1. Introducing Noosa Shire Noosa Shire is a world renowned tourist destination located approximately 160 kilometres from Queensland’s capital city of Brisbane. It is situated at the northern end of the Sunshine Coast and covers an area of 871km2 and is home to more than 55,000 residents. Noosa's natural environment, weather and enviable lifestyle opportunities make it one of Australia's most desirable places to live, work and visit. The area includes a mix of urban coastal and rural villages and rural localities with an engaged and passionate community. Noosa's economy relies significantly on the tourism, retail and construction sectors. It is home to more than 7000 businesses, as well as successful entrepreneurs and skilled business people. The economy is diversifying and the aim is to broaden Noosa’s economic structure through growth in smart industry sectors that offer high economic value and low environmental impact. While the Shire population is aging there is a good mix of demographics that ensures a vibrant community and a desirable lifestyle for all. The area is well serviced with a range of public and private education facilities and all modern amenities including retail, sporting, entertainment, and medical facilities including a local hospital. The Shire has had strong environmental credentials since the 1960’s and this was recognised through designation as a UNESCO Man in the Biosphere Reserve in 2007. The Biosphere Reserve status was granted based on Noosa’s outstanding environmental values and as a community that aims for a sustainable future. Almost half of the total land area of the Shire is protected from human development through protected areas such as National Park and other conservation lands. The Noosa headland is the most visited national park in the State, and the Noosa River annually ranks as the top rated, most healthy waterway in South East Queensland. About Noosa Shire Council 2.1 Historical context Noosa Shire Council was created in 1910 and was amalgamated into the Sunshine Coast Regional Council in 2008. Noosa Council was re-established as a local government on 1 January 2014 following a hard-fought community campaign over several years to restore its own local government. Our focus is on the values of respect, inclusion, responsiveness and authenticity. 2.4 Sustainability Principles Noosa has a long history of protecting the natural environment, enhancing biodiversity and doing things in a balanced and sustainable way, not just for the current community and economy, but for future generations. Being a medium sized Council means that you still get the opportunity to get “hands on” in interesting projects rather than just “managing”. 2.6 Current focus for Infrastructure Services Department The current major focus areas for the Infrastructure Services Department include: a $35M capital works program with a particular focus on a range of time sensitive grant funded projects including major bridge renewals, a new community facility and some signature recreation projects in the Noosa Hinterland. Transport Strategy to deal with growing traffic congestion and parking issues at peak tourism periods. This is a major focus for the Council and our community and will help define the future of Noosa as to how we manage the impact of being such a popular tourism destination. Continuing to improve management of our major asset classes through implementation of our Asset Management Road-Map including finalising remaining asset management plans and better integrating asset management into our day-to-day operations. Implementing the outcomes of a review of our Civil Operations (field staff) to improve operational efficiency. 3. Organisational Structure A copy of the high level organisational structure and department structure is provided within this information package under Appendix A. 4. The role and accountability The role of Director Infrastructure Services is a senior executive position as defined by The Local Government Act 2009, Division 2. The role reports to the Chief Executive Officer and is accountable to the Chief Executive Officer. This position also holds the role of the Local Disaster Coordinator ensuring Council’s disaster management planning, coordination and response is effective in supporting the community. Council has faced a number of major disasters (particularly bushfires) in recent years and this role is critical in ensuring our Council and community is fully prepared for natural disasters. This part of the role requires close interaction with the Mayor and a range of key stakeholders (e.g. local police, SES, fire services etc.). 5. Position Description A copy of the position description is provided under Appendix B. 6. Conditions of Employment The position is not subject to the Queensland Local Government Industry Award however, some provisions including those in relation to leave entitlements will align with the Award. Superannuation will be in accordance with the Queensland Local Government Act and Regulations with the employer contribution prescribed as 12% of the base salary. Salary sacrificing is available (including the compulsory component of superannuation payments) to the extent available under Australian Taxation law. The role will be subject to development of an agreed performance plan and regular review of performance against that plan. Employment conditions will subject to an employment contract to be provided to the preferred candidate upon offer of employment. 6.1 Term of employment The contract will offer a fixed term of four years with renewal past that time subject to mutual agreement. 6.2 Remuneration package The total remuneration package is $225,000 per annum. This includes salary, superannuation and annual leave loading. A motor vehicle is not provided a part of this total remuneration package but the Council does have in place a mechanism for its senior staff to arrange a novated lease. 6.3 Eligibility Applicants must be Australian citizens or permanent Australian residents. 7. Please do not include original copies of qualifications or licences with an application but be aware that Council will require verification prior to confirmation of employment. 7.2 The selection process All positions with Noosa Council are filled in accordance with suitability for the position, the relative merits of the candidates and relevant legislative requirements. Merit and suitability are assessed through a selection process that comprises the written application, the applicant's performance at interview, any assessment tools utilised and referee reports.
