Local Growth and Investment Plan (LGIP) Category 1: Major strategic locations requiring a multiple new school solution Sprowston/Old Catton/Rackheath (7,000 Likely requirements dwellings, likely to continue growing to 10,000 dwellings) 2017 - new 420 place primary – White House Farm Broadland 2018 - new 420 place primary – Beeston Park 2020 - new 420 place primary – Beeston Park 2021 - new 1600 place secondary school plus 300-400 place 6th form Current Position In the short term, pressure continues to the north of Norwich and in Sprowston for reception places.. Forecasts indicate that in September 2016 more places will be required. A new Free School (The Charles Darwin Primary) of 420 places will be opening in September 2016, the indicative location being ‘centrally’ in Norwich. Depending on the location, this should help with current pressures. Children’s Services have begun discussion with Persimmon Homes regarding the handover of the site for a new Primary school at White House Farm in Sprowston. Housebuilding has started and initial stages of planning the new school have begun. The majority of the cost of this new school will be developer funded. NCC will be taking a decision on commissioning in the coming year. Sparhawk Infant has been expanded to 2FE which will flow to Falcon Junior but the area is otherwise at capacity. Beyond Green has outline planning permission for 3,520 dwellings for which NCC are negotiating sites to build 2 x 2FE Primary phase schools. Community Infrastructure Levy (CIL) funding will be sought. It is likely that construction of the Northern Distributor Route (NDR) will lead to more housing applications coming forward and this will be closely monitored with Broadland District Council. NPS has completed site investigation options for a new secondary school in the ‘north-east triangle’ in response to the planned 10,000 houses in the area. Four possible sites have been identified and basic investigations on the suitability of each site have been completed. In the next year, Children’s Services will commission further work to bring this new secondary school forward.
Thetford (5,000 dwellings) Likely requirements Breckland 2016 - expansion of Drake Infant to all through primary (construction under way) 2018 - new 420 place primary within new development 2019 - new 420 place primary within new development 2021 - new 420 place primary within new development Current Position Demographic pressure at reception age has increased over the past few years but forecasts indicate that this will now stabilise. Plans to enlarge Drake Infant School to a 2FE Primary are being implemented, following the acquisition of additional land. In September 2016 year 3 will stay on at the school. Raleigh Infant School expanded to a full 3FE from September 2015 with a modular build to accommodate one further classroom and once Drake becomes an all-through Primary will be the only feeder school for Admirals (3FE). Planning is under way for long-term build solutions for the shared Admirals/Raleigh campus. These improvements at Primary stage in Thetford will give the full 12FE capacity the Town currently needs. The major housing development for the new 5,000 dwellings will be undertaken in phases. An outline planning application has been approved by Breckland Council for the first phase of housing and this is expected to begin on site shortly. Negotiations have taken place to secure sites and contributions for up to 3 x 420 place Primary Schools within the development boundary. The County Council has been asked to underwrite the initial costs of the first new primary school prior to Section 106 contributions becoming available. This forward funding has been agreed by Capital Priorities Group and will be a first call on the 2017/18 basic need funding. Attleborough (4,000 dwellings) Likely requirements Breckland 2017 - new building in south of town for existing infant school to move to these new premises and expand to become 630 place all- through primary. 2017 - enlarge existing junior school to include KS1 provision to become all through primary. 2019 - new 420 place primary school in response to new housing. 2020 - new 420 place primary school in response to new housing. As required- implementation of Attleborough Academy Masterplan for growth.
