A Bill to Increase Funding to the United States Space Force 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. The United States Department of Defense shall receive $10 billion in 3 additional funding for the United States Space Force to increase research 4 and development for military space systems. 5 SECTION 2. “Military space systems” are defined as both offensive and defensive 6 space mechanisms, such as advanced satellites, used for the purposes of 7 deterring threats from U.S. forces and national interests. 8 SECTION 3. The United States Department of Defense will oversee implementation of 9 this legislation to ensure the proper allocation of funds. 10 A. Biennial audits will be carried out to ensure that funds are being 11 utilized effectively and that research and development is making 12 reasonable progress. 13 B. If it is determined that reasonable progress has not been met after 15 14 years, funding will be diverted to private entities under federal 15 government guidance. 16 SECTION 4. This bill shall go into effect Fiscal Year 2023. 17 SECTION 5. All laws in conflict with this legislation are hereby declared null and void. A Bill to Implement a Cap and Trade Policy to Decrease Carbon Emissions BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. A Cap and Trade Policy shall be implemented in order to decrease net carbon emissions. The federal government is responsible for distributing allowances to each industry and issuing punishments when the cap is exceeded without the possession of allowances. SECTION 2. A cap is defined as a firm limit on the amount of carbon that a company is allowed to emit, allocated in allowances by the U.S. federal government. The cap on emissions will go down by 5% each year upon effect. This policy will be regulated by a market for allowances regulated by the U.S. Securities and Exchange Commission and the Department of Energy. Allowances are defined as the amount of carbon each company is allowed to emit in tons based on market share, as determined by the Securities and Exchange Commission. A punishment is defined as subjecting corporations to a minimum fine of $10,000 for every ton of carbon emitted exceeding the cap. SECTION 3. The U.S. Department of Energy and U.S. Department of Commerce shall be responsible for the implementation and oversight of this legislation. SECTION 4. This legislation will take effect on FY 2022. A Bill to Raise the Federal Minimum Wage BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States federal minimum wage shall be gradually increased to $15 an hour. SECTION 2. The federal minimum wage shall be raised by $0.75 in the first year, then $1.00 every year until it reaches $15. SECTION 3. The United States Department of Labor shall be responsible for the implementation, enforcement, and oversight of this legislation. SECTION 4. This legislation will take effect on January 1, 2022 and the federal minimum wage will be adjusted on January 1st of every year. A Resolution to Create Free Trade with China BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1 WHEREAS, The United States and China have been locked in a trade war for the past 3 2 years; and 3 WHEREAS, The economic toll of this tit-for-tat policy has created economic instability 4 for many including farmers; and 5 WHEREAS, The price of goods have also increased as a result of this trade war; and 6 WHEREAS, The COVID-19 pandemic has also lead to price increases that have further 7 burdened everyday Americans; and 8 WHEREAS, The potential of US investment may assist increasing confidence in the 9 Chinese market; now, therefore, be it 10 RESOLVED, That the Congress here assembled make the following recommendation 11 for a removal of all tariffs from both sides of this trade war; and, be it 12 FURTHER RESOLVED, That the Congress here assembled recommend the Office of the 13 Presidency to find other means of fulfilling his or her goal; and, be it 14 FURTHER RESOLVED, That if China refuses to remove tariffs with the United States in 15 three months, the United States shall reimplement tariffs on China. A Bill to Evacuate Afghan Special Immigrant Visa Applicants BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States military will expeditiously organize a mission to evacuate the Afghan Special Immigrant Visa (SIV) Applicants-- whose lives are at risk after the Taliban takeover. SECTION 2. Expeditiously, defined as: taking no more than ten days to start. SECTION 2B. Organize, defined as: to allocate funding and military protection to ensure the safe transport and relocation of SIV applicants in Afghanistan. SECTION 3. The U.S. State Department will assist the Biden administration in the enforcement of this bill, and necessary funding will