January Professional Ponderings Development Update LOCAL PLANS UPDATE Local Councils are under increasing pressure from the Government to produce up to date Local Plans, designed to set out how much growth there will be over the coming years (housing, jobs and infrastructure) and where this growth should take place. Different Councils are at different stages in this process and it can be a tricky task keeping track of each Councils progress, or lack of it! For those of you who regularly read the monthly ponderings, Bletsoes cover a wide area including Northamptonshire, Huntingdonshire, Bedfordshire, Cambridgeshire and the surrounding counties. Whilst Councils such as South Cambs District Council have already finalised their Local Plan (in late 2018), others such as East Northamptonshire Council, Central Bedfordshire and Bedford Borough are due to have their Local Plans examined in 2019. Should these Local Plans be deemed ‘sound’ and ‘legally compliant’ by the Secretary of State, then it is possible that these Councils will have adopted Local Plans by the end of 2019.
Once adopted, Local Plans determine the growth areas for the life of the plan, however, it is worth noting that these plans will be subject to monitoring, to ensure that they are delivering development and they should always be underpinned by a ‘presumption in favour of sustainable development’, in line with National Planning Policy. YEARLY OVERVIEW The team at Bletsoes has had an extremely busy 2018, working on everything from small scale planning jobs such as new farm houses and conversion of farm buildings, right through to concluding the sales of large “strategic sites”. During the course of the year, the team successfully sold land at Northampton for 142 dwellings, Willingham, Cambridgeshire, for 64 dwellings, along with land in Orwell for 49 dwellings and right at the death of 2018, Alistair concluded a deal on a ransom strip in Hertfordshire which is linked to the development of 1,100 homes. In addition to this, the marketing of land at Needingworth for 120 dwellings is about to reach a conclusion and land is currently under offer in Ramsey for 14 dwellings and North Crawley for 2 dwellings. The team also completed on the sale of 75 acres of land for employment development in Raunds, Northamptonshire. 2019 looks like being another exciting and busy year with the team getting involved in a number of new planning opportunities. Despite the fears over a slowdown in the property market, due to the dreaded BREXIT, we are still seeing a strong demand for small, medium and large scale development opportunities in the regions we operate within. Alistair and I will soon be introducing to the market a large scale development opportunity in Wellingborough for up to 600 dwellings and this may well be an ‘acid test’ for the market. We are intrigued to see how the housebuilders will approach this site. As mentioned by Ginni Farbon in the November ponderings, the Government are focusing on bringing forward development between Oxford - Milton Keynes - Cambridge, known as the Brain Belt or Oxford Cambridge Corridor. With this, comes a window of opportunity for landowners and this has led to a spike in calls, as people are being approached by promoters and house builders eager to capitalise on the Government’s drive to improve connectivity between the two cities. This government initiative is hoping to produce up to a million new homes in
the area by 2050, along with infrastructure to include a new express roadway link and the completion of east/west rail links, between the two cities. It’s not just the Brain Belt where the Government are pushing for new homes. The current Conservative Government was elected in 2017 with a manifesto pledge to meet the 2015 commitment to deliver 1 million homes by the end of 2020 and to “deliver half a million more by the end of 2022.” Whether these numbers are achievable or just another failed target remains to be seen, however, the Bletsoes team will do our bit to deliver all forms of development on client land. REPORT FOR SATURDAY 5TH JANUARY A varied market for the first Saturday sale of 2019, with something for everyone across all sections. A busy Fur & Feather to start the year with plenty forward for the large crowd of buyers. A good show of store hoggs with trade picking up where it had left off in 2018. A large entry of all shapes and sizes of pigs saw a solid trade for all types. Calves a nice trade for the entry forward, and just a few more purchasers around the store cattle ring than had been seen at the end of 2018. As we get closer to the spring turnout cattle are likely to be more sought after. Please speak to any of the team to discuss the marketing of all stock. Store & Breeding Cattle - 48 Sold It seems some feeding men have cleared some room and are looking for cattle, please call to discuss marketing. Trade topped at £1065 for 18 month Charolais steers from Glen Holgate, with same age Angus from the same home at £890. 14 month Limousin steers from David Hancock sold to £895, with younger British Blue types from E Smith selling to £600. Heifers sold to £695 for Limousins from David Hancock. Calves - 14 Sold The entry sold to a good number of purchasers at ringside. Bulls sold to £200 for Blues from Gordon James, with similar types from William Robinson selling to £175. Friesian Bulls to £60 and £45 again from William Robinson. Heifers today to £200 & £180 for Herefords from William Robinson, with a Blue from the same home at £185. Pigs - 40 Sold A large entry of pigs saw a solid trade from start to finish. Weaners sold to £50 for M Holyland for 18 week old Gloucester Old Spots, with Freddie Wootton selling his usual quality at 10-12 weeks at £36, £34 & £23. A large entry of Mangalitsa’s today from R Hankins saw weaners to £12 (twice) & £10, with young boars at £15 and a sow at £22, with some Kunekune weaners selling for £11. Sows today selling to £40 & £34 for A Clark. Store & Breeding Sheep - 264 Sold Store numbers continue to come forward and still plenty of buying force out there for the stores. Trade very sharp for the quality forward with long keep types looking the dearest of the day. Trade topped at £69.50 for Continentals from S Arkwright, with Jason Cutmore selling Continentals at £66. Similar types from Adam Duffin sold to £62.50 & £61. Dudley Sansom sold Texels to £62, with Continentals from David Harrod selling to £62 & £60.50. Suffolks from Mark Arowsmith to £62 with Texels from the same home at £58. Suffolks from Richard Houghton sold to £61. Long keep types selling for £40-£52 and looking well sold.
A small entry of feeding ewes today sold to £57 for Suffolks from Bob Martin, with Texels from the same home selling £56. More stores could easily be sold to vendor’s advantage. There will be a special sale of In-lamb sheep on Saturday 19th January. Early entries invited for advertising purposes. More ewes about today and a touch more demand for these also. More prime sheep of all classes are need to fulfil growing buyer demand here at Thrapston. Anglian Water Pesticide Amnesty Anglian Water are currently running a pesticide amnesty which is taking place in the Wootton Brook catchment. The amnesty allows farmers to dispose of unwanted pesticides discretely, without charge and with no questions asked. All the farmers need to do is check pesticide stores for eligible unwanted/unused/ expired pesticides and chemicals, (see pesticides.gov.uk). You have until the 31st January 2019 to apply for collection. Collections will be made by arrangement with the applicant during February 2019.