Current position Governors of the three existing schools support proposed reorganisation which will see junior school extended on current site to become 2FE all-through primary, and the infant school relocated and expanded to provide 3 FE all -through primary. Consultation on school reorganisation has been completed. Two sites identified in the south of the town for the new site and a preferred site identified; purchase decision pending. Feasibility work commissioned for extension of the junior school Masterplan complete for the High School to expand using premises vacated by infant school and further expansion on their existing site. Some ad hoc housing developments are coming forward which are now being considered as part of the 4,000 new homes for Attleborough. Indicative locations for the 4,000 new homes are available but development relies on a link road from east to west of the town to allow traffic from Diss to the A11. NCC Children’s Services are working closely with Breckland District Council and the Town Area Action Group to ensure consultation on all aspects of the housing growth. Category 2: Development locations where a new school is anticipated Wymondham (minimum 2,200 dwellings) Likely requirements South Norfolk 2018 - new 420 place primary within new development to the south of Wymondham town 2016+ continued expansion of Wymondham High Academy in response to housing growth (Phase 1 complete and phase 2 currently at tender stage) Current position The reorganisation of the three infant/junior schools in Wymondham was implemented in September 2015 for them to grow to 3 x Primary phase schools in the town to accommodate existing children in 6 forms of entry. Several housing developments in Wymondham are now on site and the build rate is fairly rapid. The large housing developments (730 and 500 new homes) at Silfield which will give Children’s Services a new Primary school site is now moving forward with both sites sold to housing developers and full planning applications being progressed to committee. Talks with the land promoter are taking place to ensure the timing of the transfer of the new school site is appropriate for place planning. It is likely that temporary places may be required prior to the new school being opened. The commissioned masterplan for Wymondham High Academy identified the maximum size the school could expand to on its current site as 2050 places (an indicative mix could be 1650 11-16 plus 400 6th form). The plan showed phased development of the site and one phase has already been completed with the second phase under way. Monitoring of the need for additional in-area places will initiate further phases of expansion at this school Children’s Services will continue to raise serious concerns with South Norfolk on any further housing coming forward in Wymondham outside of the Local Plan allocations due to the
constrained nature of the school site at Wymondham High Academy and is currently supporting South Norfolk in defending planning appeals. Cringleford (1,200 dwellings) could be Likely requirements increased to 1,450 2019 - new (up to) 420 place primary South Norfolk 2019 -expansion to Hethersett High Academy Current position Two further housing developments are at planning stage in Cringleford for up to an additional 1,450 new homes. One development includes provision for a new school site of up to 2ha which will be given free of charge and discussions have taken place with land promoters regarding the location of the new school. Contributions to build the new school will be sought through the Community Infrastructure Levy (CIL). Expansion to Hethersett High Academy may also be required in response to this housing. Hethersett (1,200 dwellings) Likely requirements South Norfolk 2018 - new 420 place primary school Expansion to Hethersett High Academy as required by housing in Hethersett and Cringleford Current position Site in major development reserved by developer for new 2FE primary school, Discussions have been had with the infant school and junior school in the village as to options for the future organisation of education provision but this will be subject to further discussion and local consultation It is likely that housing pressures can be accommodated in the existing schools until the larger scale growth is on site which is anticipated to be mid 2016 at the earliest. Additional land has been safeguarded at Hethersett High Academy to be able to expand the school to up to 9FE if required. This expansion is necessary not only from the Hethersett growth but also from housing growth in Cringleford. A development Masterplan for the Hethersett High Academy site has been drawn up.
West Winch/North Runcton (potential for Likely requirements 3000 new homes with 1600 allocated up to 2026) 2020 - new 420 place primary school 2026+ - new 420 place primary school King’s Lynn and West Norfolk This development will be served by the King’s Lynn secondary schools; accommodation sufficiency will be kept under review Current position Developers have submitted a planning application for 1,100 homes and Children’s Services have been consulted on a pre application on a further 2400 homes. NCC, as consultees, have indicated the need for initially a 2FE Primary phase school in response to the application with a contribution towards expansion of West Winch Primary plus another 2FE primary in response to the pre application enquiry. Bradwell (1,000 dwellings) Likely requirements Great Yarmouth 2018 - new primary phase school of between 210-420 places Current position Outline planning application for 1,000 houses has been approved. First phase of infrastructure (link road) is complete and the first phase of housing is underway. Negotiations with Persimmon Homes resulted in a 1.5ha new school site free of charge plus contributions towards a new school although this is not fully funded by this housing development. Likely requirements Fakenham (800-900 dwellings, possibly rising to 1,100 later in next Local Plan 2019 - possible new primary phase school period) although a site is not yet identified. North Norfolk Current position NCC have been consulted by North Norfolk District Council on the proposed 800-900 new dwellings at Rudham Stile Lane. NCC have asked for land for a new Primary phase school to be safeguarded. No sign of immediate development of the whole site although a small part of the site (78 dwellings) is proposed in the short term Consideration of the need for a new school, together with a review of the opportunities for wider structural changes in primary phase education in the area will begin mid-2016. NCC and TEN Group (a multi-academy trust) are working together on options to
