      ORGANIZATION: APPLIED MODEL, AND
                 ASSESSMENT

   ABSTRACT
       Electronic human resource (E-HR) is a kind of an organization that uses computer
   devices, handled devices and laptops. The aim of this paper is to improve the E-HR
   systems; in particular it provides the requested business completion to the employees
   with less time and effort. The system is a desktop application uses internet network
   and it has many services to improve the HR process which makes HR system an
   integrated system that has many services such as: Inquiries about employees,
   vacations, absence, attendance and labor turnover, debt, delay in work, salaries, work
   contracts, penalties, deductions, overtime hours, and many other services. It also gives
   back full reports for managers and employees. One of the new services that is added
   in this system is SMS service which is a two ways service: ("Send messages now" and
   "Save messages and send it later"). This developed system is good, friendly, and the
   most important individuals involved in the research are managers, employees, and
   organizations such as: Factories, companies, banks, universities or any organizations
   looking for a proper HR system that exactly suits their demands.

1. INTRODUCTION
In the last two decades of the twentieth century in particular, the world witnessed a
tremendous revolution in the field of digital electronics technology, and as a result of this
development, new means and languages have emerged to develop programs and systems. The

most important systems that we concern about are those based on the use of the application
interface and the visual usage, which have greatly facilitated the process of developing
programs and systems with a high level of technology, complexity, accuracy, quality and
tangible effectiveness, especially those related to programming languages "and" databases "
[1]
    In the field of human resources management, the computer plays an effective role in
facilitating the task of using the computer to save files instead of saving them in records and
paper files that were subject to damage, loss and theft, and thus are preserved safely, retrieved
and modified with less time [2]. The traditional method of preserving and retrieving
information is incapable of meeting the immediate requirements and accomplishments
required by the human resources system and conducting calculations, modifying, printing and
storing them [3]. Thus, it is necessary to deviate from the traditional method to a modern one
that depends on modern information technologies, represented by the use of computer
hardware and software.
    The proposed system provides a simple and easy-to-handle environment with high
efficiency and flexibility for the user, and at the same time it is user-friendly, i.e., that the user
is not required to be highly efficient, but any user can use the system easily and efficiently;
this system consumes little time and effort from the user in order to operate the system
efficiently and with high accuracy. In this system, information is entered in an easy way and
then the operations are done very smoothly, for example conducting search and amendment
operations for employees are done quickly and then this information is stored directly to
database in order to return this information simply and very fast at any time. Thus, the main
aim of this system is to improve the E-HR systems, in particular it provides the requested
business completion to the employees with less time and effort.

2. RELATED RESEARCH
Rameshbabu [4] considered the electronic human resources system to be an integrated
computerized system that organizes the work of employees in institutions. Adopting this
system helps in improving human resource service. Also, this system helps in reducing
operational costs, and at the same time helping to respond quickly and provides services in an
attractive way to employees. In addition, the electronic human resources system is one of the
foundations of modern organizations, which has a major role in accomplishing the work of
the organizations. At the same time, these systems that are based on modern technologies
provide strategic services to organizations, but these services have a high cost. In addition to
that, the uses of systems based on the Internet network have a kind of risk in terms of
information security and privacy [5].
    According to S. Ahmad [6], after evaluating a group of human resources systems, he
found that there are a set of obstacles that may face the use of such systems, including the
high cost, the lack of experience of the HR employee in dealing with this type of technology,
due to the lack of sufficient skills. At the same time, these systems work to collect a huge data
from the Internet, but it needs to have an employee with high level skills to sort and classify
these data, and here we come again to the idea of skills that a human resource employee
should have.
    Moreover, this study emphasized that the spread of technology contributed to accept the
idea of human resources systems after being conducted [6] on employee attitudes towards
human resources systems and the role of these systems in achieving employee welfare. It.
also, emphasized that it is a more productive and strategic way of working to achieve the
goals of the organization. On the other hand, from another point of view, these kinds of
systems will reduce the number of HR employees, and their work will be based only on

consultation. This means, the HR employee will be shift from service delivery to strategic
consulting [7].
    I addition, because of Corona-virus disease (COVID-19), which driven to spread of e-
learning systems that has play a major role in private and public university systems [8], some
researchers believe that using e-learning platforms in human resource management activities
such as training and distance learning could be an investment for universities by using the
technological infrastructure in a positive way [9]. Moreover, many public organizations using
E-HR system in a high rate and proved how this kind of system can improve the
organizational excellence like Social Security Corporation in Jordan [10].

