NextGenerationEU: European Commission disburses €231 million in pre-financing to
Slovenia
The European Commission has today disbursed €231 million to Slovenia in pre-financing, equivalent
to 13% of the country's grant allocation under the Recovery and Resilience Facility (RRF). The pre-
financing payment will help to kick-start the implementation of the crucial investment and reform
measures outlined in Slovenia's recovery and resilience plan. The Commission will authorise further
disbursements based on the implementation of the investments and reforms outlined in Slovenia's
recovery and resilience plan. The country is set to receive €2.5 billion in total, consisting of €1.8
billion in grants and €705 million in loans, over the lifetime of its plan. Today's disbursement follows
the recent successful implementation of the first borrowing operations under NextGenerationEU. By
the end of the year, the Commission intends to raise up to a total of €80 billion in long-term funding,
to be complemented by short-term EU-Bills, to fund the first planned disbursements to Member
States under NextGenerationEU. The RRF is at the heart of NextGenerationEU which will provide
€800 billion (in current prices) to support investments and reforms across Member States. The
Slovenian plan is part of the unprecedented EU response to emerge stronger from the COVID-19
crisis, fostering the green and digital transitions and strengthening resilience and cohesion in our

REACT-EU: 4,7 milliards d'euros pour soutenir les emplois, les compétences et les
personnes les plus démunies en Italie
La Commission a accordé 4,7 milliards d'euros à l'Italie dans le cadre de REACT-EU pour encourager
la réponse du pays face à la crise des coronavirus et contribuer à une reprise socio-économique
durable. Le nouveau financement est le résultat de la modification de deux programmes
opérationnels du Fonds social européen (FSE) et du Fonds européen d'aide aux plus démunis
(FEAD). Le programme national italien du FSE ‘Politiques actives pour l'emploi' recevra 4,5 milliards
d'euros pour soutenir l'emploi dans les zones les plus touchées par la pandémie. Les fonds
supplémentaires permettront d'augmenter l'embauche de jeunes et de femmes, de permettre aux
travailleurs de participer à des formations et de soutenir des services sur mesure pour les
demandeurs d'emploi. En outre, ils contribueront à protéger les emplois dans les petites entreprises
des régions des Abruzzes, du Molise, de la Campanie, des Pouilles, de la Basilicate, de la Calabre, de
la Sicile et de la Sardaigne. Le commissaire chargé de l'emploi et des droits sociaux, Nicolas Schmit,

€7 billion for key infrastructure projects: missing links and green transport
A call for proposals launched yesterday under the Connecting Europe Facility (CEF) for Transport
programme is making €7 billion available for European transport infrastructure projects. The majority
of projects funded under this call will help to increase the sustainability of our overall transport
network, putting the EU on track to meet the European Green Deal objective of cutting transport
emissions by 90% by 2050. Commissioner for Transport, Adina Vălean, said: “We are massively
increasing funds available for deployment of alternative fuels infrastructure, to €1.5 billion. For the
first time, we are also supporting projects so that our trans-European transport networks are suitable
for civilian-defence dual-use and improve military mobility across the EU. Projects funded under
yesterday's call will contribute to the creation of an efficient and interconnected multimodal transport
system for both passengers and freight, and the development of infrastructure to support more

Mediterranean and Black Seas: Commission proposes fishing opportunities for 2022
Today, the Commission adopted a proposal for fishing opportunities for 2022 in the Mediterranean
and the Black Seas. The proposal promotes the sustainable management of fish stocks in the
Mediterranean and the Black Seas and delivers on the political commitments made in the
MedFish4Ever and Sofia Declarations. It reflects the Commission's ambition for achieving sustainable
fisheries in these two sea basins, in line with the recently adopted 2030 Strategy of the General
Fisheries Commission for the Mediterranean (GFCM). Commissioner for Environment, Oceans and
Fisheries, Virginijus Sinkevičius, said: “Sustainable fisheries management in all of the EU's sea
basins is our commitment and responsibility. While we have seen some improvement in recent years
in the Mediterranean and Black Seas, we are still far from reaching sustainable levels and more effort
is needed to achieve this goal. We are, therefore, today making our proposal for fish catches in the
two sea basins fully reliant on scientific advice.” In the Adriatic Sea, the Commission's proposal
implements the GFCM Mediterranean multiannual management plan for demersal stocks and its goal
to reach sustainability for these stocks by 2026 through a decrease of the fishing effort. Today's
proposal also implements the Western Mediterranean multiannual management plan (MAP) for
demersal stocks with the aim of further reducing the fishing, in line with scientific advice. In the
Black Sea, the proposal includes catch limits and quotas for turbot and sprat. The proposal will be
completed at a later stage, based on the results of the GFCM annual session (2-6 November 2021)