come from the budget of the Department of Defense. A. The Biden administration will arrange temporary placement of the Special Immigrant Visa Applicants in various military bases around the United States. B. The Biden administration will also oversee the U.S military operation, ensuring the safe transport and arrival of the SIV applicants. C. The State Department will organize the temporary placement of the SIV applicants-- not housed in American bases-- in willing nations, including but not limited to, Qatar, Canada, Albania, Mexico, Colombia, and Chile. SECTION 4. As indicated in Section 2, the evacuation of SIV applicants will be initiated following the ten-day period of organization and until all at-risk applicants are safely housed. SECTION 5. A RESOLUTION TO USE PROJECT DRAWDOWN TO SOLVE THE GLOBAL WARMING CRISIS WHEREAS, global warming is becoming a prominent issue in the status quo and WHEREAS, the United Nations claims that there are only eleven (11) years left to prevent irreversible damage from climate change and WHEREAS, global warming causes rises in temperatures, sea levels, precipitation, thawing permafrost, droughts etc. WHEREAS, despite taking multiple measures, the United States continues to be the leading contributor to climate change; now, therefore, be it RESOLVED, That the Student Congress here assembled adopt ideas from Project Drawdown’s Table of Solutions; and be it FURTHER RESOLVED, that this Congress will devise future legislation based on these ideals with the incentive for citizens to follow them. A Bill to Quell Conflict in Kashmir 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. The United States will give India and Pakistan an additional $500 million 3 each in developmental aid. 4 SECTION 2. Developmental aid shall be defined as “monetary assistance in the form 5 of direct grants, programs, and/or training to support a developing 6 country’s political, social, or economic development.” 7 SECTION 3. The U.S. Agency for International Development (USAID) shall be tasked 8 with the implementation of this bill. 9 A. In order to receive aid, both countries must withdraw their military 10 forces from Kashmir by January 1, 2022. 11 B. Monthly audits will be conducted to ensure that both countries 12 remain in compliance with Section 3, Subsection A of this legislation. 13 C. If these audits determine that either India or Pakistan return military 14 forces to Kashmir, all U.S. aid (developmental, humanitarian, military, 15 etc.) to the non-compliant country will cease immediately. 16 SECTION 4. This legislation will take effect on January 1, 2022. 17 SECTION 5. All laws in conflict with this legislation are hereby declared null and void. Introduced for Congressional Debate by Michel Kaiser. A Bill to Repeal Section 27 of The Merchant Marine Act of 1920 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. Section 27 of the Merchant Marine Act of 1920 will be repealed. 3 SECTION 2. Section 27 of the Merchant Marine Act of 1920 is also known as The 4 Jones Act, which is a group of several federal domestic shipping laws that 5 regulate domestic transportation of goods by water. 6 SECTION 3. Customs and Border Protection will coordinate all previously deemed 7 appropriate government agencies to ensure compliance with this 8 legislation. 9 SECTION 4. The repeal of the Jones Act will occur December 1, 2021. All laws in 10 conflict with this legislation are hereby declared null and void. A Bill to Implement a Universal Basic Income to Protect American Workers 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. The United States shall provide a $1000 monthly stipend to all US citizens over 3 the age of 18. 4 SECTION 2. Recipients shall not include any citizens who are felons or unbanked citizens. 5 A. For welfare, social program, and supplemental security income beneficiaries, 6 the choice between social program benefits or Universal Basic Income is 7 completely voluntary. 8 i. Social security and veteran disability beneficiaries are still elligible for 9 universal basic income along with their current benefits. 10 ii. Beneficiaries will report their decision to the Department of Health 11 and Human Services. 12 A. This legislation will be funded through a 10% value-added tax. 13 i. The value-added tax will exclude basic living amenities such as 14 groceries and clothing. 15 A. Any American citizen that travels abroad for more than 60 days will be 16 suspended from monthly payments until they return. 17 SECTION 3. The Internal Revenue Service, Department of Health and Human Services, and 18 the Department of the Treasury will all be responsible for the implementation of 19 this legislation. 