3. THE E-HR CONFIGURATION
Two types of users can deal with this system: Admin (HR-manager) and Users (Employees).
Each type of users has different types of tasks and permissions, depending on their level of
authority

3.1. System Admin Side

    According to figure 1, this home page gives permission to administrator and managers to
access E-HR services. It allows authorized manager to use the system to access the
information of company departments and employees' information. Through this page, the
manager can do many tasks in the cases stated below:
     Administrating all the system’s tasks,
     Add, update and delete the employee's information (their real name, employee ID and
       password),
     Create, add, update and delete the departments' information
     Create, add, update and delete the employee vacations information
     Create new manager profiles

      Create, add, update and delete the employee Salary information

3.2. Users (Employee) Side

    The second part of this system is related to the users who have permissions to use the
system. The employee as a main user of the system can do many tasks in the cases stated
below:
     Create new account
     Print salary report
     Print vacations information
     Update profiles

4. SYSTEM DESIGN
The desktop application was implemented using
    VB.NET
The database tables and DML operations were implemented using
    Oracle Database 18c
The application programs was implemented using
    MS Visio 2013

5. E-HR SYSTEM FEATURES
Our system features are similar to many of the existing electronic human resource systems
features, but some features have been added to our system that make it different from other
similar systems and these are some of them:
     The system provides a database to store all information about the services with a high
        capacity.
     When the employee updates his/her information, the system sends notification to his
        manager automatically.
     The system allows the employees to download their own reports directly from their
        PCs.
     The employee can see the last announcement added by managers.
     Managers have a permission to send SMS messages in two ways.

5.1. Send SMS Directly
This way helps manager to send SMS immediately; in this way manager can send SMS to all
employees or to some of them as the following:
    To send SMS to all employees, the manager should use "Send now" button. In this way,
the manager only needs to write his/her message and chooses "All" to select all employees
and then presses send now, and then the system gives a message box shown that your
message is sent successfully. At the same time, if the manager wants to send message to some
of the employees, he just needs to click "custom choice, in this way he/she will get a new
window with a dropdown list that has an employee's ID and then the manager can click search
to review ID's and choose the employee he/she wants to text.

5.2. Save SMS to send it later
This option helps manager to write a message and save it with date and time wants it to be
sent and the system will automatically send it. The manager, also, can send a message for the
entire employees or some of them.

6. CONCLUSION
E-HR provides further flexibility for the companies and organizations to manage and organize
their work. The system helps companies to do their jobs not in a traditional way which helps
them to manage their employees and take the right decision at the right time. The services
provided by the system are to help the human resources manager to perform many tasks; the
most important of which are:
1) Arranging and scheduling the leave system for every employee in the company regularly
and including them on the computer.
2) Organizing work contracts and renewing workers' cards, in addition to completing all
procedures related to the attendance and departure of workers.
3) Follow-up on the annual reports submitted to the director by department heads, and takes
all necessary measures and actions accordingly.
4) Follow up and organize the transactions in the confidential and regular files of all the
institution’s career staff.
5) Organizing and following up all procedures related to employees, such as transfer
entitlements from one branch to another, assignment, annual salary increases, and financial
bonuses.

    This paper and the project described here are assigned to anyone interested in the field of
E-HR and its application. The most important individuals who might be interested in this
research are managers, company owners, and organizations such as factories, business
companies, institutes, or anyone else who may look for a proper E-HR system that exactly
suits his or her demands.
