Strategic development plan Introduction King Edward VI College is a vibrant, inclusive and exciting community where students and staff are united in their enthusiasm for learning. With a long history of academic excellence, the College provides a high quality, stimulating educational experience for young people with high aspirations, nurturing their potential and challenging them to develop personally, intellectually, and creatively. Designed to be flexible, this plan provides a framework for planning to assist us in making decisions about our future. A further key objective of this plan is to allow us to review progress towards meeting our priorities and to ensure accountability through review and evaluation. The plan is designed to prioritise careful consideration of the impact of that we do. The quality of the student experience and its impact on the development of our students is central to every priority within this strategy. Our plan recognises the need for change so that the College can meet the challenges of the evolving landscape in post 16 education today. We will continue to engage in continuous quality improvement; we will build on collaborative partnerships both locally and nationally; and we will proactively seek to provide stimulating experiences both inside and outside of the classroom to invigorate the learning and life experiences of our students. This plan communicates to our stakeholders our plans to continuously improve our already excellent provision. At the heart of our plans for the future is a single overriding priority: the welfare and continuing success of our students. This is what lies at the heart of our mission and values. Overview of strategic priorities Our strategic priorities seek to cultivate a college culture in which students are supported in becoming independent, creative thinkers who will become productive contributors to society. Committed to supporting and developing our staff, we recognise the importance of valuing and celebrating both individual and team contributions as we strive to achieve our priorities. For this to happen, we must carefully consider the well-being of both students and staff. We have developed a strategy which integrates the continuous development of teaching and learning with a financial and accommodation plan. This strategy emerges from a culture where the emphasis is on inspirational teaching, the development of every member of the college community and on strengthening both personal and financial resilience. Our priorities will help us to continue to deliver excellent education whilst strengthening collaborative partnerships and ensuring the on-going development of the College. Strategic priority 1: Our students Engage, inspire and support students to achieve the highest levels of academic and personal potentials Context: As the only sixth form college in the Black Country, King Edward VI College is a unique institution, characterised by its vibrant, inclusive and exciting community which serves the educational needs of high aspiring 16 – 19 year olds from a variety of cultural and social backgrounds. All students are on GCE A level courses. King Edward’s enrolled 2035 UK students and 28 international students in 2016 – 2017. King Edward’s recruits the majority of its students from Dudley Metropolitan Borough, which has an attainment rate below the national average at key stage 4 and includes areas of deprivation. We have recently extended our geographical reach in terms of student recruitment, which now includes Shropshire, west Worcestershire, and south Birmingham. The College has made a conscious effort to become more inclusive by increasing the proportion of students from BAME backgrounds. Our international students add a further dimension to the diversity of our community, which is enriching to us all. We strive to comprehensively support students in their progress whilst at College. We have recently restructured our approach to pastoral support and our systems of tracking, monitoring and intervention to ensure that any potential obstacles to progress are identified early, with accompanying intervention strategies to support students through the personal or academic challenges they may encounter. The focus is very much on the development of the ‘whole person’, by encouraging curiosity both in the classroom and through a wealth of enriching activities, clubs, societies, trips, events and masterclasses. We aim to foster resilience and to develop students’ range of strategies to equip them to deal with the challenges of living in a complex, fast changing world. What we will do: 1. Strategic priority 2: Our staff Nurture individual and collective excellence Context: We recognise that our most valuable resource is our staff. As an educational provider, the College has a unique responsibility to support and develop its staff. We are committed to staff development in order to enable staff to realise their professional ambitions and targets; to promote the strategic aims of the College and fulfil its mission; to contribute to the College’s strategy for quality improvement; and to develop excellence in all college activities. The rapid pace of curriculum changes and an ever restrictive financial climate present challenges within this context. We will maintain adequate resources for professional development and prioritise training opportunities to ensure we invest in a high quality workforce. We will continue to exploit our own expertise through the innovative use of professional learning communities (PLCs). We are committed to providing the highest quality learning environment by improving the quality of the student experience by monitoring, reviewing and continuously improving the quality of our teaching; by being responsive and accountable to our students, parents and carers, the local community, partner schools and government agencies; by developing and maintaining a culture which is self-critical, honest and transparent; and