Dear BLS Membership, We are truly grateful to Doug Hjelmhaug, Mike McAtee and Steve Pollack, our outgoing Board members who have volunteered their time to guide our HOA, dedicating significant time and energy to help chart our past, present and future and grow our Blue Lake Springs HOA as a community-oriented association. As our new Board of Directors gets acclimated into their positions, we will work diligently to stay true to the history and character that has made Blue Lake Springs such a special place for all of us. It is important to the newly elected board members that we earn your trust and have full transparency of actions taken on your behalf. To serve you the best, and make the best decisions, we need to know what you think to help guide our actions. Committees are filling up, please reach out to volunteer, we will try to accommodate everyone. The 4th of July celebration activities were special. My family and I thoroughly enjoyed all of it. The outside laser dance party was a fantastic alternative to fireworks. I was standing in the lodge lake when kids took turns sliding down the impromptu slide on the beach that was put on by maintenance staff. I didn’t see a face without a smile on it. Well done and thank you BLS staff for more memories. Please read Mr. Hein’s VIP post in this lodge log. The association has sent emails regarding dead or dying trees. Many of us (myself included) have seen recent increases or cancellations to our insurance premiums due to the number of fires and risk. We all need to be diligent to protect our community. Please do not hesitate to reach out if you have questions. Kevin Prosise President 4
VOLUNTEERS IN PREVENTION (VIP) Hello BLSHA Members! What a great month for fire prevention! Out of the 43 properties that were still non-compliant as of 7/1/2021, only 8 properties are not progressing. 35 of these property owners have either completed their clean-up or have an extension with a service provider lined up, within the next 30 days. We will continue to reach out to the remaining 8 property owners who are not responding. I would like to thank everyone for their efforts this year. It has been a rough ride since February of 2020, but the Membership stepped up and took care of their fire prevention responsibilities. This also includes one tough storm in 2021. Please keep this good work up, and please remember that PRC4291, Appendix B, and the BLSHA CC&Rs are in effect 12 months a year. Well done, BLSHA Members! Trim that Mountain Misery! Don’t forget to take a look at your properties around the end of August, and make sure that your annual grasses are trimmed and that your pines and cedars are not turning brown. Make sure to take a look at the top of your trees. If you are selling your BLSHA property, please take note that a new law took effect on 7/1/2021. The new law requires that all properties sold in high fire danger areas like ours, must be fully compliant under PRC4291 or any other local ordinance, such as Appendix B of the EPFD Unimproved Property Requirements. This law is still very new and while you need this document to complete the sale of your home, the logistics of who will complete these inspections and how long they will take to get is still in the air. Please send me an email and I will get out to your property within 72 hours, and get you the inspection which you require. I am the acting VIP Coordinator, so I have received permission from CAL FIRE to complete these inspections. The inspection document is good for 6 months. Please send me your email requests to vip@blsha.com. Please remember that while there is not a leash law in Calaveras County, the BLSHA CC&Rs state that once your pet leaves your property, they must be on a leash. We have many reports of roaming dogs being very aggressive to Members, while they are on walks with their own pets and children. Please respect everyone’s right to freely walk the streets, without this fear. Article III / Section 4: Animals/Household Pets The following restrictions shall govern and restrict pet owners: 1. The Calaveras County Code Chapter 6 2. Common household pets may be kept on improved property so long as the same are not kept, bred, or maintained as a commercial kennel. No other animals, livestock, or poultry of any kind shall be kept, bred or raised on any property. 3. Pets shall only be allowed on roads and trails when they are leashed and otherwise under the supervision and restraint of their owners. Pets shall not be allowed within the recreational facilities of the Association. 4. Each person keeping a pet shall be responsible for the conduct of such pets, to ensure that the same do not interfere with the quiet and peaceful atmosphere of the community. 5
(VIP Continued) If you have not signed up for the BLSHA Garbage Program, please get in this great program. The program is neither your regular garbage service nor does it act like a property management company. This service is to help you clean your garbage when you have no other alternatives, within a 24 hour time frame. When a spill is reported to us, we go out to the property, take pictures and send them to you (via email). We then ask if you would like us to clean the spill for you. The charge is $45.00 for each clean-up. YOU WILL NOT BE CHARGED UNLESS YOU APPROVE OF THE CLEAN-UP. If you choose not to use this service, you have 24 hours to have the spill cleaned up. Save yourself some time and just sign up. You may never use it, but you will be ready if you need to. Do not forget that BLSHA is a Fire Wise Community. Please contact me at vip@blsha.com to request the 2021 Fire-Wise Certificate and the current EPFD ISO Rating. These docu- ments will help you receive at least 10% off, on your fire insurance. Every dollar counts! Have a wonderful August! Autumn is around the corner. Cannot wait! It has been one hot summer! Thank you, Thomas Hein BLSHA Fire Prevention Coordinator 6
Rec Ramblings Hello Members, Ahoy Matey!! The Cardboard Boat Regatta was Saturday August 7th, and was a great success! The boat “Fish & Ships” was first to cross the finish line and won the Jack Sparrow award. The “Hour Boat” won the Titanic award, and The “Bakersfield Jazz” won the Yo-Ho-Ho award. Thank you to all who participated! You will be pleased to know BLS Has Talent is back…Sunday, September 5. We already have sign ups so dust off your dancing shoes, rehearse that song, and participate in our end of season evening under the stars. More information to come! Our 2021 t-shirts have been selling like hotcakes. We are so proud of both of our shirts; especially since they were designed by our own Veronica O’Boy. The selection is minimal, so if you want this Snowflake Lodge or Fly-in Lake keepsake come by the Rec Office to see what we have. Note: As we wind down our summer activities, please be mindful several of our recreation staff members leave early for college. Beginning the second week in August, please listen to PA announcements regarding safety. As always, Judith A. Anderson, BLS Summer Recreation Director 7
