1. Introduction A key requirement for effective asset management is to understand the assets which are being managed and maintained. The collection and maintenance of asset data assists decision making, monitoring, and reporting. Asset data needs to be accurate, reliable, up-to-date, useful, maintained, and well-managed. The Cheshire East Highways Asset Information Strategy (AIS) supports and aligns with the UKRLG Well- Managed Highway Infrastructure (WMHI) code of practice and the UKRLG Highway Infrastructure Asset Management Guidance (HIAMG) Document’s recommendations. Recommendation 9 – Network Inventory (WMHI) A detailed inventory or register of highway assets, together with information on their scale, nature, and use, should be maintained. The nature and extent of inventory collected should be fit for purpose and meet business needs. Where data or information held is considered sensitive, this should be managed in a security-minded way. Recommendation 10 – Asset Data Management (WMHI) The quality, currency, appropriateness, and completeness of all data supporting asset management should be regularly reviewed. An asset management register should be maintained that stores, manages, and reports all relevant asset data. (HIAMG Recommendation 5) In order to maximise the effectiveness of our data management, the AIS is intended to carry out a gap analysis across all highway infrastructure asset groups and to identify what information currently exists, what additional data is required to support the asset management process, and how Cheshire East Highways (CEH) intend to populate the asset management databases over a period of time. 2. Inventory The asset portfolio contains details of Cheshire East’s highways asset stock that make up the highway network. Cheshire East Highways uses Pitney Bowes Confirm on Demand as their central highway asset information storage and retrieval system. Cheshire East Highways currently store traffic signal information on IMTRAC (Information Management for Traffic Control) database. The structures asset stock is held on BridgeStation (Advanced Bridge Management System). Gullies and ancillary items are held on a Geographical Information system. 3
As part of the inventory asset data gap analysis for Cheshire East’s highway assets, a RAG (Red, Amber and Green) rating has been applied to each asset group and denotes the accuracy of the inventory within the asset portfolios for the authority. Missing Information: Missing carriageway information within the authority’s records that would be beneficial to updating the databases are works history information of existing roads and sections that are newly adopted and have not yet been recorded within the database. Collection of missing information: An annual inventory survey will be implemented to collect all newly adopted roads in Cheshire East. It is anticipated that the inventory surveys will be directly transferable into the Confirm database. Records held externally to this and found through historical research will require manual input. Works history information will need manually inputting after all annual treatment works are completed. An annual target date for the initial population of new information 5
and adoptions to the network should be completed within one month of receiving the data within each financial year. Footway Inventory Records Held and Format : Information held with regard to the footway inventory is held within the confirm database and holds details of; USRN, section label, hierarchy, classification, start chainage, end chainage, description, length, start width, end width, start co-ordinate, end co-ordinate, construction type, ward area and location (urban/rural). Coverage: Records relating to the footway and footpath asset are currently held within the confirm system. Missing Information Missing footway information within the authority’s records that would be beneficial to updating the databases are works history information of existing footways, footpaths and sections that are newly adopted and have not yet been recorded within the database. Collection of missing information: An annual inventory survey will be implemented to collect all newly adopted footway and paths in Cheshire East. It is anticipated that the inventory surveys will be directly transferable into the Confirm database. Records held externally to this and found through historical research will require manual input. Works history information will need manually inputting into the database. An annual target date for the initial population of new information and adoptions to the network should be completed within one month of receiving the data within each financial year. Kerbing Inventory Records Held and Format : Information held with regard to the kerb inventory is held within the confirm database and holds details of; USRN, section, Start date, survey date, cross section, start chainage, end chainage, start width, end width, construction type, material, measurement. Coverage: Records relating to the kerb asset are currently held within the confirm system. Missing Information Missing kerb information within the authority’s records that would be beneficial to updating the databases are works history information of existing kerbs, roads and sections that are newly adopted and have not yet been recorded within the database. These records are linked with the carriageway and footway assets. Collection of missing information: An annual inventory survey will be implemented to collect all newly adopted kerb assets in Cheshire East. It is anticipated that the inventory surveys will be directly transferable into the Confirm database. Records held externally to this and found through historical research will require manual input. Works history information will need manually inputting into the database. An annual target date for the initial population of new information and adoptions to the network should be completed within one month of receiving the data within each financial year. 6