rationalise Fakenham Academy on one site, linking with NNDC Local Plan review. This is not Basic Need and represents a significant financial challenge to both parties. Norwich Central (3,000 dwellings) – other Likely requirements than the Deal Ground (circa 600 dwellings and Threescore, Bowthorpe (circa 1000 2016+ as required - additional form of entry at dwellings), most allocations are smaller Bignold Primary School brownfield sites in the City, but including the central regeneration area – St Anne’s 2018+ - possible new 210 place school at Wharf of 430+ homes. Garden Street Norwich Current position There is continued pressure on places in Norwich but more in the north than in the central area at present. A project to increase the capacity of Bignold Primary to 630 places is under active consideration. A site for a new Primary phase school at Garden Street, off Rouen Road, has been safeguarded by Norwich City Council and NCC have been given up to the end of 2016 to provide clear evidence that a new school will be required. A new Norwich primary free school will open in September 2016 – The Charles Darwin Primary. Trowse (250 dwellings) and Deal Ground Likely requirements (circa 600 dwellings) 2017 - new 210 place school building with the South Norfolk existing Trowse Primary school moving to this new accommodation and growing to a full one form of entry. Current situation There are two allocated sites in Trowse with both sites having planning permission for a total of 174 (91 and 75) new homes. There is 1ha safeguarded on one site with a further 0.4ha safeguarded adjacent on the other site for a new school. Discussions are taking place with the owners, Norfolk Homes and the Arminghall Estate, as the first reserved matters planning permission in favour of the fomer’s site is expected shortly with anticipated start on site around the middle of 2016.
Long Stratton (1,800 dwellings) Likely requirements 2019 new primary phase school ( size to be decided) 2019 - new primary phase school ( size to be decided) South Norfolk Current position NCC continue discussion with South Norfolk District Council regarding proposed 1800 new homes in Long Stratton. A new primary phase school will be sought. Secondary numbers will be accommodated in existing high school, with extensions. There is no indication of pressure for places at either of the local primary phase schools for the next few years until housing development commences. Discussions will need to be had when the time comes on how the first children from any new housing can be accommodated prior to the new school being built. When the new primary school is being considered, NCC will also need to discuss with local primary phase schools the option for school organisation to move to all-through primary. Costessey – (550 dwellings final allocation) Likely requirements South Norfolk 2018 - possible new 210 place primary school Current position Development has commenced on this final allocation at Lodge Farm where a 1ha school site has been safeguarded, although only 0.5ha will be given free of charge, with the remainder to be purchased at residential value. Costessey Infant is under pressure for places and took its full intake of 90 children in Sept 2015. A bulge year is coming forward for September 2016 which will need to be accommodated, options are being discussed with the school. This could lead to a single site school in due course, whether at 420 or 630, depending on the decision about a new school at Lodge Farm. Costessey is likely to have a sustainable 5FE in the future, a formal appraisal is thus required during 2016 to explore possible options for future primary phase education in Costessey. Hellesdon – (up to 1200 on existing golf 2021 new 420 place primary school club and (later) hospital site) Broadland Current position: Planning permission has been sought on the first 500 new homes on the East site of the Royal Norwich Golf Club along with an outline application on a further 500 homes on the west site. The Golf Club have plans to move to a new site in Weston Longville in 3 years’ time when their existing site will be vacated for housing. There is a further allocation for around
300 new homes on the Hellesdon Hospital site adjacent to the west site of the Golf Club. Children’s Services have been offered a new primary school site for a 2FE school on the west golf club site and site investigations are being done as to the suitability of this site. Other suitable school sites are being investigated within the boundary of the golf club. Persimmon Homes are the developers for the east site and they have advised us that they expect to be on site Spring/Summer 2016 with a build out rate of initially 50 dwellings per annum for the first 2 years increasing to 100-125 dwellings per annum from 2018, expected completion of 1000 homes by 2026. Some discussions have taken place with existing schools but further discussions are now required to ensure children from the first phase of development have access to school places before the new school is built. Opportunities for re-organisation of existing schools are also being considered and discussed. Category 3: Planning areas where planned housing growth will require demand and supply of school places to be kept under review Wisbech Fringe (550) King’s Lynn and West Norfolk Existing: place intake ( 1 FE) Place Requirements (FE) Emneth Primary School (30) 2017: Catchment: 27 ( 1 FE), Preference: 40 (1.5 FE) 2020: Catchment: 28 (1 FE), Preference: 43 ( 1.5 FE) Current position: Large scale housing is proposed for Wisbech with around 500 new dwellings on the Norfolk side of the border adjacent to a larger site on the Cambridgeshire side. For the larger site, a new primary phase school in Wisbech is being planned. S106 money has been claimed towards expansion to Emneth Primary School as a result of the 500 new dwellings but concerns have been raised as to where children from this development will actually go to school bearing in mind the location of the site. NCC will work with Cambridgeshire CC and Kings Lynn and West Norfolk BC to decide how adequate place provision will be provided, particularly whether a cross-border school to serve the whole new development is achievable.
