INVITATION TO THE Pilot Course on Cyber Diplomacy Module 1 – Cyberdiplomacy - Tool for Strategic Security Policy (ESDC activity CyberDiplo Module 1 - (2019-2020/256/1)) Bucharest, Romania, 11 - 13 March 2020 New digital technologies have impact in cyberspace and are strongly related to diplomacy. The global cyber ecosystem with no borders offers new opportunities and raises challenges to traditional activities. At the same time, cyberspace is throwing up a series of issues, from Internet governance to cyber security, which require diplomacy. This first pilot module focuses on the general principles of diplomacy to tackle the issues arising in cyberspace (cyber diplomacy principles). Invited experts will facilitate discussions in order to advance the participants knowledge on this topic. The aim is to provide participants with skills and competencies to understand the digital tools in pursuing diplomatic objective and the challenges that digital technologies pose for diplomacy. Furthermore, it will help learners make the best use of digital tools in promoting diplomatic objectives, and develop effective strategies for managing the multiple problems thrown up by the growing cyberspace. Target Audience: - Junior, middle and senior-level governmental officials, staff of intergovernmental and nongovernmental organizations, - entry-level, mid-career and high-level diplomats, At the end of this module, participants would be able to: - identify the range of diplomatic tools; - develop digital diplomacy strategies in pursuit of broader foreign policy objectives; - identify key problems of internet governance and how diplomatic mind-sets and techniques can be applied to managing them; - distinguish between the different aspects of cybersecurity and the challenge they pose to governments, companies and society; - be able to apply diplomatic approaches to managing cybersecurity challenges.
The first pilot module is being organized by ICI Bucharest with the support of the Committee for Defence Public Order, and National Security of the Romanian Chamber of Deputies, the National College for Home Affairs and the National College for Defense. Administrative Information Pilot Course on Cyber Diplomacy Module 1 – Cyberdiplomacy - Tool for Strategic Security Policy (ESDC activity CyberDiplo Module 1 - (2019-2020/256/1)) Bucharest, Romania, 11 - 13 March 2020 Participation: The course is open, to governmental official (junior, middle and high-level), the staff of intergovernmental and non-governmental organizations, as well as to entry-level, mid-career and high-level diplomats. EU Member States, EU Institutions / Agencies may nominate up to 2 participants each, but no more than 50 for this module. Language: The language regime of the Cyber Diplomacy course will be English. E-Learning: The course will be preceded by a mandatory e-Learning module, which needs to be finalised before the class-room training in Bucharest starts. Attendance: The participants’ attendance at the course is mandatory on all days. A certificate will be awarded on the last day to those course participants who have completed the full course (e-learning and residential part). Costs: All costs for travelling, accommodation and diners shall be covered by the sending authorities. The participants will not pay any fee to participate at the course. Application: - EU Member States, EU Institutions and Agencies are invited to identify their appropriate candidates. Applications should be submitted by designated nominators using the ESDC new ENLIST platform, under https://esdc.europa.eu/enlist/login, - A list with relevant ENLIST nominators can be retrieved from the ESDC website at https://esdc.europa.eu/nominators/, - For any issue concerning the application, registration, nomination, please contact the Cyber ETEE FMB: ESDC-CYBER-ETEE@eeas.europa.eu or ESDC secretariat: SECRETARIAT-ESDC@eeas.europa.eu and course coordinator carmen.cirnu@ici.ro - The seats are offered on a first-come first-served basis, depending on the maximum available seats. Course Venue: The course venue for the three days will be the Palace of Parliament, (Izvor 2-4 Street, Bucharest), Human Rights Hall (“Drepturile Omului” Hall). A taxi ride to the city centre from the hotel will cost approximately 4-5 euro (one way). For when you’re in town, look for one of many taxi companies of Bucharest, available both on call or in the street; all of them are yellow and have a distinctive signage; fares are always listed both outside and inside the car and prices start from 1.7 lei / kilometre (approx. 0.4€/km).
