Somalia: IFMIS Results Achieved Please list several important results achieved: Improved PFM processes and controls 100% Budget Control Instant Financial Reporting, implementation of multi-segment, multi-dimension COA Donor funded projects financial, use of country system Improved payment process, “No SFMIS no Payment” with integration with Central Bank SFMIS played key role in the country’s debt relief effort Revenue Collection module contributed significantly to increase public revenue Direct Deposit function and bank transfers Automated and controlled monthly payroll processing for all sectors Increased efficiency and control of revenue collection Use of Country system for National Biometric registration and payroll Real-time Financial Reports and Dashboards for increased transparency 3
Somalia: Selected IFMIS good practice case • National Biometric Registration System • The Biometric Registration system was developed and deployed in 2017 • Designed to accommodate all different Government sectors (Security, Civil, Education, Health, etc.) • Seamlessly integrated with country finance & payroll system SFMIS • Supported the control of revenue leakages through the identification of illegitimate workers and security soldiers • More thank 50 thousand personnel registered (Military Soldiers, Policemen, Civil Servants) 4

Somalia: Selected key challenge Change Management Challenge: In any software implementation, especially IFMIS, change management is usually a big challenge due to the following: - End users resistance, fear of losing jobs, fear of controls imposed by the system, resistance of change of processes and daily operations - End users capacity, qualifications and computer knowledge - Transformation from manual processes to automated processes - Adoption of international best practices How did you mitigate Change Management challenges? - Implementation of a local prototype based on access database was implemented to sensitize users perceptions towards technology - Top management ownership and enforcements - Hiring of a specialized IT team with the support of a few technical assistants (TAs) to ensure a smooth implementation process - Awareness sessions about the benefit of implementing IFMIS - Continuous training and capacity building to end users 6
