Framework Overview What does this framework provide for you? The Local Government Resourcing Partnership (LGRP) framework will give you the ability to procure the following lots in a quick and simple way: Lot 1 – Executive & Interim Recruitment Lot 2 – Permanent Recruitment Lot 3 – HR Consultancy Lot 4 – HR Marketing Solutions Why did we procure the LGRP framework? The London Borough of Waltham Forest approached YPO to collaborate on the 3rd generation of the LGRP framework. The Local Government Resourcing Partnership (LGRP) formerly known as the London Boroughs’ Recruitment Partnership (LBRP) has previously been procured by the London Borough of Sutton (LBS). The procurement of the LGRP has now been taken over by the London Borough of Waltham Forest (LBWF), they were supported throughout the procurement process by YPO. YPO are a 100% publicly owned buying organisation who establish national and regional frameworks to meet the common needs of local authorities and the wider public sector. In the first few months of 2017 the collaboration carried out user and provider engagement through 1-2-1 meetings, surveys and working forums, working hard to understand the current framework and looking at ways to ensure a simple and easy process for public sector organisations. The engagement helped to create a specification that consisted of a wider range of resourcing services. The aim was to create a framework that could help support organisations current HR and give the ability to procure HR related services in an efficient and effective manner.
Procurement Facts Start Date: 6 October 2017 End Date: 2 October 2021 Contract Award Notice: 2017/S 216-449614 Geographical Coverage: National framework Sector: All public sector organisations Compliance The framework is in accordance with the Public Contracts Regulations 2015 and was procured via the open procedure. Contract Value The OJEU contract value for this procurement is approximately £15,000,000. OJEU Notice A copy of the OJEU notice can be downloaded from www.lgrp.co.uk or provided directly by YPO or London Borough of Waltham Forest. Duration of the Framework The framework agreement starts on the 6 October 2017 for two years until the 5 October 2019 with an option to extend for an additional two years in yearly intervals. Contracting organisations will be able to do short term call-off agreements or long term call-off’s from the framework end date for a maximum of 4 years. Eligible Users The framework agreement is available to all public sector bodies, including central government and wider public sector, social housing organisations, voluntary and community sector bodies. Executive and Interim Recruitment Search and selection of executive roles over £70K Providers will work closely with organisations to carry out the search and selection of executive permanent roles over £70K. This lot will support the delivery of lot 2 services and it is anticipated that some roles for permanent recruitment will fall close to the boundaries (e.g £69K/£73K), when this is applicable organisations can procure through the most suitable route for them. All basic candidate checks will be carried out by the provider. All executive roles are covered by this lot for all of the public sector. The following can be delivered by providers on this lot: • Review of role profile, role title • Drafting and placement of online advertising including placements on: MJ, Jobs, Go Public etc • Identification and approaches to targeted individuals in relevant sectors • Response management • P rovision of pre-qualified longlist (including due diligence through initial telephone screen, Google searching and social media profiling) • Provision of first interview service The above is an indicative list of requirements that can be met by the providers on the framework. You can procure from the providers on this lot via direct award or further competition, please go to the ‘How to Buy’ section in this user guide. Search and selection of all Interim roles Interim is defined as an individual covering an established post for a term that is supplied through a third party agency. Interim managers have the responsibility to deliver outcomes from planning through to implementation, review and handover. An interim manager will report directly to officers of the organisation at senior management level. Interim managers may have line management responsibility. The impact of IR35 will where possible be assessed by each organisation. All basic candidate checks will be carried out by the provider. All interim roles are covered by this lot for all of the public sector. How to Buy Procuring Executive Recruitment All executive roles can be procured through a direct award or further competition. Providers are likely to require the below information to suggest appropriate candidates via a direct award or further competition: • Job title • Salary • Organisation structure appropriate to the post • Job description/person specification/role behaviours • Other information which will inform the process (to be agreed with the framework providers) The provider will need to agree with you a package of good quality information about the role/ organisation (electronic in the form of a micro-site or hard copy) and provide this to candidates, and liaise closely with you to answer any candidate questions. A detailed process for executive recruitment is covered in the specification. The below explains how you can direct award or carry out a further competition. Direct Award A direct award gives you the ability to award a contract directly to a provider without having to undertake a further competition. You can direct award to the provider on the framework that meets your needs the most in terms of quality and price. You will be able to direct award through the framework via two methods to ensure you can achieve the right outcomes for your campaigns. These are: A full campaign with a set percentage mark-up fee that will include the below: • Review of role profile, role title •D rafting and placement of online advertising, including placements on: MJ, Jobs Go Public, LG Jobs, Guardian, Arts Jobs, Leisure Opportunities • Identification and approaches to targeted individuals in relevant sectors • Response management •P rovision of pre-qualified longlist (including due diligence through initial telephone screen, Google searching and social media profiling) An option to choose from a range of services to create a package: • Review of role profile, role title •D rafting and placement of online advertising including placements on: MJ, Jobs Go Public, LG Jobs, Guardian, Arts Jobs, Leisure Opportunities • Identification and approaches to targeted individuals in relevant sectors • Response management •P rovision of pre-qualified longlist (including due diligence through initial telephone screen, Google searching and social media profiling) • Provision of first interview service If you are utilising the direct award process you will need to have approved the call-off terms and conditions. Once you have a chosen provider you will then need to complete the order form and have this signed by both the provider and your organisation.