Aylsham (550) Broadland Existing: 72 place intake at Infant Place Requirements (no housing) (FE) School: YR 2017: Catchment: 53 (2 FE) St Michaels Infant School (36), John of Gaunt Infant School (36). YR 2020: Catchment: 48 (2 FE) 60 PAN place intake at Bure Valley Junior School. Y3 2017: Catchment: 71 (2.5 FE) Y3 2020: Catchment: 53 (2 FE) Current position There are two housing developments in Aylsham both of which are on site. Forecasts indicate that 3FE across the Primary phase should at least be planned for the future. Plans have been put forward to expand both infant schools to 1.5FE each and the junior school to a full 3FE. Additional places will be provided on a phased basis and dependent on the required demand. Options for long-term primary school provision in Aylsham will need discussion with Broadland District Council. Threescore, Bowthorpe (1000) Norwich Existing: Long-term requirement likely to be 5FE 2FE Clover Hill Infant School (60 places) 2FE Chapel Break Infant School (60 places) 4FE St Michael’s Junior School (120 places) Current position The start of the long awaited Threescore development is now imminent and phase 1 (care home and elderly homes) is on site with phase 2 -1000 new homes - expected to be on site in March 2016 (phase 2 - 174 homes - has full planning permission). Build rate will be as demand takes so difficult to predict but with both infant schools at capacity it would be prudent to start moving towards 5FE from Sept 2017 although an anticipated ‘bulge’ year in 2016 will require up to an additional form of entry. Pupil forecasts indicate a likely demand for 5FE in Bowthorpe in the future. With site restrictions on the current school sites, alternative options for primary phase education in the area need to be explored.
Cromer (400-450) North Norfolk Existing: 75 place intake (2.5 FE) Place Requirements (FE) - Suffield Park Infant School. YR 2017: Catchment: 68 (3 FE), Preference: 55 (2 FE) 75 place intake (2.5 FE) - YR 2020: Catchment: 76 (3 FE), Preference: 75 (2.5 FE) Cromer Junior School. Y3 2017: Catchment: 69 (2.5 FE), Preference: 70 (2.5 FE) Y3 2020: Catchment: 73 (2.5 FE), Preference: 74 (2.5 FE) Current position: Forecasts suggest a longer term requirement of three forms of entry at each of Cromer Infant and Cromer Junior schools. A capital project to increase Suffield Park infant school to a full 3FE in permanent accommodation is funded and is planned to open in September 2017. Although there is no immediate pressure for places at Cromer Junior School an assessment of accommodation has been completed to match the 3FE with the infant school. One additional classbase will be required to substitute one currently used as a Specialist Resource Base Dereham and outskirts (Scarning and Breckland Toftwood) (600 – possible significant growth in future Breckland Local Plan) Place Requirements (FE) Existing provision at YR: Grove YR 2017: Catchment: 275 (9.5 FE), Preference: 263 (9 FE) House Infant (30), Kings Park Infant (30), Dereham Church YR 2020: Catchment: 261 (10 FE), Preference: 255 (9 FE) Infant School (60), Toftwood Infant (90), Scarning Primary (45) Y3 2017: Catchment: 223 (7.5 FE), Preference: 201 (7 FE) Total 8.5FE Y3 2020: Catchment: 245 (8.5 FE), Preference: 202 (7 FE)
Current position: Dereham Town itself has 120 places at YR between the three infant schools. In September 2015 there were 155 children at YR. Dereham relies heavily on both Scarning and Toftwood to accept children from Dereham. Breckland Council have advised Children’s Services that a significant number of new dwellings could be planned for Dereham in the future. Numbers will be monitored and a whole town review, including Scarning and Toftwood will be undertaken. Scarning Primary has scope to expand to 2FE in the future and the school have agreed to accept additional children to cover a bulge year for 2016. Diss (300) and Roydon South Norfolk Existing: 100 place intake (3.5 Place Requirements (FE) FE) 2017: Catchment: 126 (4.5 FE), Preference: 108 (4 FE) Diss Infants (60) and Roydon Primary (40) with Diss Junior (60) 2020: Catchment: 126 (4.5 FE), Preference: 109 (4 