20 A. The Internal Revenue Service shall be responsible for the collection and 21 enforcement of the value-added tax. 22 B. The Department of Health and Human Services shall be responsible for the 23 distribution of the $1,000 monthly stipend. 24 C. The Department of the Treasury will incur any remaining costs if the value- 25 added tax does not cover the full cost of this legislation. 26 SECTION 4. This legislation will take effect at the start of FY 2023. All laws in conflict with this 27 legislation are hereby declared null and void. A Resolution to Safeguard Freedom and Democracy in Taiwan WHEREAS, Taiwan is facing military threats from the Chinese Communist Party that have increased significantly in frequency and magnitude in recent months, WHEREAS, The Chinese Air Force has made numerous intrusions into Taiwanese airspace, undermining peace and stability in the Taiwan Strait, WHEREAS, Taiwan is a progressive democracy that stands for liberal ideals akin to the United States, and was the first country in Asia to elect a woman as president and the first to legalize same-sex marriage, WHEREAS, The U.S. Assistant Secretary of Defense for Indo-Pacific Security Affairs, has stated that Taiwan's recent military budget is "insufficient" to ensure effective defense against the Chinese People's Liberation Army (PLA), WHEREAS, Neighboring countries like Japan and South Korea have expressed explicit concerns on the stability of the Taiwan Strait, in which South Korea has stated the issue as a national security concern and Japan increasing its military budget for 2022 because of Taiwan, WHEREAS, The quad countries including the US, India, Japan, and Australia have discussed the importance of Taiwan's national security to their foreign policy interests, RESOLVED, That the Congress here assembled make the following recommendation to plan for the reinstatement of US military presence in Taiwan. AID (African Infrastructure and Development) Act of 2021 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1 SECTION 1. Economic Aid, Humanitarian aid ,and Anti-corruption measures will be 2 annually funded to every country in Central Africa. 3 SECTION 2. Central African countries will include: Angola, Cameroon, Central African 4 Republic, Chad, Democratic Republic of the Congo, Equatorial Guinea, 5 Gabon, Republic of the Congo, and São Tomé and Príncipe. 6 SECTION 3. USAID will be in charge of directing and distributing the funds to the proper 7 destination. The aid will amount to a total of $3 billion annually, and will 8 be distributed as follows: 9 A. $1 billion shall go towards humanitarian aid ,which will be given 10 directly to non-governmental organizations, in the form of grants. 11 These organizations are obligated to use these funds only to help the 12 countries stated above. 13 B. $1 billion will go towards economic aid. ½ the aid shall be directed to 14 the central government of each nation, while the other half will be 15 awarded in amounts of $10,000 to businesses in a lottery based system, 16 run by the central governments of each nation. The proportion of aid 17 going to each countries, will be decided by USAID. 18 C. The remaining funds will be directed to Anti-corruption funding, which 19 will be entrusted to the African Union for use only in the countries 20 specified by this bill. The money will be used by the African Union to 21 support their various operations, resolutions, and other 22 counter-corruption measures. 23 SECTION 4. This bill will be implemented in fiscal year 2023, and be up for renewal 24 every five fiscal years. 25 SECTION 5. All laws in conflict with this legislation are hereby declared null and void. A Bill to Prohibit the Use of Biometric Surveillance in Policing 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. Video footage and photos from biometric surveillance systems will not be 3 used as evidence or used to convict an individual in any court. Federal 4 funding may not be expended for the purchasing and/or use of biometric 5 surveillance systems. 6 SECTION 2. Biometric surveillance systems shall be defined as software that 7 processes any type of video feed or photo for identity detection 8 purposes, including facial recognition. 9 SECTION 3. The Department of Justice shall be responsible for overall 10 implementation and enforcement of this bill. State Attorneys Generals 11 shall be responsible for implementation and enforcement on the local 12 and state level. 13 A. Any law enforcement officer in violation of this bill shall be 14 investigated for suspension or termination. 15 B. Any other party not in compliance shall be investigated to determine 16 the fine and/or federal funding reduction. 17 SECTION 4. This legislation will take effect on January 1, 2022. 