Be a December 7, 2020 registered voter and otherwise qualified to vote for that office at the time nomination papers are issued (E.C. § 201). Also, (Art. IV, § 2(a), Ca. may not have served more Const.; Govt. Code than 12 years in the State §§ 9001 and 9003) Senate, the Assembly, or both, in any combination of terms during his or her lifetime if he or she was first elected to the Legislature after June 2012 and has not previously served in the State Senate or Assembly.