FE) (2FE). Current position: The federated Diss Infant and Diss VC Junior Schools moved Year 2 to the Junior School site in September 2015 to allow for a bulge year (92 pupils) at the infant school. Internal modifications at the junior school allowed for that move to happen. A project to increase the capacity at Roydon Primary School to 420 places is moving forward with an anticipated phased opening from September 2017. Further discussions are planned with both South Norfolk District Council and schools to plan for the future of education provision for Diss, taking into account possible future housing growth and the restrictions of the existing school sites at Diss Infant and Junior schools. Downham Market (390 minimum) King’s Lynn and West Norfolk Existing: 144 place intake (5 FE) Hillcrest (90) and Nelson Academy (54) Current position: Three sites have been allocated for housing around Downham Market with a total of 390 dwellings. However, with the absence of a 5 year land supply, unallocated sites are coming forward which are likely to be accepted. We have been advised that there could be significant growth around the town. Plans are in place to take Hillcrest to a full 3FE and Nelson should be considered for a full 2FE (currently PAN 54)
A site for a new primary school in Downham Market has been offered by a housing developer but is considered too early in the planning process at this time. Longer term it is possible that a third school will be required but will be investigated as part of the revision of the local plan with Kings Lynn and West Norfolk Borough Council. Pupil numbers for the next few years or until house building rates increase can be accommodated within existing provision but longer term planning for Downham Market will now begin There is currently no pressure for places at Downham Market Academy Great Yarmouth Great Yarmouth Existing: 10FE in town with scope Place Requirements (FE) for 11FE. 9.5FE places were required for September 2015 and the Alderman Swindell Primary 1FE pattern looks similar for September 2016. There is flexibility in the system and additional places available at Northgate Primary 2FE Great Yarmouth Primary Academy if required. St George’s Primary 1FE North Denes Primary 2FE St Nicholas Priory Primary 2FE Great Yarmouth Primary Academy 2FE (with scope to 3FE) Current position: From September 2015 all Yarmouth primary phase schools have been all-through primaries. Forecasts indicate an increase in reception age numbers for September 2016 but with the volatile nature of pupil numbers in Great Yarmouth, these will be monitored as part of the admissions exercise and additional places provided if found necessary.
Holt (250-300) North Norfolk Existing: 30 place intake (1 FE) Place Requirements (FE) Holt Primary (30) 2017: Catchment: 38 (1.5 FE), Preference: 32 (1.5 FE) 2020: Catchment: 49 (1.5 FE), Preference: 39 (1.5 FE) Current position: Local discussions have taken place in 2015 on sufficiency and suitability of Holt Primary School to respond to the impact of increased housing for the Town. The conclusion is that the school site and buildings are not suitable for expansion and work is taking place to look at options of a new school site in the town. NCC are working with North Norfolk District Council to look at all site options available. Hoveton (100-150) and Wroxham North Norfolk Broadland Existing: 30 place intake (1 FE) Place Requirements (FE) St John’s Primary School (30). 2017: Catchment: 25 (1 FE), Preference: 27 (1 FE) 2020: Catchment: 28 (1 FE), Preference: 29 (1 FE) Current position: Discussions have been had with both the Primary and Secondary schools. There is no immediate pressure for St John’s but the level of housing likely in the medium term in both Hoveton and Wroxham will put pressure on primary places. The school site is large enough to expand to potentially 2FE if necessary. A masterplan has been completed to expand Broadland High School to 900 places if and when required. North Norfolk Council have indicated that Hoveton will remain of interest in its housing strategy as a settlement with capacity for additional sustainable growth.