High-level group to start reflection on future of EU Customs Union
The European Commission has today announced the launch of a new special group tasked with
identifying innovative solutions for the most pressing challenges facing the EU's Customs Union. The
‘Wise Persons Group on Challenges Facing the Customs Union' will advise EU institutions and
Member States on how to prepare for new business models and technological developments, and
how to efficiently manage the Customs Union to ensure agile and robust customs processes to
accelerate the twin digital and green transitions. This group will be headed by former Minister of
Foreign Affairs, European Union and Cooperation of Spain, Arancha González Laya, with the support
of Vice-Chair Mateja Vraničar Erman, Adviser to the Slovenian Minister of Foreign Affairs and former
Minister of Finance. Paolo Gentiloni, Commissioner for Economy, said: “To adequately prepare for
the future of the Customs Union, we need new ideas from people with extensive experience and
knowledge, and who are used to thinking outside the box. I look forward to the group's proposals on
how customs can work more efficiently for the benefit of our citizens and businesses.” With 900
million consignments worth almost €4 trillion per year, the EU is the largest trading bloc in the
world. Digitalisation, globalisation and the changing nature of trade present new opportunities as
well as new challenges. Efficient customs clearance and controls are essential to protect EU citizens
and businesses, while at the same time enabling legitimate trade, which is crucial to growth and

Fight against marine pollution: #EUBeachCleanup campaign 2021
Officially launched on 18 August, the 2021 campaign of the #EUBeachCleanup will peak tomorrow on
the World Coastal Clean Up Day. Since June, clean-up actions have been organised in both coastal
and landlocked countries around the world, and will continue until the end of October. High
Representative/Vice-President Josep Borrell said: “Our actions impact our oceans. It's our choice:
either we continue polluting our ocean with marine litter, or we take action and clean our seas.
#EUBeachCleanup is a great individual and collective action of volunteers around the world to keep
beaches clean and protect marine life. It's needed, it's urgent, everyone can contribute to restoring
our planet.” Commissioner for Environment, Oceans and Fisheries, Virginijus Sinkevičius, said:
“Restoring biodiversity, protecting the ocean and empowering citizens are all high on the EU's
agenda. The true power of #EUBeachCleanup is that it brings all these together and gains worldwide
attention. It's about walking the talk and turning the European Green Deal into global blue action.
Join us. Together, we can make a difference.” Every year, millions of tons of litter end up in the
ocean with a direct and deadly effect on wildlife. Marine pollution starts on land and is one of the
main drivers of the depletion of marine biodiversity. This is why since 2017 the EU has organised the
annual #EUBeachCleanup campaign - a global awareness-raising making a strong call to action every
year, building momentum for the adoption of ambitious measure to protect the ocean at international
level. This year's edition comes ahead of the 15th Conference of the Parties to the UN Convention on
Biological Diversity (CBD COP15) in October and after the EU's legislation on Single-use plastics

San Sebastian Film Festival 2021: Four EU-supported films compete for awards
Four EU-funded films are competing in the 69th edition of the San Sebastian International Film
Festival, which has kicked off today. ‘Inventory' by Darko Sinko, ‘Prayers for the Stolen' by Tatiana
Huezo, ‘The Crossing' by Florence Miailhe and ‘107 Mothers' by Peter Kerekes are competing within
the Official Selection category. The winners of this year's festival will be announced on 25 September
during the Festival Closing Gala. The EU supported these works in their development, international
coproduction and distribution through the MEDIA strand of the Creative Europe programme. They
have been coproduced by highly international teams, involving countries both within the EU
(Czechia, Germany, France, Slovenia and Slovakia) and beyond its borders (Brazil, Mexico, Qatar and
Ukraine). These productions will also be featured within the 30 years of MEDIA campaign, which
celebrates the EU's continued support to the audiovisual industry. The campaign, besides promoting
content, talent and platforms funded throughout the last three decades, highlights the functioning of
the industry behind the scenes and the real impact of EU funding. The Festival will also host a

