SPRING 2020
Dear Angelenos,
I am pleased to invite you to present your ideas to be a part of People St, a program that
transforms neighborhoods across our city. People St was developed by the Los Angeles
Department of Transportation (LADOT) in collaboration with the Los Angeles Departments
of Public Works and City Planning, and the Los Angeles County Metropolitan Transportation
Authority (Metro), all of whom will work closely with community groups on this effort.
People St represents one of the many tools in our Great Streets toolbox. We are working
to change the way Angelenos interact with the built environment, while using existing
government resources to make City Hall work better for our residents and businesses.
Fundamental to People St is its bottom-up, community-based approach. I am proud
of our city’s transportation and planning experts, but no one knows more about our
neighborhoods than you.
It is fitting that such an innovative program will be taking root here in Los Angeles, where
we are experiencing a fundamental shift in how we make our city streets safer and more
enjoyable. I look forward to the many new Plazas, Parklets, and Bicycle Corrals that will be
created by People St and am excited to continue working with all of our departments to
spearhead other creative initiatives.

Introduction A Plaza creates a publicly accessible open space by closing a portion of street to vehicular traffic. A durable and decorative surface product is applied to the roadbed, while large planters and other elements define the Plaza perimeter. The Community Partner maintains and operates the Plaza, providing movable tables, chairs, umbrellas and other furnishings; public programs; and ongoing neighborhood outreach. Providing expanded public spaces can increase safety for people who walk, bicycle, and take transit. It also encourages increased levels of walking and bicycling, while supporting economic vitality. New local gathering spaces can foster a greater sense of community and social cohesion. Plazas can also become centerpieces of neighborhoods, providing venues for events and celebrations. As more people come to spend time in neighborhoods, the increased activity may support the vibrancy of local businesses.
Plaza Typologies
Plazas can occupy a variety of site conditions. They may repurpose underused right-turn connections
or closed street ends. Community Partners should work with LADOT to determine an appropriate site
and configuration for their Plaza.
Plaza Design and Programming
The design and configuration of each People St Plaza will vary depending on the particular site
constraints, in addition to programming needs of the sponsoring community group.
Despite the necessary differences in the size, shape, and use, the design of each Plaza will employ a
similar set of design components—materials, furnishings, and safety elements—to create visual and
aesthetic consistency throughout the program.
The design components are intended to help support programming opportunities at each Plaza site.
Events and activities, both informal and organized, will create a vibrant atmosphere and help transform
the Plaza into a neighborhood destination. Events and activities may include temporary public art
installations or exhibits, music, dancing, yoga classes, art classes for kids, hula-hoop contests, or other
community-oriented programs.

Plaza Furnishings
This section includes information about off-the-shelf components and furnishings that have been
pre-approved by People St and may be purchased by the Community Partner to furnish a Plaza.
Furnishings offered at a Plaza will greatly impact how the space is used. Community Partners should
select furnishings that support the desired programs for the Plaza, both informal and formal.
Options for furnishings are organized by thematic uses: café, active, and lounge. Furnishings can be
combined to provide multiple uses for a Plaza. All elements and site furnishings in the Plazas should be
wheelchair accessible per ADA guidelines.

graphics. Polymer cement is highly
durable and thermally-compatible
with asphalt and cement surfaces. It
