President=s Message When I last sat down to tap out my message to you we were heralding the coming of winter and the holiday season. Today I am watching the throes of winter from my office at 281 Queen Mary and wistfully dreaming of spring. Speaking of spring, we will soon be in the Aseason of conventions@ and as always, we hope you will take the time to attend your branch convention so that you can be updated on the activities and issues facing CPAA. You will find a listing of Branch Conventions with dates, locations, and telephone numbers in this issue of the Canadian Postmaster. Our negotiations are moving along at a steady pace. As of the writing of this message we have had 15 days at the table with Canada Post and dates are scheduled up to the end of March. Our Chief Negotiator, Pat Fagan, will be providing you with more information on negotiations further in the magazine. As I stated in our last magazine AAlthough we anticipate a shorter round this time, as compared to the last round which took 15 months, we will never sacrifice the rights and benefits of our membership solely to have a speedy round of bargaining.@ We have seen some movement on our Pay Equity complaint. The Canadian Human Rights Commission (CHRC) proposed a Aminutes of settlement@. We chose the option whereby the Corporation will retain a consultant, mutually agreed upon, to provide an expert opinion on the pay equity issue and the details required to settle the complaint. We are now waiting for a decision from the CHRC. We are hoping to see some improvement in Labour Relations across the country. At a meeting with CEO and President Moya Green, held December 19, 2005, CPAA identified our overall concern regarding the decline in relationship between CPC and CPAA across the country. We substantiated our concerns by indicating to Ms. Green the significant increase in the number of grievances filed in 2004. Ms. Green gave us a fervent commitment by stating that the number of grievances would be significantly reduced by this time next year. Some Branch Presidents have already noted some improvement, but others are still having to contend with many outstanding issues. We can only hope that the message Moya Green gave to CPAA, loud and clear, was also relayed to the Managers across the country. We are busy at National dealing with many issues such as Attendance Management, Staffing, Health and Safety, and Payroll problems, just to name a few. As usual, we relay on you to bring forth issues that you are having to deal with and we thank you for keeping us updated on happenings across the country. NEGOTIATIONS UPDATE March 2006 by Pat E. Fagan The Association and the Corporation began negotiations for a new Collective Agreement on November 14, 2005. Since that time, we have had 24 bargaining sessions during which the parties tabled approximately 100 demands for changes to the contract. All of the demands have been discussed and many of them have been resolved. We are now at the final stage of bargaining where we are exchanging global offers to resolve all outstanding issues. We have just finished a week of intense bargaining where we reached agreement on many of the outstanding issues. Both sides are now reviewing their respective positions before we return to the table on March 23, 2006 to continue negotiations. We hope that by the time you receive this magazine, we will have resolved the remaining issues and negotiated a new Collective Agreement. We will provide further updates on our website as bargaining continues. VACATION TIME by Shirley L. Dressler For many of us, the onset of warmer weather turns our thoughts to summer vacations and relaxation. Please refer to Article 23 of our Collective Agreement, which explains in detail the process to be followed when scheduling the vacation leave within our offices. A brief summary of this Article follows: The vacation leave year extends from April 1 of the current year to March 31 of the following year. Vacation leave is to be scheduled and posted prior to April 1. Postmasters have first choice of a vacation leave period followed by Senior Assistants. Full-Time Assistants then select a vacation leave period followed by Part-Time Assistants. For Full-Time and Part-Time Assistants the order of priority is based on their length of continuous employment. After first selections have been made, employees will continue to choose further periods of vacation leave in the same order of priority as above until all vacation leave is scheduled. If suitable replacement schedules can be arranged and where practicable, more than one employee may take vacation leave during the same period of time. While on authorized vacation leave you will continue to receive pay. Your vacation entitlements are explained under Article 22 of our Collective Agreement. Whatever time of year you choose for your vacation, we hope you will find time to relax and enjoy them to the fullest extent.
I CHOOSE TO TAKE MY PENSION? by Pierre Charbonneau Reduced Unreduced # with a reduced pension ! up to 10 years before the date at which you are eligible for an unreduced pension. # with an unreduced pension ! at age 60 or older with at least 2 years of eligible service or contribution to the plan, or ! at age 55 or older with at least 30 years of eligible service WHAT INSURANCE BENEFITS CAN I MAINTAIN? ! Basic life insurance ! Extended health care ! Dental plan # Only premiums for basic life insurance can be deducted directly from your pension cheque at the end of each month. # You will have to provide a void cheque authorizing automatic payments from your bank account for: ! Extended health care benefits ! Dental plan AT WHAT DATE SHOULD I PLAN TO RETIRE? OR WHAT PITFALLS SHOULD I WATCH OUT FOR? Do not retire without reaching an important milestone for your pension (for example: 24.99 years of service eligible for your pension rather than 25). The reduction factors are very different. Ex.: John Lucky is 50 years old and his date of birth is February 22, 1956. He began working for Canada Post on June 18, 1979. He decides to take his pension on March 1, 2006. Is this a good date? NO, the date to remember is his starting date of work, which is June 18, 1979. By retiring on March 1, 2006: • John Lucky accumulated 26.534 years of service instead of 27. • John Lucky will lose money representing about 4% per month the rest of his life. For more information, visit the following Web site: www.cpcpension.com. N.B.: It is always disappointing to reimburse the employer for vacation leave before taking your pension. Please refer to Article 22 of our collective agreement before taking all your annual leave. e.g. Mr. Lucky will be retiring on July 1, 2006 with 21 years of continuous employment. He is only entitled to seven and a half days of annual leave before retiring (the calendar year being April 1 to March 31 of the following year).

Robert Hunt by Pat E. Fagan It is with regret that we learned of the passing of Robert (Bob) Hunt on November 15, 2005. Bob had been involved in CPAA at the Newfoundland and Labrador Branch level for 19 years, beginning in 1972 as a Director of the Branch. He served as Vice- President in 1975 and from 1977 to 1983. He also served as Branch President from October 1975 to May 1977 and from October 1983 up to his retirement from Canada Post Corporation in July 1991. He served as a member of the National Board of Directors for 10 years and was active on many of the National committees including the negotiating and finance committees. Bob was well known throughout CPAA and had many friends all across the country. He was a participant in, and a contributor to, CPAA at a crucial time in its history as it evolved into a recognized and respected bargaining agent for rural postal employees. He will be remembered fondly and with respect for his many contributions to the Newfoundland and Labrador Branch of the Association. He will be especially remembered at convention time where he remained active and involved up to and including the last convention in May 2005. Our sincere condolences are extended to his wife Violet and his family. Your loss is our loss.

Dressler In our last issue of The Canadian Postmaster magazine, we informed you that Great-West Life has become our new insurance carrier. We requested all active members to complete a new form designating their choice of beneficiary. We encourage those who have not already provided this information to please do so immediately. It is always advisable to name a beneficiary since the proceeds will then go directly to that person (or persons), by-passing your estate and any applicable probate fees. You may change your choice of beneficiary at any time by completing a new form and sending it to our insurance Administrator. The CPAA Group Life Insurance Plan covers all active members of CPAA. Active Members are defined in the CPAA By-laws (Section II, By-law No. 2.1). In summary an active member is an indeterminate full or part-time employee of the corporation who is represented by CPAA, who is not suspended or expelled from membership, has filed a “Member’s File” with the head office of the Association, and pays the required membership fees.
