Title Introduction Health Data Research UK (HDR UK) is the national Institute for data science in health. Our UK team of experts develop and apply cutting-edge data science approaches to clinical, biological, genomic and other multi-dimensional health data to address the most pressing health research challenges facing the public. Our mission is to make game-changing improvements in the health of patients and populations through data science research and innovation. For the first time we are bringing together our unique nationwide data assets and specialists across academia, research and healthcare to unlock knowledge and deliver new insights from molecule to man. By undertaking research at scale, across a population of up to 65 million people, we have an unrivalled opportunity to use data to the highest ethical standards to drive breakthroughs in medical research. This unleashes the potential to improve the way we are able to prevent, detect and diagnose diseases such as cancer, heart disease and asthma. HDR UK is a federated institute, working across 32 organisations in England, Wales, Scotland and Northern Ireland. Our organisation and how we operate is described in our Establishment Review. Virtual Learning Environment (VLE) Invitation to Tender HDR UK’s Training Vision Our vision for Talent and Training is to bring together and train our community of 10,000 health data scientists to work with diverse health data safely and securely so they can transform lives. We will work with academia, the NHS, industry and members of our UK Health Data Research Alliance to: • Define the skills needed to work with health data to address important health challenges; • Identify and curate a range of training resources through our Health Data Research Innovation Gateway to increase improved use of health data; • Deliver training that addresses gaps, helping develop new careers and roles in Health Data Science. Our training programmes will support and equip scientists for a future where health data research studies can be rapidly taken forward and new connections are unconstrained by traditional discipline and
organisational boundaries. We will make the UK the go-to place internationally for data science leadership, poised to attract international leaders and export UK expertise to other countries. A key milestone in our strategy is autumn/winter 2021 as our training offer and achievements at this point will be a key part of our proposal to core funders for renewal of funding for the next quinquennium. Virtual Learning Environment To support our vision, a Virtual Learning Environment (VLE) is required as a means to structure, manage, track and deliver our learning activities and content. Critical to our success will be ensuring that health data scientists are fully engaged with our content and, as such, an exceptional user experience will be critical. The VLE should be suitable for both staff members and external users, with the ability to host self-study and blended learning courses. We initially expect in the region of 500 actual users (70 of which will be internal staff), rising to 10,000 over the next 3 years. We anticipate that the usage will be at approximately 10% per month but various pricing options should be presented for 50, 100, 250, 500, 1000 and 2500 active (per month) or concurrent users. We are looking for development activity on our VLE to commence in January 2021 and to be soft launched by mid-February 2021 as a MVP. We appreciate that this is a tight deadline and are open to initially launching with the essentials set up. If required, additional development work (i.e integrations) can be delivered at a later date. Please provide a realistic timeline for delivery as part of your tender proposal. The contract will initially be to March 2023. The VLE should be built using open source technology and should provide us with the option at the end of the contract to extend the agreement, move it to our own hosting platform, or move it to another supplier. Technical requirements of the VLE are listed below. Please explain in your response as to how you will deliver each item. The system must: General • Be white labelled with HDRUK branding and have configurable dashboards and layouts • Be able to integrate with the HDRUK CRM, HR SaaS (TBC) and the Innovation Gateway Courses • Have a multi-tenancy function which will enable us to set up dedicated areas for our partners to self- report and manage, as well as giving us the ability to make visible and allocate a specific range of courses for each tenant • Be fully mobile responsive • Have eCommerce functionality so we can sell courses in the future and make other courses available through a catalogue free of charge • Be easy and intuitive to use from both a customer and administrator perspective from profile creation, to log in and finding course material. • Have a minimum of 99.5% uptime
