to avoid forfeiting, however any delay penalties will still apply. Teams may not begin the game with three players or less. In a match consisting of more than one maps, the “Arranged Start Time” is defined as 10 minutes after the completion of the previous map. 4.3 Pauses Each team will be allowed four 30-second pauses per map. This can be done by typing ‘!pause’ into the console. In the case of a team experiencing technical issues, typing ‘!tech’ into the console will bring about a technical pause to the game. This pause is indefinite in order for technical issues to be solved. Please note that misuse of technical pauses will result in penalties and sanctions against your team. 5. Live Event Rules 5.1 Punctuality and Timing Players must be present in the venue 30 mins before the beginning of their match. Consecutive games in a LAN match are scheduled to start 10 minutes after the conclusion of the previous game. In between games in a LAN match, players may take a 5 minute break in which they are allowed to leave the match area. If a team is missing a player at the end of the 5 minutes, they will face penalties at the discretion of ICE admins. 5.2 Equipment The following equipment is provided by ICE, and must be used by players in a live setting: ● Computer ● Monitor ● All software necessary for players (“League of Legends” client, voice communication program, peripheral drivers).
The following equipment is NOT provided by ICE, and the player is required to bring to a live setting: ● Mouse ● Keyboard ● Mousemat ● Headset 5.3 General Conduct Players may not use any external device (eg: mobile phones) after the map veto has begun unless approved by an ICE admin. Players may not have any other programs open on their computer unless approved by an ICE admin. Players may not look at the game screen in the venue. 5.4 Pauses The same pause rules apply as in section 4.3 of this ruleset. For a technical pause, the player experiencing the difficulty resulting in this pause must immediately inform a referee of the nature of the problem. While the game is paused, teams may not talk over voice or in-game communication. In some instances, an admin may request a player to pause the game, under which case these technical pause rules apply. 5.5 Coaches Teams may nominate one coach to join the players in the match area before each game. Once the warm-up has ended, the coach must leave the match area. The coach is not subject to the roster requirement rules outlined in section 1.1 of this ruleset. 6. Game Rules 6.1 Game Setup All matches will be played on servers set up by ICE admins. admins will provide players with the details for connecting with the server before the beginning of each match.
6.2 Map Veto & Side Selection The map pool used for the 2019 Collegiate Championship is as follows: ● Cache (de_cache) ● Dust 2 (de_dust2) ● Inferno (de_inferno) ● Mirage (de_mirage) ● Nuke (de_nuke) ● Overpass (de_overpass) ● Train (de_train) In Best Of 1 Matches, the team listed to the left on battlefy will ban the first map. The teams will alternate until there is one map remaining in the pool. This map will be the map the BO1 is played on. A knife round is used to determine which team chooses their side for the first half of the map. In Best Of 3 Matches, each team will remove one map, then select one map to be played in the BO3, then remove another map. The final map in the pool will be the deciding map in the BO3. The first team listed on Battlefy will have the first ban/pick at each stage of the map veto, with their map selection being the first map played in the BO3. The team who did not select the map will choose their for the first half of each map for Game 1 and Game 2. A knife round is used to determine which team chooses their side for the first half of the map for Game 3. 6.3 Game Format Each map will use the standard competitive format, in which the first team to win 16 of 30 rounds wins the map. In the case of a tie at the end of the 30 rounds, the format will change to MR6 overtime, with teams alternating sides after 3 rounds. Each player begins the half in overtime with $10000. If two teams are still tied at the end of the 6 overtime rounds, another MR6 overtime begins. This repeats until one team wins 4 of the 6 rounds, and is declared the winner of the map. 6.4 Game Restarts The conditions under which a Game Restart can occur is solely at the discretion of tournament admins, who will only allow for a Game Restart in exceptional circumstances.
7. Player Conduct Players found guilty of the following offences will face penalties at the discretion of admins, at which the maximum is Player Suspension: ● Profanity & Hate Speech ● Abusive Behaviour Towards Opponents ● Abusive Behaviour Towards ICE admins/Referees ● Harassment ● Inappropriate Usernames ● Collusion/Match Fixing ● Ringing (playing for someone else) ● Use of exploits ● Use of third-party cheat software 8. Rules Implementation For any offence committed throughout a tournament, the penalty given is at the discretion of admins. The type of penalties that can be given by admins include, but are not limited to: ● Suspension of player for 1 or more matches. ● Automatic forfeit of 1 or more maps. ● Removal of a player from the tournament. ● Disqualification. ● Bans for entry in future tournaments.