Hunstanton (330) King’s Lynn and West Norfolk Existing: 30 place intake (1 FE), Place Requirements (FE) Hunstanton Primary School YR 2017: Catchment: 42 (1.5 FE), Preference: 34 (1.5 FE) YR 2020: Catchment: 57 (2 FE), Preference: 47 (2 FE) Current position: Hunstanton Primary School is now single-site and a capital project to enlarge the building is complete There are three allocated housing sites in Hunstanton resulting in around 330 additional homes. Hunstanton Primary School site is large enough to increase in size and it is possible that longer term a 2FE school will be required. King’s Lynn, The Woottons (circa 1000) King’s Lynn and West Norfolk Existing: 105 place intake (3.5 Place Requirements (FE) FE) YR 2017: Catchment: 54 (2 FE), Preference: 94 (3.5 FE) South Wootton Infant (60), YR 2020: Catchment: 69 (2.5 FE), Preference: 110 (3.5 North Wootton Primary (45), FE) South Wootton Junior (60). Current position: Discussions with Kings Lynn and West Norfolk regarding the scale and timescales of this proposed housing are necessary. Once this information is clear then the impact on local schools needs to be planned accordingly. All schools in the area are at capacity but mainly due to parental preference which is clearly evident in the area. Expansion to existing schools is likely and land to expand the site of South Wootton Junior school will be required of the developer of the adjacent allocation.
King’s Lynn, Knights Hill (650-700) King’s Lynn and West Norfolk Existing: Reffley Community Place Requirements (FE) School 420 places (2FE) 3 FE overall Current position: This proposed housing location would indicate that children would go to Reffley Primary School. Reffley Primary has filled its PAN of 60 for the past 6-7 years so if this development goes ahead, expansion to Reffley Primary to 630 places would be the preferred option; the site size indicates that this could be achieved. Pre-application consultations were received in August 2015. King’s Lynn, Lynnsport central King’s Lynn and West Norfolk development (400) North Lynn is currently served by Place Requirements (FE) St Edmunds Primary, Highgate Infants and Eastgate Primary Local provision will need to absorb at least 220 children schools. from this development. Current position: To serve current population growth in the central part of the town, the expansion of St Martha’s RC VA Primary to 420 places is now on site with a view to complete in September 2016. Consideration being given to a potential new primary school building in the Lynnsport development; the Borough is offering a school site in Lynnsport free of charge to NCC and earlier discussions with local schools can be restarted. Any investment will not be covered by Basic Need funding as the new building will replace existing places at St Edmunds.
Land East of Broadland Business Park Broadland (GT11) (allocation of 850 dwellings) Existing: 30 place intake (1 FE) Place Requirements (FE) Little Plumstead VA Primary 2017 (bulge year): Catchment: 38 (1.5 FE), Preference: 38 School (1.5 FE) 2020 (housing influence): Catchment: 49 (2 FE), Preference: 47 (2 FE) Current position: The logical response would be to increase the primary school from 210 places to a 420 place school and this need to be discussed with the Governors and Diocese. Early feasibility suggests the expansion would be possible Although there is no indication of an imminent start of this housing development, pressure for places at Little Plumstead for September 2106 is indicated and a decision whether to go ahead with the expansion project needs to be made shortly. Poringland/Framingham Earl (450 South Norfolk remaining from allocated sites with planning permission) Existing: 60 place intake (2 FE) Place Requirements (FE) Poringland Primary (60) 2017: Catchment: 88 (3 FE), Preference: 64 (2.5 FE) 2020: Catchment: 93 (3 FE), Preference: 71 (2.5 FE) Current position: An expansion to increase the capacity of Poringland Primary to 420 places has started with phase one completed with the replacement of all their mobiles, taking it to 315 places. Phase 2 to take the school to 420 places in permanent accommodation is currently on hold pending the demand for these places.