18 SECTION 5. A Resolution to Support Taiwan in Joining the World Health Organization to Promote Public Health 1 WHEREAS, Taiwan has been successful in combatting COVID-19, but is not yet a 2 member of the World Health Organization (WHO); and 3 WHEREAS, Global health has clearly become a major concern for the future; and 4 WHEREAS, Democracy continues to grow stronger in Taiwan; and 5 WHEREAS, The US and Taiwan have long been allies and relations continue to 6 improve; now, therefore, be it 7 RESOLVED, That the UIL Congress here assembled support Taiwan’s bid to join the 8 World Health Organization (WHO). A Bill to Allow Presidential Recall Elections BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. This Bill would allow a recall election onto the seat of the president in the event enough signatures are provided. SECTION 2. Recall election, An election that can take place during a president's term. Limited to one recall election per term. Signatures, Requiring ID, would need to be collected through the board of elections. A minimum of 50% of Registered voter signatures required for it to be deemed Official. SECTION 3. This Bill will be enacted through the board of elections as well as congress. The election procedures would be concurrent to that of usual presidential elections. Election will be held approximately 60 days after the recall is officially approved. Recall elections can not happen in the three months that precede a regular presidential Election . SECTION 4. This Bill to be enacted in the fiscal year 2022. SECTION 5. All laws in conflict with this legislation are hereby declared null and void. A BILL TO DRIVE THE CDC TO ACCURATELY TRACK CORONAVIRUS CASES IN VACCINATED INDIVIDUALS BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. The CDC shall track all Coronavirus cases of all fully vaccinated individuals. SECTION 2. A Coronavirus case is defined as an individual who has tested positive for Sars- Cov-2 and any of its variants by a PCR and/or antigen test. A fully vaccinated individual is defined as someone who received any of the Sars-Cov-2 vaccines and are considered fully protected by the respective vaccine provider’s instruction. SECTION 3. The Department of Health and Human services will oversee the implementation of this bill. A. The Department of Health and Human Services will also provide the CDC with the funding to implement this bill. B. Any funding that the Department of Health and Human Services cannot fiscally provide will be from the Department of Defense budget. SECTION 4. This bill will be effective immediately among passage. A Bill to Repeal the Affordable Care Act BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1 SECTION 1. The Affordable Care Act, commonly known as “Obamacare,” 2 shall be repealed. 3 A. Congress shall pass a replacement health care bill before the date of 4 implementation. 5 B. Should Congress be unable to pass a replacement before the date of 6 implementation, the date of implementation may be pushed back. 7 SECTION 2. The Affordable Care Act shall be defined as the Patient 8 Protection and Affordable Care Act enacted on March 23, 2010, and the 9 subsequent amendments to it. 10 SECTION 3. The Department of Health and Human Services shall oversee 11 implementation of this legislation. 12 SECTION 4. This legislation will take effect on January 1, 2025. The Student Debt Accountability Act of 2021 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. Each institution of higher education shall be responsible for 50 percent of a student’s student loan balance if they default. SECTION 2. The following definitions and standards shall apply: A. An “Institution of Higher Education” is defined in Part A, Sec. 101 of the 15 Higher Education Act of 1965. B. The student loan balance must’ve been used to cover the cost of attendance at the institution. SECTION 3. The Department of Education shall oversee, implement, and enforce this legislation. C. They Department of Education shall receive $100 million to enforce this legislation. SECTION 4. This legislation will take effect on June 30, 2022. A Bill to Reform Haitian Aid to Strengthen Governance 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. The United States Agency for International Development (USAID) shall distribute 3 five hundred million dollars of aid over five years to non-governmental 4 organizations (NGOs) operating within the country of Haiti to promote good 5 governance. USAID shall also ensure that at least half of all current US 6 humanitarian, economic, and infrastructural aid is distributed to Haitian-owned 7 businesses or Haitian-based NGOs. 8 SECTION 2. Good governance shall be defined as strong governmental integrity, rule of law, 9 human rights, and democracy. 