Welcome
On behalf of the Hurricanes Youth Rugby Council (HYRC), Wellington Rugby Football Union
(WRFU), College Sport Wellington (CSW), and Wellington College, welcome to the Hurricanes
Under 14 Rugby festival.
We are delighted to be hosting the festival for the third year and look forward to welcoming
team members and their families, friends and supporters.
The aim of the festival is not high performance, but to try to engage students under 14 with
the game of rugby. It is hoping that students within school that haven’t had a chance to play
during the year, get an opportunity to play.

                             Welcome/ Mihi Whakatau
Normally we start the festival with an official welcome at Wellington College. But due to
uncertainty of the COVID-19 Alert Levels, we thought it be best to not have one in 2020. I
will meet with all teams as they arrive before their first game on Monday, where I can also
brief managers as well.

                                          Laundry
A FREE laundry service is available to all participating schools. This will cover a full gear bag
laundry service (23x jerseys, socks and shorts) overnight on Monday and Tuesday.
Gear bags need to be clearly labelled with school name and given to the Event Manager by
straight after your game. Laundry will be ready for collection before your game the next day.
Any additional items sent to the dry cleaners will be charged back to the College, post
event. An administration charge may also be included.

We hope that your team enjoys and creates some amazing memories from the festival.

                                    Changing Rooms
There are changing rooms and showers located at the venue. Please do not leave any gear in
the changing rooms during your game, as teams will need to rotate through these.

Festival Specific Playing Conditions & Regulations
1.   Games will be played under 2020 CSW Rugby and NZ Rugby Domestic Safety Laws.
Eligibility
2.   All players must be bona fide students of the school they are representing as per School
     Sport NZ player eligibility.
3.   Team members must be under the age of 14 on the 1st of January 2020.
4.   Three players must be able to play in the front row as per NZ Rugby Domestic Safety
     Laws.
Game Specifics
5.   There are to be NO rolling subs.
6.   New Zealand Rugby half-game policy stats that for all rugby below First XV, it is
     compulsory for all players to play a minimum half game. Thus all students on your game
     day team card must play minimum of half a game. If upon a formal, substantiated protest
     the offending school risks defaulting the game in question.
7.   Games will be 30 minute halves.
8.   Each coach must complete an official team card with all players INITIAL & SURNAME and
     hand it to the referee before play starts. It is not acceptable to use players’ nicknames
     or only christian names on these cards. Cards will be available from the event director.
9.   All coaches, managers, and reserves MUST stand behind the dead ball line during the
     game. This will be strictly enforced.
10. NZ Rugby’s Game On Protocol can be applied during the festival. More information can

Disciplinary Procedures
11. Disciplinary procedures will follow Wellington Secondary Schools Rugby Union protocol,
    using a Duty Judicial Officer procedure described in Rule 18 of Section 3 of black book.
Injuries and First Aid
12. Team management are expected to provide basic first aid for their teams.
13. There will be an ambulance at the venue to deal with serious injuries.
14. Ice will be available with the Event Director.
15. In the event of a serious injury, the Event director should be advised immediately.
Other Information
16. Teams are to provide their own match ball
17. Mouth guards must be worn at all times and all teams are expected to provide their
    own mouth guards
18. Teams are reminded that they are ambassadors to the sport, and to their schools, and
    should act with respect and good behaviour at all times. Bad language will not be
    tolerated on or off the field from players or adults.
COVID 19 Precautions

Contract Tracing
Spectator Free – The festival will be spectator FREE for all three days. Only players, coaches,
managers, and up to six adult helpers who are listed on the teams official team list, will be
allowed to be at the venue. There will be signage at the park to remind any spectators who
may turn up.

Team list – This will be provided to the event organiser, and will have the contact details of
team management.
QR Codes – There will be QR Codes for the venue posted on the fencing around the venue.

Gatherings & Physical Distancing
Kick off times – these have been spread out to avoid too many people gathering at
communal points such as entries and car parks. Teams will be asked to move on from their
games as soon as possible to avoid cross over with the next game.

Warm-ups – Warmups should be done on the field you are playing on. Please take one half
of the field. Please do not start your warm up until the participants of the game before you
have vacated the field.

Physical Distancing – Participants should maintain physical distancing when not playing.
Team Management need to be vary of this when arriving and leaving the venue, and in the
changing rooms.

Hygiene & Sanitation
Washing Hands – Wakefield changing rooms will be available for everyone to wash their
hands before and after their game. Sanitiser will also be available to use.

Equipment & Balls – Team management are responsible for disinfecting equipment,
particularly rugby balls, before and after rugby games. Disinfectant will be available to use.

Water Bottles – Team management to ensure water bottles are not shared between
players.
Venue – Wellington City Council will clean the changing rooms every evening.
Personal – no one should be participating (or leave home) if they are sick or unwell,
displaying symptoms of COVID-19, awaiting a test, or if required to self-isolate.
Wakefield Park Artificial Turf – important information

Refreshments
No FOOD or DRINK (except water) is allowed on the artificial
surfaces, including the warm-up areas.

Footwear
To preserve the life of the turf, ALL Footwear must be clean and mud
free before entering the turf.

Boots and Studs
Football boots can be worn on the turf. The only restriction is that
full length metal studs are not allowed – this type of stud can
damage the turf. Rubber and plastic studs that are metal tipped may
be worn on the tuRf.

Safety of Users - CUTS
Thoroughly clean and cover all external wounds to protect them
from reopening and maintain the cleanliness of the turf.

No Spitting
No spitting allowed as it cannot be safely absorbed on an artificial
turf.

Spectators
Normally all spectators must stay behind the fence, however as there
are no spectators allowed, this is not an issue. Only referees,
players, and management are allowed on the turf.

Rubbish
Please be a tidy kiwi and take all your rubbish with you after the
game, or use the bins provided.