Mulbarton (180 in construction) South Norfolk Existing: 60 place intake (2 FE) Place Requirements (FE) Mulbarton Infant School (60) 2017: Catchment: 65 (2.5 FE), Preference: 55 (2 FE) Mulbarton Junior School (60). 2020: Catchment: 77 (3 FE), Preference: 66 (2.5 FE) Current position: A project to improve the efficient provision of 420 places across both schools to a full 2FE is now on site. A bulge year for September 2016 of a predicted additional 20+ on top of their current 2FE will need to be accommodated but longer term forecasts indicate that 2FE will not quite be sufficient. This is an area of concern which will be fully appraised in 2016 North Walsham Town (400-550) North Norfolk Existing: 131 place intake (4.5 Place Requirements (FE) FE) 2017: Catchment: 144 (5 FE), Preference: 124 (4.5 FE) North Walsham Infant (75) 2020: Catchment: 159 (5.5 FE), Preference: 137 (5 FE) North Walsham Junior (effectively 90). Millfields Primary (56) Current position: Pupil forecasts indicate that 5 forms of entry will be required for the future in North Walsham allowing for proposed housing allocated up to 2026. A feasibility study is taking place at North Walsham Infant School for more effective use of the building for 3FE with a projects at North Walsham Junior School complete to take that school to a full 3FE. Millfield Primary currently sits with a PAN of 56 and it would be sensible to consider a full 2FE (60) for the future. This plan would give adequate primary phase provision up to 2026 but it is likely that further large scale expansion will be allocated by North Norfolk to North Walsham in the future.
Harleston (200-300) South Norfolk Existing: 60 place intake (2 FE) Place Requirements (FE) Harleston VA Primary (PAN 60) 2017: Catchment: 85 (3 FE), Preference: 78 (3 FE) Note: only 360 places available 2020: Catchment: 85 (3 FE), Preference: 77 (3 FE) capacity (just over 1.5 FE). A new classsbase is being constructed which will ease current pressure Current position: The existing permanent accommodation at Harleston Voluntary Aided Primary School is unable to support the PAN of 60 which in the past has been acceptable with low cohorts of children. Future cohorts at reception are predicted to be maintained at 60 places for the short term increasing to up to the high 70’s over the next few years. We will be reviewing the overall position of Harleston VA primary School with the Diocese of Norwich and the school early during 2016 which will include the impact of the possible closure of Brockdish VC Primary School, upon which the County Council is currently consulting Reepham (200) Broadland Existing: 30 place intake (1 FE) Place Requirements (FE) Reepham Primary School (30) 2017: Catchment: 43 (1.5 FE), Preference: 34 (1.5 FE) 2020: Catchment: 45 (1.5 FE), Preference: 35 (1.5 FE) Current position: Reepham Primary School catchment numbers are around 40-45 but preference keeps pupil numbers within its Planned Admission Number with some children selecting other local schools. With some housing in the town the school could come under pressure for places which will need to be continuously monitored. Locally Cawston is being expanded to full 1 FE.
Swaffham (250 – with further allocations in Breckland future plan period) Existing: 60 place intake (2 FE) Place Requirements (FE) Swaffham Infants (60) 2017: Catchment: 86 (3.0 FE), Preference: 68 (2.5 FE) Swaffham Junior (60) 2020: Catchment: 101 (3.5 FE), Preference: 80 (3 FE) Current position: The main allocation of housing in the current Local Development Plan will place pressure on both the Infant school and the Junior school. Housing development has commenced. Forecasts indicate that 3FE will be required for Swaffham in the future and longer term (post 2026) further housing could be allocated to Swaffham. A desktop exercise indicates that both the infant and junior school have accommodation which could be re-used as classrooms. This is an area for local discussion in 2016, with the Diocese of Norwich as a significant stakeholder in future solutions. Watton and Carbrooke (up to 500) Breckland Existing: 120 place intake (4 FE) Place Requirements (FE) Watton Westfield Infants (90) 2017: Catchment: 156 (5.5 FE), Preference: 131 (4.5 FE) Wayland Junior Academy (63 2020: Catchment: 167 (6 FE), Preference: 141 (5 FE) increasing to 90) Carbrooke Primary (30). Current position: Forecasts show a sustained pressure for places in the town, with numbers rising rapidly as planned development is due to yield children requiring places. A major project is on site at the infant school to provide 3FE in permanent accommodation. Additional consequential capacity will be required at the Junior Academy by 2017 and a modular build is planned for 2016 to support this. Carbrooke is not able to be expanded further on its current site. The long term solution for Watton is a new primary building to replace the poor condition Junior school (academy with the TEN Group MAT) and early investigations are taking place to look for a possible new site in a location convenient for the new housing.
