10 PROJECT SCOPE • Identification of relevant government regulations and policies; • Analysis of Council’s waste management system within the NSW context; • Current service level expectations and future demand assessment for waste facilities; • Outline scenarios including the impact and benefit analysis for each scenario; • Financial implications of each scenario; • Analysis of any other issues, and; • The Waste Management Strategy and Business Plan.
11 PROJECT DESIRED OUTCOMES • To deliver waste services efficiently and effectively to ensure long term financial and environmental sustainability; • To increase the amount of materials recovered for recycling, reuse and reprocessing; • To improve service delivery, particularly in domestic and commercial waste collection; • To develop waste infrastructure which benefits the local community.

NSW WASTE AVOIDANCE AND RESOURCE RECOVERY STRATEGY TARGETS (WARR 2021) • Reduce the generation of waste per capita • Increase recycling rates for: • municipal solid waste to 70% • commercial and industrial waste to 70% • construction and demolition waste to 80%. • Increase the waste diverted from landfill to 75% • Establish or upgrade drop-off facilities or services for managing household problem wastes • Continue to reduce litter items • Reduce the incidence of illegal dumping

17 ASSESSING RISK Acceptable level of risk • Control measure effectiveness is High. LOW • Operation permitted. Risk control measures reduce the Risk to an acceptable level. • Operation is managed by routine procedures and supervision. Acceptable Level of Risk • Control measure effectiveness is Medium. MEDIUM • Operation permitted on approval of Manager. • Control measures are reviewed and authorised by Manager, who will monitor implementation. Risk is undesirable • Control measure effectiveness is Low. HIGH • If the rating remains High after review by Director operation to be authorised by Council. The risk and implementation of controls is to be monitored by Director. Unacceptable level of risk • There is currently no control measure or control measure effectiveness is very low. • Council authorisation required, if risk rating remains High or Extreme after review by Director EXTREME and/or General Manager. • The risk and implementation of controls is to be monitored by either the Director and/or General Manager.
