As the parents and caregivers of English Learners, we carry an additional wish — to see our children achieve proficiency in the English language before they leave Fresno's public schools. It is also a critical step to be able to access and succeed in coursework needed to meet admissions criteria for universities in California. 8 2019-20 K-12 RECLASSIFICATION RATES BY GRADE 9 2019-20 Percent of English Learners What committees can I join or what meetings can I attend Reclassified by Grade Level to support English Learner outcomes? 100% Consider joining an English Learner Advisory Committee (ELAC). TAKEAWAYS If English Learners have not reclassified by the time they leave elementary school, there is only a 50% chance that they will ever get reclassified while in Fresno public schools. While Fresno public schools reclassify students in grades 2, 3, and 4 at a faster rate than the state of California, the data shows that more than a quarter of English Learners do not reclassify before leaving Fresno high schools.

Fresno public schools first closed in March of 2020 in response to the coronavirus pandemic. The decision to waive state assessments was made shortly after these closures. Without 2019-20 state assessment data, the most current data available to us comes from the state assessments taken during the 2018-19 school year. Sources: California Department of Education. TAKEAWAYS When we look at English Language Arts (ELA) and math proficiency rates across Fresno public schools we see that students reclassified as Fluent English Proficient (RFEP) outperform their English-only peers across all grade levels, sometimes by as much as 30 percentage points. Students who haven’t reclassified continue to lag far behind their reclassified and English-only peers. In most grades, fewer than 1 in 10 ELs are meeting ELA or math standards.