Sustainable urban transport takes centre stage for European Mobility Week
Around 3,000 towns and cities across Europe are participating in this year's European Mobility Week,
which started yesterday and will last until next Wednesday, the 22 of September. The 2021
campaign has been launched under the theme ‘Safe and healthy with sustainable mobility', and will
promote the use of public transport as a safe, efficient, affordable, and low-emission mobility option
for everyone. 2021 is also the 20th anniversary of car-free day, from which the Week has grown. “A
clean, smart and resilient transport system is at the core of our economies and central to people's
lives. This is why, on the 20th anniversary of the European Mobility Week, I am proud of the 3,000
cities across Europe and beyond for showcasing how safe and sustainable transport options help our
communities to stay connected during these challenging times”, said Transport Commissioner Adina
Vălean. For this landmark year, the European Commission has created a virtual museum showcasing
the history of the week, its impact, personal stories, and how it links with the EU's broader
sustainability priorities. Elsewhere, activities around Europe include bicycle festivals, exhibitions of

Executive Vice-President Timmermans holds High-Level Climate Change Dialogue with
Turkey
Yesterday, Executive Vice-President Timmermans received Murat Kurum, Turkish Minister of
Environment and Urbanisation, in Brussels for a high-level dialogue on climate change. Both the EU
and Turkey experienced extreme impacts of climate change during the summer, in the form of
wildfires and floods. Turkey has also seen the largest ever outbreak of ‘sea snot' in the Marmara Sea
– overgrowth of microscopic algae caused by water pollution and climate change. In the wake of
these climate change-induced events, Turkey and the EU discussed areas where they could advance
their climate cooperation, in the pursuit of achieving the goals of the Paris Agreement. Executive
Vice-President Timmermans and Minister Kurum exchanged views on urgent actions required to
close the gap between what is needed and what is being done in terms of cutting emissions down to
net-zero by mid-century, and thereby keep the 1.5°C goal of the Paris Agreement within reach. They
discussed carbon pricing policies as an area of common interest, considering the forthcoming
establishment of an Emissions Trading System in Turkey and the revision of the EU Emissions

HERA: First step towards the establishment of EU FAB, a network of ever-warm production
capacities
Today, the Commission published the Prior Information Notice, which provides vaccine and
therapeutics manufacturers with preliminary information about the EU FAB call for competition,
planned for early 2022. The objective of EU FAB is to create a network of ‘ever-warm' production
capacities for vaccine and medicine manufacturing that can be activated in case of future crises. EU
FAB will cover multiple vaccine and therapeutic technologies. To be operational at all times, the
participating production sites are expected to ensure availability of qualified staff, clear operational
processes and quality controls, allowing the EU to be better prepared and respond to future health
threats. EU FAB will be able to quickly and easily activate its network of manufacturing capacities to
meet demand for vaccines and/or therapeutics needs, until the market has scaled up production
capacities. EU FAB will form a key component of the industrial dimension of the European Health
Emergency Preparedness and Response Authority (HERA), as announced in the

sanitaire (HERA): se préparer aux futures situations d'urgence
La Commission européenne a instauré hier l'Autorité européenne de préparation et de réaction en cas
d'urgence sanitaire (HERA) afin de prévenir, de détecter et de réagir rapidement aux situations
d'urgence sanitaire. L'HERA anticipera les menaces et les crises sanitaires potentielles, grâce à la
collecte de renseignements et au renforcement des capacités de réaction nécessaires. En cas
d'urgence, l'HERA assurera la mise au point, la production et la distribution de médicaments, de
vaccins et d'autres contre-mesures médicales, tels que des gants et des masques, qui ont souvent
fait défaut lors de la première phase de la lutte contre la pandémie de coronavirus. L'HERA est un
pilier essentiel de l'union européenne de la santé annoncée par la présidente von der Leyen dans
son discours sur l'état de l'Union de 2020 et comblera une lacune dans la réaction et la préparation