Street Lighting Inventory Records Held and Format : Information held with regard to the street lighting inventory is held within the confirm database and holds details of; USRN, section label, column age, column material, control type, burning hours, location, bracket type and material, height and number of lamps. Coverage: Records relating to columns and lanterns for the street lighting asset are currently held within the confirm system. Missing Information Missing street lighting, illuminated signs and bollards information within the authority’s records that would be beneficial to updating the databases are; works history information of existing street lighting assets and sections that are newly adopted and have not yet been recorded within the database. Collection of missing information: An annual inventory survey will be implemented to collect all newly adopted streetlights, illuminated sign and bollards in Cheshire East. It is anticipated that the inventory surveys will be directly transferable into the Confirm database. Records held externally to this and found through historical research will require manual input. Works history information will need manually inputting into the database. An annual target date for the initial population of new information and adoptions to the network should be completed within one month of receiving the data within each financial year. Structures Inventory Records Held and Format: The structures inventory is held within the BridgeStation database and holds details of asset inventory as described in DMRB CG 302 As built, Operational and Maintenance records for Highway Structures, Section 4, Table 4.1. These details are the minimum requirements that should be held for existing and new/modified structures. Coverage: Records relating to the structures asset are currently held within the BridgeStation database. Missing Information Missing structures information within the authority’s records that would be beneficial to updating the databases are works history information of existing structures. Collection of missing information: There is currently a CEC led scanning scheme which will digitise historic information that can be fed directly into BridgeStation. Some works history information will need manually inputting into the database. An annual target date for the initial population of new information and adoptions to the network should be completed within one month of receiving the data within each financial year. Drainage Inventory Records Held and Format : Information held with regard to the drainage inventory is held within the confirm database and holds details of; USRN, section label, cross section, start distance and width, side entry, offset, gully type, cross sectional position and type. 7
Coverage: Records relating to the gully asset are currently held within Confirm and as shape files which are held on Frontier and QGIS. Missing Information Missing drainage information within the authority’s records that would be beneficial to updating the databases are works history information of existing drainage assets that are newly adopted and have not yet been recorded within the database. Collection of missing information: An annual inventory survey will be implemented to collect all newly adopted drainage in Cheshire East. It is anticipated that the inventory surveys will be directly transferable into the Confirm database. Records held externally to this and found through historical research will require manual input. Works history information will need manually inputting into the database. An annual target date for the initial population of new information and adoptions to the network should be completed within one month of receiving the data within each financial year. 5. Investment Investment for the Asset Information Strategy will be funded by a network need requirement for asset data. For targeted data collection schemes, Asset Custodians will submit a business case detailing the full scope of the survey(s) that are required. Business cases will be assessed against the priority and relevance of the data against available budgets and the benefits for the lifecycle planning of the asset. 6. Data Management Accurate Asset data is essential to an effective Asset Management System. Cheshire East Highways manage their major assets (Carriageways, Footways, Structures, Traffic Signals and Street Lighting) to ISO 55001:2014 standard which is under scrutiny and annual auditing via an external auditor. The data is collected via the following processes. • 0.0 Asset Inventory • 1.0 Inspect Asset Condition • 2.0 Identification of Needs • 3.0 Scheme Development • 4.0 Design of Schemes • 5.0 Scheme Delivery • 6.0 Update Inventory Roles and Responsibilities The authority has implemented a Highway Asset Management Team whose responsibility is to maintain the information held in the Confirm on Demand, Frontier and QGIS. Members of the Traffic Signals and Bridges and Structures Teams update IMTRAC and BridgeStation. 8
Asset Custodians Cheshire East Highways have appointed several asset custodians for the authority who will be responsible for collating all information regarding activities undertaken on their asset group and providing the information to the Asset Team on completion of major schemes or surveys undertaken. Data Validation Asset data will not be accepted by the Asset Management Team without being submitted through the Asset Database Update process (Found on the Ringway Jacobs Management System: Solution > Asset Management > Document > Update Asset Databases - CEH). Each asset type has a predefined criterion which is required to update the database accurately. Where a scheme is submitted with partial or missing data, the scheme will be sent back to the asset custodian to collate and return. The Asset Management Team will review all work programmes to ensure that records are received relating to each of the schemes undertaken. 7. General Data Protection Regulation The General Data Protection Regulation 2016 (GDPR) replaces the Data Protection Act (DPA) 1998 and come into effect in May 2018. To ensure compliance with this regulation, all asset data which is handled by Cheshire East Highways is documented in the General Data Protection Regulation Asset Matrix (Appendix 1). 9