by ensuring that all students are supported to reach their full potential regardless of gender, ethnicity or if they share a protected characteristic. Strategic priority 3: A broad curriculum Inspire and challenge students through our specialised curriculum Context: Specialising in A level provision, we offer a broad range of over 30 subjects and an eclectic enrichment programme. Support for students applying to higher education is recognised as being particularly effective, with large numbers progressing to universities in the Russell Group, although we are now increasingly supporting students who prefer to pursue other routes such as apprenticeships. In an increasingly competitive market, we aim to ensure that we continue to build upon the College’s strong academic record by ensuring the continued provision of a high quality, excellent educational experience for students. Effective guidance is fundamental to the College’s aim of enabling students to achieve success and to progress. Personal attention and support are given to each student in order to meet the needs of the individual. Additional learning, physical and sensory support is available for recognised needs and each student will be given impartial, balanced and realistic guidance throughout their time at College. What we will do: 1. Maintain the breadth of the A level curriculum, ensuring we meet the needs and aspirations of all students 2. Embrace the appropriate use of technology in all aspects of teaching and learning 3. Strategic priority 4: building financial resilience Maintain our long-term financial viability by achieving maximum effectiveness and efficiency whilst remaining vigilant of our corporate risks Context: Government cuts to post-16 funding, changes to employer national insurance contributions and pension liability have placed considerable pressure on colleges across the sector and their ability to maintain financial viability. Cuts of close to £1.75 million of government income over the period from 2011 - 2016 have had an impact on this College. Although funding for sixth form colleges stabilised in cash terms following the spending review in 2015, we will experience a cut in real terms due to the stable rate of funding at approximately £4000 per student for the remainder of this Parliament. The recommendation of the area review’s financial analysis of the College resulted in governors setting a target of achieving a 3-5% surplus moving forward against turnover by 2020 in order to secure sufficient reserves to withstand fluctuations in funding and student numbers and to invest in the campus. We plan to achieve this through a range of measures, including using a mix of growth, new income streams and greater efficiency. We have developed a commercial/ property strategy to ensure the on-going financial viability of the College. What we will do: 1. Diversify income streams to reduce dependence on EFA funding 2. Strengthen shared services through SBCE and other partnerships 3. Develop marketing strategies which effectively communicate our values 4. Strategic priority 5: our partnerships Position the college as a prominent partner and leader in both the region and the sector Context: We believe our role within the community is fundamental to raising aspirations. We contribute to our local community through our engagement in a range of local partnerships and collaborative ventures and by encouraging our students to become active citizens. We contribute to the local economy as an employer and it is our aim to become an efficient, effective and sustainable college. We believe that collaboration will provide the best educational opportunities across all phases of education within our community. Our collaborative efforts will focus on raising aspirations, supporting progression and ensuring continuous improvements in the quality of the educational offer across the region. The current political context may lead to the marginalisation of the sixth form college sector; therefore, it is increasingly important to preserve the future of King Edward’s through active engagement in partnership working with other institutions and individuals who can help promote the strength and value of the kind of education we espouse. We continue to develop effective local partnerships through our participation in Black Country Colleges, our close link with Halesowen College via our shared services company, South Black Country Education Ltd, and by lending our support to the Stour Vale Academy Trust. We aim to further develop our partnership and constructive engagement with all secondary feeder schools. Nationally, we are active participants in the Maple Group of high performing sixth form colleges and in our representative group, the Sixth Form Colleges Association. What we will do: 1. Develop a range of partnership strategies, enabling the college to exert influence 2. Forge effective links with local schools, fostering positive attitudes to encourage progression to King Edward’s 3. Be responsive and add value to the local community 4. Planning, implementation and accountability cycle The cycle below details how we intend to ensure a clear understanding of the implementation and monitoring process: • This strategic plan establishes a clear framework for planning, implementing and reviewing our strategic priorities over the next three years. To deliver the ambitious priorities set out in this plan, we have developed a series of annual plans with specific actions leading to measurable outcomes. Our strategic priorities are thus translated into operational actions as part of the implementation phase. • A robust cycle of review ensures we can adjust our actions as required to ensure they are aligned with identified areas for development emerging from our annual self-assessment cycle. • The Board of Governors regularly scrutinises the effectiveness of the College in achieving its strategic priorities and in its contribution to public value.