Hier, la Commission et le haut représentant ont adopté une communication conjointe sur la stratégie
de l'UE pour la coopération dans la région indopacifique. Cette communication conjointe prévoit des
actions concrètes destinées à renforcer l'engagement stratégique à l'égard de cette région,
conformément au mandat donné par le Conseil le 19 avril 2021. La présidente de la
Commission, Ursula von der Leyen, a déclaré : « Le poids économique, démographique et
politique de la région indo-pacifique est en pleine expansion, de la côte est de l'Afrique aux États

insulaires du Pacifique. Avec les propositions d'aujourd'hui, et guidés par nos valeurs, nous
proposons un partenariat renforcé de nature à progresser en matière de commerce, d'investissement
et de connectivité, tout en relevant les défis mondiaux communs et en renforçant l'ordre

NextGenerationEU: European Commission endorses Malta's €316.4 million recovery and
resilience plan
The European Commission adopted yesterday a positive assessment of Malta's recovery and
resilience plan. This is an important step towards the EU disbursing €316.4 million in grants under
the Recovery and Resilience Facility (RRF). This financing will support the implementation of the
crucial investment and reform measures outlined in Malta's recovery and resilience plan. The
Commission assessed Malta's plan based on the criteria set out in the RRF Regulation. The Council
will now have, as a rule, four weeks to adopt the Commission's proposal. The RRF is at the heart of
NextGenerationEU which will provide €800 billion (in current prices) to support investments and

La Commission européenne annonce les lauréats des prix du nouveau Bauhaus européen
La Commission a annoncé les 20 lauréats des « Prix du nouveau Bauhaus européen » et les « étoiles
montantes du nouveau Bauhaus européen ». Les prix récompensent les bonnes pratiques, les
exemples de projets et les concepts qui illustrent les valeurs du nouveau Bauhaus européen :
durabilité, esthétique et inclusion. La cérémonie de remise des prix s'est déroulée à Bruxelles, un
jour seulement après l'adoption d'une communication sur le nouveau Bauhaus européen qui définit le
concept du nouveau Bauhaus européen ainsi qu'un certain nombre d'actions et de possibilités de
financement. Parmi les 60 projets présélectionnés, les « Prix du nouveau Bauhaus européen » ont été
décernés dans 10 catégories différentes. Les lauréats de chaque catégorie recevront 30 000 euros.
Pour les « étoiles montantes du nouveau Bauhaus européen », 10 prix de 15 000 euros chacun sont
décernés pour soutenir des concepts et des idées élaborées par de jeunes talents âgés de moins de
30 ans. À travers le nouveau Bauhaus européen, annoncé par la présidente von der Leyen dans son
discours sur l'état de l'Union de 2020, l'UE exprime son ambition de créer des lieux, des produits et
des modes de vie esthétiques, durables et inclusifs. Le nouveau Bauhaus européen prône un nouvel
art de vivre dans lequel durabilité et style se conjuguent, accélérant ainsi la transition écologique
dans différents secteurs de notre économie, comme la construction, l'ameublement, la mode, et dans
nos sociétés ainsi que dans d'autres domaines de notre vie quotidienne. Du 23 avril au 1er juin
2021, plus de 2 000 candidatures provenant de tous les États membres de l'UE ont été reçues. Les
trois projets qui ont recueilli le plus de votes par catégorie dans chaque volet ont été évalués par les
organisations partenaires de l'initiative du nouveau Bauhaus européen et un comité d'évaluation,