Further Competition A further competition is where the providers on the lot have the opportunity to bid for the services that you require. If you would like to carry out a further competition you can either: • Utilise your own documentation • Procure through the LGRP website www.lgrp.co.uk • Download template documents through the LGRP website www.lgrp.co.uk • R equest template documentation from the London Borough of Waltham Forest or YPO You will be required to prescribe in your further competition the type of service you require, this will include an approach to the search and selection strategy for the campaign, costs and indicative timetables etc. In your further competition and call-off document you will be required to detail your percentage split between price and quality. You will have the flexibility to advise providers of your requirements through the further competition. The below gives you an idea of the kind of areas you might want to cover in your further competition: •C osts for each element of the exercise will need to be broken down in the proposal, this should include: o Actual costs for work involved o Percentage rate o Total costs o Expenses rate if applicable •W hether the provider will be delivering each element themselves or outsourcing the work (and if so, which elements and to whom) •M ethodology for sourcing candidates including, if advertising is recommended, a rationale for why the provider believes search alone will not be sufficient and recommendations for online media/publications •M ethodology for selection, including but not limited to assessment centres, technical interviews and personality profiling. Providers should indicate whether they have in-house exercises ready or whether a new exercise will need to be designed, provide approximate associated costs and indicate resources required from organisations. • Recent relevant experience of managing similar campaigns in the last two years • The nominated consultants leading on the exercise • Suggested timetable • Salary benchmarking, taking into account local and national issues • Indication of market conditions and likely ease/difficulty of filling the post given salary, location etc. •W hether the provider has in the last two months or is about to recruit to this post in other organisations. This should include an indication of any market intelligence in terms of other organisations recruitment activity for similar job roles which are out to market or about to go out • An outline diversity attraction strategy for this role If you are utilising the further competition process you will need to have approved the call-off terms and conditions. The further competition can then be published to all providers either through www. lgrp.co.uk or on your own systems. The bids will then need evaluating and your successful provider can be agreed. Once you have a chosen provider you will then need to complete the order form and have this signed by both the provider and your organisation.
Procuring Interim Recruitment All interim roles can be procured through a direct award or further competition. Providers are likely to require the below information to suggest appropriate candidates via a direct award or further competition: • Job title • Salary • Organisation structure appropriate to the post • Job description/person specification/role behaviours • Other information which will inform the process (to be agreed with the framework providers) A detailed process for interim recruitment is covered in the specification. Each provider on the framework has provided a set percentage margin for each of the different types of interim roles. Please see the pricing documents available from YPO/London Borough of Waltham or via www.lgrp.co.uk. You can direct award to a provider on the framework that comprises of the most advantageous offer to meet your needs. When a direct award is carried out to a provider, they will be expected to provide: •S uitable CVs supported by a summary report, providers will be expected to work closely with the organisation to provide advice and guidance throughout • It is anticipated that it will occasionally be necessary to pay expenses to interims as part of the package agreed. All expenses will be subject to approval in advance by the organisation and will only be paid at cost The provider will then be required to respond with the following: a) P rovide, in a single email, suitable CVs by email within 48 hours or as a timescale agreed with the organisation. Include with the CVs: •A summary report demonstrating clearly how each CV submitted meets requirements and showing the candidate’s availability • T he candidates’ actual day rate and any anticipated expenses, with a rationale based on market intelligence for the day rate commanded • A clear breakdown of the organisations margin If you are utilising the direct award process you will need to have approved the call-off terms and conditions. Once you have a chosen provider you will then need to complete the order form and have this signed by both the provider and your organisation.
Further Competition A further competition is where the providers on the lot have the opportunity to bid for the services that you require. Framework Information Pricing Information Direct award pricing for the framework is available at www.lgrp.co.uk or by contacting YPO or London Borough of Waltham Forest. Terms and Conditions There are pre-agreed framework terms and conditions. If you wish to make any amends to the terms and conditions this is possible on the order form. To carry out a call-off under the framework you will be required to complete the order form and call-off terms and conditions. Specification The specification can be provided upon request by YPO or London Borough of Waltham Forest, or it can be downloaded at www.lgrp.co.uk. Rebate The rebate for this framework is 1% on all spend, this rebate is to cover the costs of creating and managing the framework. Benefits of the Framework Flexibility The framework allows for flexibility across a variety of resourcing requirements, it combines a range of working arrangements and solutions to ensure the providers can meet your needs. Simple to Use Simplicity is what this framework is all about, you can procure across different lots and/or just procure one off services. All you have to do is direct award or carry out a further competition from the providers and detail your requirements on the order form. Aggregated Spend Organisation spend will be amalgamated across the country to ensure the best possible rates are provided. Collaborative Working Procuring through this framework will help to collaborate not only with YPO and London Borough of Waltham Forest but with other organisations from around the country. Engaging and understanding HR services from around the country to develop and manage these services in the most appropriate ways. Reduced Timescales Procuring through the framework will be quick and efficient. There are no OJEU timescales to comply with, you can either direct award or carry out a further competition. Compliance with EU Regulations The framework is fully EU compliant in line with EU 2015 regulations. This reduces the risk to your organisation of procuring your own services. Standards All Checked YPO has already done all the checks to ensure that the providers throughout the framework have all the correct level of standards.
