Recommended Motion Stage 3 I move that the School Board approve the start of Stage 3 of implementation of the hybrid model on December 1 , to include students from the following three groups whose parents/guardians selected the hybrid model for the first semester: students in grades 3 through 5; seniors attending the Academy of Engineering and Technology ; and seniors attending the Academy of Science . 3
Next Steps Regarding Stage 3 Stage 3 • Stage 3 Hybrid instruction scheduled based on parent choices made in July • Elementary schools and Academies of Loudoun have prepared with town halls, parent coffees, email messages, etc. • November 24 would become an asynchronous learning day for students in grades 3 - 5 so that teachers could prepare classrooms for hybrid instruction • All families will be asked to make a new selection for second semester in the November survey window 4

Parent/Guardian Second Semester Choice All PK- 12 Parents/Guardians are asked to make a selection for hybrid in - person or 100% distance learning instruction for the second semester (beginning January 21) • Survey window opens November 11 • Survey window closes November 20 • ALL parents should make a new selection for 2nd semester (starts January 21), even if your preference has not changed. This selection will be binding for second semester. • Hybrid instruction would occur only if conditions permitted 8
Accommodating 2nd Semester Preferences ● If the second semester preferences include a much greater proportion of preferences for the hybrid model, LCPS would not be able to operate the hybrid model as designed for first semester ○ Changing one aspect of the plan (physical distancing practices, frequency of in - person learning, accommodation of all hybrid model requests if model implemented) would support implementation of the hybrid model during second semester 9
Options for Motions In Case of a Large Number of Hybrid Requests Distancing Options 1 and 2 I move that the School Board, understanding that a large number of parent/guardian requests for the hybrid learning model would necessitate modifications to the hybrid implementation plan, direct LCPS staff to design classroom layouts for second semester 1. with the center of each desk spaced six feet apart from the center of adjacent desks, if necessary. OR 2. with desks that are at least four feet apart, allowing at least three feet of separation between people, if necessary. 10
Elementary Classroom Capacity - Desks 8 Feet Apart This is the approach reflected in the plan developed for first semester. No Board action is needed to continue with this approach. The sketch includes desks with the center of each desk spaced 6 feet apart from the center of adjacent desks. Because this does not provide 6 feet of “nose to nose” separation between people, it carries greater health risk and would involve more quarantines, per Loudoun County Health Department. 12

School Bus Capacity On buses, students will be seated on every other row whenever possible; if that is not possible on all routes because more students select Hybrid In - person Learning than 100% Distance Learning, students may be seated one student per seat on some buses. Exceptions will be made for siblings to sit together on the bus. 14
Options for Motions In Case of a Large Number of Hybrid Requests Frequency Option 3 I move that the School Board, understanding that a large number of parent/guardian requests for the hybrid learning model would necessitate modifications to the hybrid implementation plan, direct LCPS staff to reduce the frequency of in - person learning from two days a week to one day a week in individual schools as needed in order to accommodate the preferences of parents/guardians for the second semester, if necessary. 15
Options for Motions In Case of a Large Number of Hybrid Requests Random Selection Option 4 I move that the School Board, understanding that a large number of parent/guardian requests for the hybrid learning model would necessitate modifications to the hybrid implementation plan, direct LCPS staff to implement a process for randomly selecting students for the hybrid model in a particular school from among those students whose parents/guardians selected the hybrid model for the second semester in order to maintain desks at least eight feet apart, if necessary. 16
Town Halls: Parent/Guardian Second Semester Choice The purpose of the town halls is to have a venue for families to hear common information regarding hybrid instruction and ask school - specific questions in a smaller environment than divisionwide town halls. • Elementary School: By November 11, Stage 3 (Grades 3 - 5) focus • Middle School: November 12 • High School: November 16 17
Recommended Motion Stage 4 I move that the School Board direct LCPS staff to plan for concurrent hybrid and 100% distance learning classes for secondary students as staff prepares for possible implementation of the hybrid model for secondary students in the second semester (January 21), with concurrent learning involving interactive learning for hybrid model and 100% distance learning model participants, including guided independent practice, small group work, and whole group experiences. 18

Summary of Teacher Survey Results ● The majority of respondents felt they had sufficient time to cover the required content for their synchronous and asynchronous instruction. ● Most respondents at the elementary and middle school levels assigned less than one hour of homework per week per class. More than half of the high school respondents assigned more than one hour of homework per class each week. ● Almost three - fifths (59%) of the respondents reported experiencing stress during the previous week. ● More than half of the respondents (56%) reported being able to manage their stress in healthy ways. 38
Summary of Teacher Survey Results ● Eighty percent of teachers are spending more time engaged in instructional planning for distance learning than for in - person learning from previous years. ● Eighty - five percent of respondents spent three or more hours over their contract time planning. ● Respondents most frequently experienced challenges with too many responsibilities at work, not enough time to complete work, and issues with instructional platforms. ● Social emotional support for students and technology ranked highest as needs in distance learning. In the case of hybrid learning, instructional planning ranked highest as a need in distance learning. 39

Requested vendor to and from Schoology to teacher grade provide metrics of average grade passback times prior to and after improvements books made. Mapping of assignments in Schoology If the teacher did not map an assignment in Schoology, or mapped it to a category not matching SIS they created that does not exist in SIS, the assignment came over as formative and needs to be changed by the teacher.