10 SECTION 3. USAID shall be responsible for the implementation of this legislation. 11 A. USAID will prepare a yearly report on the impacts of this legislation for 12 Congressional review. 13 SECTION 4. A Resolution to Safeguard Freedom and Democracy in Taiwan WHEREAS, Taiwan is facing military threats from the Chinese Communist Party that have increased significantly in frequency and magnitude in recent months, WHEREAS, The Chinese Air Force has made numerous intrusions into Taiwanese airspace, undermining peace and stability in the Taiwan Strait, WHEREAS, Taiwan is a progressive democracy that stands for liberal ideals akin to the United States, and was the first country in Asia to elect a woman as president and the first to legalize same-sex marriage, WHEREAS, The U.S. Assistant Secretary of Defense for Indo-Pacific Security Affairs, has stated that Taiwan's recent military budget is "insufficient" to ensure effective defense against the Chinese People's Liberation Army (PLA), WHEREAS, Neighboring countries like Japan and South Korea have expressed explicit concerns on the stability of the Taiwan Strait, in which South Korea has stated the issue as a national security concern and Japan increasing its military budget for 2022 because of Taiwan, WHEREAS, The quad countries including the US, India, Japan, and Australia have discussed the importance of Taiwan's national security to their foreign policy interests, RESOLVED, That the Congress here assembled make the following recommendation to plan for the reinstatement of US military presence in Taiwan. AID (African Infrastructure and Development) Act of 2021 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1 SECTION 1. Economic Aid, Humanitarian aid ,and Anti-corruption measures will be 2 annually funded to every country in Central Africa. 3 SECTION 2. Central African countries will include: Angola, Cameroon, Central African 4 Republic, Chad, Democratic Republic of the Congo, Equatorial Guinea, 5 Gabon, Republic of the Congo, and São Tomé and Príncipe. 6 SECTION 3. USAID will be in charge of directing and distributing the funds to the proper 7 destination. The aid will amount to a total of $3 billion annually, and will 8 be distributed as follows: 9 A. $1 billion shall go towards humanitarian aid ,which will be given 10 directly to non-governmental organizations, in the form of grants. 11 These organizations are obligated to use these funds only to help the 12 countries stated above. 13 B. $1 billion will go towards economic aid. ½ the aid shall be directed to 14 the central government of each nation, while the other half will be 15 awarded in amounts of $10,000 to businesses in a lottery based system, 16 run by the central governments of each nation. The proportion of aid 17 going to each countries, will be decided by USAID. 18 C. The remaining funds will be directed to Anti-corruption funding, which 19 will be entrusted to the African Union for use only in the countries 20 specified by this bill. The money will be used by the African Union to 21 support their various operations, resolutions, and other 22 counter-corruption measures. 23 SECTION 4. This bill will be implemented in fiscal year 2023, and be up for renewal 24 every five fiscal years. 25 SECTION 5. All laws in conflict with this legislation are hereby declared null and void. All facial recognition will no longer be used by the Federal Government without explicit statutory authorization, and public safety grants will be withheld from state and local police departments who do not eliminate the use of facial recognition by January 1st, 2023. SECTION 2. A. Facial recognition, for the purposes of this legislation, will refer to any software designed for the purposes of collecting biometric surveillance data in real time. B. Public safety grants refers to the grant program authorized under subpart 1 of part E of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10151 et seq), otherwise known as the ‘Byrne grant program.’ SECTION 3. The Department of Justice will be responsible for implementation of this legislation. SECTION 4. This legislation will take effect on January 1st, 2023. The Safeguarding Against Fraud, Exploitation, Threats, Extremism, and Consumer Harms Act will amend section 230 of the Communications Act of 1934 (47 U.S.C. 230) to reaffirm civil rights, victims’ rights, and consumer protections. SECTION 2. Section 230 Subsection C Paragraph 3 will make an exception if the ‘provider or user has accepted payment to make the speech available or, in whole or in part, created or funded the creation of the speech.’ SECTION 3. The Federal Communications Commission will be responsible for implementation of this legislation. SECTION 4. This legislation will take effect on January 1st, 2023.