State aid: Commission approves €1.24 billion Italian scheme to support companies hiring
young workers in the context of the coronavirus outbreak
The European Commission has approved a €1.24 billion Italian scheme to support companies hiring
young workforce in the context of the coronavirus outbreak. The scheme was approved under the
State aid Temporary Framework. The aim of the scheme is to reduce the labour costs of the
beneficiaries, thereby helping them address their liquidity needs and promote employment of young
people in this difficult moment. Under the scheme, the aid will take the form of an exemption from

payment of social security contributions for new open-ended employment contracts - or
transformations of fixed-term contracts into open-ended contracts – concluded in 2021 with workers
under 36 years of age. The exemption will apply for a period of 38 months and up to a maximum
annual amount of €6,000 per employee. The Commission found that the Italian scheme is in line
with the conditions set out in the Temporary Framework. The Commission concluded that the
measure is necessary, appropriate and proportionate to remedy a serious disturbance in the economy
of a Member State, in line with Article 107(3)(b) TFEU and the conditions set out in the Temporary
Framework. On this basis, the Commission approved the aid measure under EU State aid rules.
Executive Vice-President Margrethe Vestager, in charge of competition policy, said: “Young workers
in particular are facing difficulties in finding job with open-end contracts. This Italian €1.24 billion
scheme will support labour and help companies offering them stable employment. We continue
working in close cooperation with Member States to mitigate the impact of the coronavirus outbreak,

Concentrations : La Commission autorise l'acquisition de Hoist par Advent et Eurazeo
La Commission européenne a approuvé, en vertu du règlement européen sur les concentrations,
l'acquisition du contrôle conjoint de Hoist Group Holding Intressenter AB (« Hoist »), basée en
Suède, par Advent International Corporation (« Advent »), basée aux États-Unis, et Eurazeo SE,
basée en France. Hoist est un partenaire hôtelier pour les hôtels et les opérations publiques, qui
fournit des solutions d'accès Internet haut débit, des services de conférence, des systèmes de
gestion immobilière et des logiciels de back-office ainsi que d'autres équipements destinés aux
clients. Advent est une société de capital-investissement détenant des participations dans divers
secteurs. Eurazeo est une société d'investissement avec trois activités principales: l'investissement
privé, la dette privée et les actifs réels. La Commission a conclu que l'acquisition envisagée ne
soulèverait aucun problème de concurrence, car les chevauchements entre les activités des
entreprises sont très limités. La transaction a été examinée dans le cadre de la procédure simplifiée

The European Commission has approved, under the EU Merger Regulation, the acquisition of AS
Graanul Invest (‘Graanul') of Estonia by Apollo Management L.P. (‘Apollo') of the US. Graanul
operates biomass and biofuel production facilities, combined heat and power plants and bioenergy
plants in Estonia, Latvia, Lithuania and the US. Apollo is active in global asset management and
portfolio investments in companies involved in various industries. The Commission concluded that
the proposed acquisition would raise no competition concerns, given that the companies are not
engaged in business activities on the same or related markets. The transaction was examined under

President von der Leyen participates in Summit of Southern EU countries and Major
Economies Forum on Energy and Climate
President of the European Commission, Ursula von der Leyen, is in Athens today to participate in
the Summit of Southern EU countries, also known as EU Med Summit, at the invitation of Prime
Minister Mitsotakis. The summit will focus on climate change and its impact on the Mediterranean
region. The EU Med Group is composed of southern EU Member States Greece, Spain, France,
Croatia, Italy, Cyprus, Malta, Portugal and Slovenia. The President will also participate via
videoconference in the Major Economies Forum today, which is hosted by US President Joe Biden.

L'UE à la 76e session de l'Assemblée générale des Nations Unies: travailler ensemble pour
relever les défis mondiaux
Une délégation de haut niveau de l'Union européenne assistera à la 76e Assemblée générale des
Nations unies la semaine prochaine à New York. En raison des restrictions du COVID-19, cette année,
les représentants de l'UE accueilleront et participeront à des événements et des réunions dans un
format hybride - en personne et en virtuel - avec d'autres leaders mondiaux. Le lundi 20 septembre,
la présidente de la Commission européenne, Ursula von der Leyen, ainsi que le président du Conseil
européen, Charles Michel, participeront à la table ronde de haut niveau sur le climat, soulignant
l'engagement de l'UE à réduire les émissions de gaz à effet de serre d'au moins 55 % d'ici 2030 et
appelant à une action mondiale plus importante. Dans l'après-midi, la présidente von der Leyen et
le haut représentant pour les affaires étrangères et la politique de sécurité/vice-président de la