Easton (900) South Norfolk Existing: 30 place intake (1 FE) Place Requirements (FE) St Peter’s CE VA Primary School 2017: Catchment: 24 (1 FE), Preference: 33 (1 FE) (30) 2020: Catchment: 36 (2 FE), Preference: 40 (1.5 FE) Current position: The large scale housing allocation will provide additional land adjacent to Easton St Peter’s CE VA Primary School to allow expansion to 420 places (2FE). Ongoing discussions are being had with promoters of the development. CIL funding will be required. Costessey (Queen’s Hill) – around 300 South Norfolk dwellings remaining on this site Existing: 60 place intake (2 FE) Place Requirements (FE) Queen’s Hill Primary (60) 2017: Catchment: 96 (3.5 FE), Preference: 74 (2.5 FE) 2020: Catchment: 104 (3.5 FE), Preference: 78 (3 FE) Current position: Additional land has been secured adjacent to the school site via a CPO. Plans are in place to begin a phased expansion to the school from early 2016 to allow 3FE from September 2016 if required. Blofield Broadland Existing: 30 place intake (1 FE) Place Requirements (FE) Blofield Primary (30) 2017: Catchment: 28 (1 FE), Preference: 43 (1.5 FE) 2020: Catchment: 29 (1 FE), Preference: 46 (2 FE) Current position: A project to increase the school capacity to 315 places has been developed but is currently on hold pending evidence that these places are needed in the area. Blofield Primary is oversubscribed each year due to its popularity but pressure on places for local children is not yet evident.
Category 4: schools where demographic growth could put pressure either in the short or long term on places for local children or where accommodation has significant suitability issues to cope with growth NB – none of these schools have a place in future capital programmes Clenchwarton (100 dwellings) Kings Lynn and West Norfolk Existing: 30 place intake (1 FE) Place Requirements (FE) Clenchwarton Primary School 2017: Catchment: 22 (1 FE), Preference: 35 (2 FE) 2020: Catchment: 24 (1 FE), Preference: 36 (2 FE) Current position: Clenchwarton is likely to have around 100 new dwellings in the village and contributions will be claimed for education contributions due to the local school having several mobiles on site reducing its permanent capacity. The school is a 1FE and does pull in some children from outside of its catchment. However, of the 6 classrooms in the main building only 4 are of a suitable size for 30 children and the remaining 2 are very small. The school use a mobile as a classroom with outside toilets, a mobile library and mobile ICT space. Hingham (100 dwellings) South Norfolk Existing: 30 place intake (1 FE Place Requirements (FE) but accommodation for 177 places) 2017: Catchment: 25 (1 FE), Preference: 17 (1 FE) Hingham Primary School 2020: Catchment: 25 (1 FE), Preference: 19 (1 FE) Current position: Hingham Primary School has a PAN of 30 (210 places) but with only 6 classrooms two of which are mobiles. Their current intake does not require the use of more accommodation but with housing circa 100 dwellings in the area we have put in a claim to the CIL pot to replace the mobiles with permanent accommodation to take the school to a full 1FE.
Upwell Kings Lynn and West Norfolk Existing: 30 place intake (1 FE, Place Requirements (FE) 210 places, but accommodation for 170 places) 2017: Catchment: 28 (1 FE), Preference: 23 (1 FE) Upwell Primary School 2020: Catchment: 29 (1 FE), Preference: 23 (1 FE) Current position: Upwell Primary School has sustainable pupil numbers with small scale housing planned. The school capacity is 170 where 210 is required for a full 1FE. Several rooms are small and only suitable for up to 22 children. The future issues have become sharper given the designation of the school as the recipient school for the William Marshall School in Welney, which closed on 31 st December 2015. East Harling South Norfolk Existing: 30 places (1FE) Place Requirements (FE) East Harling Primary School 2017: Catchment: 42 (1.5 FE), Preference: 41 (1.5FE) 2020: Catchment: 38 (1.5 FE), Preference 39 (1.5 FE) Current position: East Harling Primary School is showing sustainable cohort numbers in excess of its Planned Admission number for future years. A feasibility study is in development to establish how the impact of small classrooms can be mitigated by internal improvement. Short-term requirements will be met with temporary accommodation.
