What is strengthened with CL 4 in Horizon Europe Global leadership in clean and climate-neutral industrial value chains, circular economy and climate-neutral digital systems and infrastructures (networks, data centres) Industrial leadership and increased autonomy in key strategic value chains with security of supply in raw materials Sovereignty in digital technologies and in future emerging enabling technologies by strengthening European capacities in key parts of digital and future supply chains Globally attractive, secure and dynamic data-agile economy by developing and enabling the uptake of the next-generation computing and data technologies and infrastructures (including space infrastructure and data) Strategic autonomy in conceiving, developing, deploying and using global space-based infrastructures, services, applications and data A human-centred and ethical development of digital and industrial technologies 3
How to participate Consortium composition (RIA ed IA): at least three independent legal entities established in three different Member States or Associated Countries, of which at least one is an independent legal entity established in a Member State Associated Countries H2020 Associated Countries; UK; Kosovo; Morocco International Cooperation with Horizon Europe Third Countries Low and middle income countries (with financial contribution) Other countries without funding
Cluster 4 & International Cooperation 1/2 To enhance exchange of know-how, access to international value chains, with consideration to the technological sovereignty/autonomy, and by promoting EU climate-neutral, clean and circular technologies. Examples: Materials safety methodologies and standards; Common standards and interoperability, including manufacturing, digital and AI technologies; mutual data exchange enabled by Copernicus. à EU-Africa partnerships on sustainable raw materials value chains à NGI International Collaboration - Transatlantic fellowship programme Strategic Autonomy: Participation can be limited to specific countries or geographical areas (e.g. raw materials value chains) 9
Cluster 4 & International Cooperation 2/2 Art. 22.5 Technological Sovereignty: Participation is limited to specific countries or geographical areas (e.g. Space or Quantum Technologies) 21 actions in this work programme (12 concerning high technology readiness level quantum research and 9 concerning space research), will open for application only at a later stage (October 2021). These are actions to which Article 22(5) of the Horizon Europe Regulation apply, as they relate to Union strategic assets, interests, autonomy or security. For those actions, participation can be limited to legal entities established only in Member States and in specified associated or other third countries and conditions may apply. 10
CL4 Type of Actions RIA = 100% Funding Rate + 25% Indirect Costs IA = 70% Funding Rate + 25% Indirect Costs (with exception of no-profit entities) CSA = 100% Funding Rate + 25% Indirect Costs PCP = 100% Funding Rate + 25% Indirect Costs FPA = 0% Funding Rates Some calls may require Financial Support to Third Parties
CL4 Type of Actions - Industry A pilot is applied to a number of topics for co-programmed partnerships, involving a lower funding rate of 60% (except for non- profit legal entities), in order to enhance industrial contributions. It applies to topics starting above TRL 4 and reaching TRLs 7 and 8. Made in Europe Process4Planet CleanSteel
Policy and horizontal considerations Open Science across the programme These aspects must normally be Gender dimension in R&I content considered in all Horizon Europe calls (unless explicitly mentioned in the topic description). Pathway to impact Specific calls may include other aspects to take into account. Measures to maximise impact EC Webinar - A successful proposal for Horizon Europe (21 April 2021) Do no significant harm principle (DNSH) Artificial intelligence
Open Science across the programme Mandatory immediate Open Access to publications: beneficiaries must retain sufficient IPRs to comply with open access requirements; Data sharing as ‘open as possible, as closed as necessary‘: mandatory Data Management Plan for FAIR (Findable, Accessible, Interoperable, Reusable) research data ● Actions should devote particular attention to openness of the solutions and results, and transparency of the research process. ● To ensure trustworthiness, public awareness and support, wide adoption by user communities for the benefit of society. ● In line with the FAIR principles (Findable, Accessible, Interoperable and Reusable), the overall objective of the topics is to make Europe the most successful area in the world in terms of data sharing and data re-use while respecting the legal framework relating to security and privacy and fostering collaboration and building on existing initiatives.
Do no significant harm principle (DNSH) In line with the European Green Deal objectives, economic activities European Green Deal should not make a significant harm to any of the six environmental objectives (EU Taxonomy Regulation) Climate change mitigation Climate change adaptation Sustainable use & protection of water & marine resources Transition to a circular economy Protection and restoration of biodiversity Pollution prevention & control & ecosystems Compliance needs to be assessed both for activities carried out during the course of the project as well as the expected life cycle impact of the innovation at a commercialisation stage (where relevant). The robustness of the compliance must be customised to the envisaged TRL of the project.
Artificial intelligence Trustworthy Due diligence is required regarding the trustworthiness of all AI-based Artificial systems/ techniques used or developed in projects funded under Intelligence Horizon Europe. Under Horizon Europe, the technical robustness* of the proposed AI based systems must be evaluated under the excellence criterion. (*) Technical robustness refers to technical aspects of AI systems and development, including resilience to attack and security, fullback plan and general safety, accuracy, reliability and reproducibility. Business cases and exploitation strategies for industrialisation Business Case: • enhanced market opportunities for the participants and enhanced manufacturing capacities in the EU, in the short to medium term. • describe the targeted market(s); estimated market size in the EU and globally; user and customer needs; • demonstrate that the solutions will match the market and user needs in a cost-effective manner; • describe the expected market position and competitive advantage. Exploitation Strategy • identify obstacles, requirements and necessary actions involved in reaching higher TRLs, as matching value chains or enhancing product robustness; • securing industrial integrators; and user acceptance. • For TRLs 7-8, a credible strategy to achieve future full-scale manufacturing in the EU is expected, indicating the commitments of the industrial partners after the end of the project.
