What are the eligibility requirements for the Green Homes Grant Scheme? Quality assurance is at the heart of the Green Homes Grants scheme and the government requires tradespeople who want to install under the scheme to be TrustMark accredited, and also, MCS certified for heat pump and solar thermal installations. When do installers need to start the process? As the grant went live in September, tradespeople are urged to start the accreditation process as soon as possible. What are the eligibility requirements? You must be certified to install energy efficiency measures against Publicly Available Specification (PAS) standards: • PAS 2030:2017 • PAS 2030:2019 • PAS 2035:2019 (for park homes, high rise buildings and buildings that are both traditionally constructed and protected) You must be certified by a body that has been accredited by the United Kingdom Accreditation Service (UKAS). In addition to this, businesses must be TrustMark registered too and MCS certified for low carbon heat measures. How do installers apply? Businesses must register as a certified installer with TrustMark which you can do through HIES who is a Trustmark Scheme Operator. Once approved, businesses will be added to a directory of certified installers. Homeowners will be able to find you and contact you via this directory. Important notes about registration Once registered as a Green Homes Grant installer, businesses will be asked to sign up to the Terms and Conditions of the scheme and will be asked to provide the company’s details for payment. Businesses will need to register for each of the scheme’s measures of which they are planning to carry out. Before offering to carry out any work under the scheme, businesses must have received confirmation that their registration has been successful. Page 3
Quotes, installations and payment Quotes When providing consumers with a quote, the business must reflect the total costs of the installation (including materials, labour and VAT). Businesses must adhere to their usual prices. Before committing to any work, businesses must wait until the customer’s application has been approved and they have been issued a voucher. Vouchers will start to be issued from early November 2020. Vouchers can’t be used to help pay for any works that were carried out prior to the voucher being issued. Installations Work can only commence once the voucher has been issued. The installation must be completed and the voucher must be redeemed before the expiry date of the voucher. Vouchers are due to expire after 3 months or on 31st March 2021 (whichever is the earlier). However, as long as the scheme has not been closed, consumers can apply to extend their voucher before it expires. Payments Businesses will be paid for the costs covered by the voucher when: • the work has been completed and, • businesses have confirmed any customer contribution received. The payment will be made via the grant administrator within 5 working days. Sometimes a customer contribution is required as a condition of voucher eligibility. When this is required, accepting non-payment to secure the work, or paying this as a business yourself, will constitute as fraud and make the voucher invalid. Page 4
TrustMark and how HIES can help Why is accreditation important for the Green Homes Grant Scheme? The accreditation that tradespeople must acquire before installing any work under the scheme will give homeowners peace of mind that their installer is approved and accredited thus ensuring high standards and thorough consumer protection. This scheme will urge consumers to engage with TrustMark Registered Businesses to have energy-efficient works carried out in and around their homes, bringing increased jobs and revenue to businesses. How HIES can help As HIES is a TrustMark scheme operator, we can help members with the accreditation process so that your business can benefit from new work under the Green Homes Grants Scheme. HIES is supporting the sector by offering free TrustMark membership until 19th October so that HIES members can benefit from new work under the Green Homes Grants scheme. To start the process, you will first need to apply for membership of HIES and then as your scheme provider, HIES can support your TrustMark application. Page 5
Measures covered Homeowners and social and private landlords will need to use their voucher to install at least one of the following: Primary measures: • Solid wall, under-floor, cavity wall, loft, flat roof, room in roof or park home insulation; or • Low carbon heat - air source or ground source heat pump or solar thermal. It has also been confirmed that “top-ups” are allowed. For example, this would be solid wall insulation for other walls where a wall has been previously insulated. Replacements are not included. For households to qualify for secondary measures they must install at least one of the primary measures. It is important to note that secondary measures can only be subsidised up to the amount of subsidy provided for primary measures. For example, if a household receives £2,000 for primary measures, they can then only receive the same (a maximum of £2,000) towards any secondary measures. For example, if a homeowner wants to install cavity wall insulation and receives a voucher worth £400 towards this measure, they can receive up to £400 more for further energy efficiency measures, such as replacing single glazed with double glazed windows. Secondary measures: • Draught proofing. • Windows and doors: Double/triple glazing (where replacing single glazing), secondary glazing (in addition to single glazing), upgrading to energy-efficient doors (where replacing doors installed prior to 2002). • Heating controls and insulation: appliance thermostats, hot water tank thermostats, hot water tank insulation, smart heating controls, zone controls, delayed start thermostat, thermostatic radiator valves. Households will need to have adequate insulation for low-carbon heating to be installed. To note, secondary measures cannot be undertaken in isolation but can be installed alongside a primary measure. Page 6