User Management • Allow for external users should be able to sign up through a catalogue, via a bulk upload or a single sign on (SSO) solution • Allow for internal users to be added via an integration with our HR system (TBC) and/or able to access through a single sign on (SSO) solution • Have hierarchies for organisation, department, location etc • Be able to assign groups of users as a cohort onto a pre-loaded or pre-determined learning pathway. • Allow for custom access rights and permissions that are based on system or organisational role, and user type • Allow for custom profile fields that can either be free to enter by the user, upon signup, or via an integration. Fields should have the option be locked so users cannot amend information without the required permission • Provide the ability to allow users to securely recover their account if they forget their password. Course Management • Allow for learning pathways to be created, where users are given both fixed and flexible options for progression • Be able to automatically generate certificates, issued upon course completion, and ideally open badges for set tasks Content and Activities • Have inbuilt authoring functionality including the ability to create HTML pages and upload resources and documents • Allow for user generated content • Have the ability to place users into groups, either manually or automatically based on a rule set • Have an inbuilt web conference tool, or the ability to seamlessly integrate with a 3rd party tool • Have a range of assessment types including assignments, quizzes and tests • Be SCORM and xAPI/Tin Can compliant to gather course data • Facilitate surveys and forums Learning Objectives • Have the option to create a learning objective framework and personal learning objectives (for internal staff) • Enable course content to be mapped against a learning objective Reporting • Provide a suite of reporting capabilities for the administrators of the course which are easy to access and produce. • Have custom reporting facilities • Have report exporting and scheduling features
Live Session/Event Management • Be enabled for blended learning, with time-based events and calendars • Allow for users to book on to face-to-face or web conference events as part of a course, or a stand alone learning session. A waitlist should be in place, as well as flexible approval options. • Track attendance from live sessions • Send notifications and reminders for users who are scheduled to attend a live session Messaging and Notifications • Have a notice or news board function for site wide alerts • Allow for administers to send bulk messages to all users, or users within a set organisation, group or hierarchy • Integrate with social media and RSS feeds • Be able to provide automated alerts or reminders to customers (i.e. that they are required to complete the course/ their account has been inactive etc) and any additional notifications as required. Technical Compliance We must ensure that any new system developed is technically compliant: • The supplier must provide quarterly performance reports. These should include, but not exclusively: o Outages o Response times o Concurrent user load o Evidence of resource load • The solution must meet the WCAG AA 2.1/ATAG 2.0 standard. • The solution must be able to gather user satisfaction data. • The solution should provide an open API to enable integration. Please include information of which standards you support. For example: REST, SOAP, OData • The solution must support two factor authentications. • Data must be stored on secured servers that reside within the European Economic Area, • The solution must be capable of meeting and supporting password standards • Service support must be available during the core support hours (08:00 to 18:00 Mon- Fri except public holidays • Support must have relevant language and technical skills • Full google analytics should be supported. • The solution should be able to achieve a point in time recovery going back form a minimum of 4 hours for a point of data loss of corruption • A data recovery plan should be clearly defined
We anticipate that the development programme will need to be delivered through video-conference during this period and bidders should describe how they will deliver quality and impact of service through this approach. Tender response format To facilitate the needs of the tender panel in evaluating the submissions all proposals must be submitted following the same format. Failure to supply any or all of the requested information in the required format may result in the proposal being excluded from the evaluation process. Previous experience of providing board development support and example successes. B Methodology 8 pages The Bidder must set out their approach to the provision of the service, focussing on the minimum requirements as specified in this document. Bidder must include a programme plan, success measures, and risk register. The VLE will need to be able to integrate with the HDR UK CRM, HR SaaS (TBC) and the Health Data Research Innovation Gateway (www.healthdatagateway.org). Please indicate how you would achieve this. Please also state the level of input that you would expect from HDR UK staff. C Cost 2 pages Please outline your fees (including expenses). Be sure to include costs for: • Up front development / integration • Ongoing maintenance and support costs for 2.5 years • Active/Concurrent cost options for the following user numbers 50, 100, 250, 500, 1000, 2500 Please ensure VAT is added to your costs/fees. D Quality Assurance 2 pages Quality is important to us and HDR UK operate a culture of continuous improvement. Tenderers should set out their arrangements for ensuring that quality exists throughout their service provision. Total 16 pages In addition to the maximum sixteen-page proposal you must also include the following information - Names and contact details for two of your current clients. HDR UK will take up references for shortlisted Bidders - A copy of your Equal Opportunities Policy and, if separate, your Diversity and Inclusion Policy - Details of any rulings against your company in respect of equality legislation - Details of your Professional Indemnity Insurance.