Visite du commissaire Lenarčič en Haïti, alors qu'un vol du pont aérien humanitaire de l'UE
arrive dans le pays
Dans le contexte du soutien continu de l'UE après le tremblement de terre dévastateur qui a frappé
Haïti le 14 août, Janez Lenarčič, commissaire chargé de la gestion des crises, se rend en Haïti
aujourd'hui. Sa visite, qui a pour but de réaffirmer l'engagement humanitaire de l'UE en vue
d'atténuer la situation de crise actuelle, coïncide avec l'arrivée d'un troisième vol du pont aérien
humanitaire transportant plus de 50 tonnes de fret vital fourni par la Slovénie, des partenaires de
l'UE et des organisations humanitaires. Aujourd'hui, le commissaire participera à une cérémonie qui
marquera la remise de plus de 50 tonnes de fret humanitaire, notamment des produits d'hygiène et
des abris d'urgence, des équipements médicaux, des jerricanes et d'autres articles, pour aider les
communautés touchées à surmonter les conséquences de la catastrophe. Depuis le mois d'août de
cette année, grâce aux vols du pont aérien humanitaire vers Haïti, l'UE a livré plus de 177 tonnes de
matériel pour répondre aux besoins les plus urgents de la population locale. Le commissaire
Lenarčič rencontrera plusieurs représentants de l'ONU et d'ONG ainsi que des représentants des
services diplomatiques d'États membres de l'UE. En outre, le commissaire visitera plusieurs projets
humanitaires locaux soutenus par l'UE dans différents sites des Cayes touchés par le tremblement de
terre. Le commissaire Lenarčič a déclaré : « Lors de catastrophes, le déploiement d'un soutien
continu est aussi important que la fourniture d'une aide immédiate. Un mois après le tremblement
de terre qui a frappé Haïti, nous sommes ici pour réaffirmer notre engagement, alors que le troisième
vol du pont aérien humanitaire financé par l'UE va permettre de distribuer une aide vitale aux

Conference on the Future of Europe: Citizens' Panels kick off in Strasbourg
The first of four European Citizens' Panels starts its work with a session in Strasbourg from today to
Sunday. The Panels lie at the heart of the Conference on the Future of Europe and will bring together
800 citizens from all backgrounds and corners of the EU. From September 2021 to January 2022,
four panels, each comprising 200 citizens, reflecting the EU's demographic and social diversity will

deliberate and make concrete recommendations on the future direction they want for Europe. During
their first sessions, the Panels will discuss the citizens' various visions for the future and choose on
which subtopics they wish to focus their deliberations. They will also select their representatives to
the Conference Plenary. The European Citizens' Panels will take on board the contributions from the
Conference's Multilingual Digital Platform, starting from the first Interim report, published on 15
September. Their deliberations will also be informed by the recommendations stemming from
national Citizens' Panels organised in the context of the Conference across Member States. For more

Executive Vice-President Timmermans in Antigua and Barbuda, Chair of the Association of
Small Island States and Caricom, for climate talks
In the run up to COP26 in Glasgow, Executive Vice-President Timmermans is travelling to Antigua
and Barbuda, which currently chairs the Alliance of Small Island States (AOSIS) on Sunday. The EU
and AOSIS are long-standing partners in international climate negotiations, and are committed to
driving an ambitious outcome at COP26. Executive Vice-President Timmermans will notably meet
with Gaston Browne, Prime Minister of Antigua and Barbuda on Monday, with Paul Chet Greene,
Minister of Foreign Affairs of Antigua and Barbuda on Tuesday, and with Mia Amor Mottley, Prime
Minister of Barbados on Sunday. He will also visit an EU-financed project on Barbuda that
reconstructs homes destroyed by Hurricane Irma in 2017. The EU and its Member States are the
world's leading contributor of development assistance and the world's biggest climate finance
contributor providing over 40% of the world's public climate finance. President von der Leyen
announced on 15 September that an additional €4 billion will be allocated to climate finance until
2027, while calling on other global donors to help close the climate finance gap ahead of COP26. The
Alliance of Small Island States regroups many of the countries most affected by climate change and
that can do the least to stop it. More frequent and ever stronger tropical storms and hurricanes as
well as the rising sea levels are an immediate threat to the populations of these countries. The EU
supports them and cooperates closely on both climate mitigation and adaptation. Executive Vice-
