ABYC - Structure Ø The American Boat & Yacht Council (ABYC) is a non-profit, member organization that develops voluntary global safety standards for the design, construction, maintenance, and repair of recreational boats. Ø ABYC is driven by a voluntary group of technical experts and as an independent consensus-based body, these industry experts work together to develop standards with the sole purpose of protecting the safety of the boating public. Ø The Standards and Technical Information Reports for Small Craft cover all the major boat systems and the development and annual review of these standards provide boat building guidelines which correlate directly to the significant reduction in the number of boating accidents over the past six decades. Ø 90% of the boats currently used on US waterways are built to ABYC Standards
Ø Held in January 2015 Ø Funded by a USFWS grant Ø Brought together for the first time AIS Program Coordinators across the Western States along with Boating Industry Representatives § 100 people attended with approximately 50/50 split in representation Ø First Environmental issue that ABYC took the lead on to coordinate cooperative solutions Ø Several presentations from Boating Industry and AIS Programs Ø Summit participants divided into different workgroups to discuss AIS and: § Boat Design & Construction § Components/System Design & Installation § Engine & Propulsion Systems § Trailer Design & Construction
ABYC – AIS Project Technical Committee (PTC) Balanced committee with no more than 1/3 Ø Held first PTC of the membership from any one category AIS/PTC (19) meeting in May 2016 4 – Baltimore, MD 2 § Worked on initial editing of prepared 2 draft Technical 0 Information Report (TIR) based on the 2 outcomes from the summit 2 5 1 1 0
ABYC – AIS PTC Ø Technical Information Report (TIR): § “A report published to increase the knowledge, experience and skills of small X3 craft technicians and engineers and to aid in the design, construction, equipage and maintenance of small craft.” Ø The intended audience of the AIS-TIR is boat manufacturing company owners and CEO’s to inform and educate them on the AIS issue at a national scale of importance.
ABYC – AIS PTC Ø Draft document comments compiled by page and line number. First public call for review collected 180 comments! Ø Full committee review and discussion of every single comment
Ø Committee Timeline: ABYC – AIS PTC § May 2016 – Baltimore, MD o Review first round of “call for comments” to the draft TIR (180 comments) § October 2016 – Tampa, FL o Review and discussion regarding boat decontamination standards and procedures (UMPS III), engine temperature tolerances, antifreeze & mussels, Clean/Drain/Dry, TIR introduction section (subcommittee work) § June 2017 – Denver, CO o Review the second round of submitted comments (66 recommended edits) o Tour of a Colorado Parks Department watercraft inspection station § February 2018 – Webinar to discuss the third round of comments o 20 final edits made § July 2018 – Release of the final report § September 2018 – Annapolis, MD o Final meeting of the PTC to wrap-up project o ABYC hosted AIS Summit – 40 attendees with approx. 30%AIS/70%Ind.
