The economic hardships for many riders caused by the pandemic and the available capacity created by the decrease in ridership on both the LIRR and MNR, combined with the MTA Board’s interest in restructuring fares and the agency’s need for revenue, makes this exactly the right time to expand the Atlantic Ticket Pilot Program within the Freedom Ticket framework.8 Such expansion would be particularly beneficial to the essential workers who are not able to work from home and would not benefit from a hybrid work schedule.
