Welcome Letters ITS: Real Solutions for Real Needs Welcome message for the ITS Europe Congress 2013 - Dublin The European Commission is very pleased to welcome you at the ITS European Congress 2013, hosted by the city of Dublin. The Congress will allow you to discover and experience Europe’s latest advances in Intelligent Transport Systems and innovative transport solutions. With the theme “ITS: Real Solutions for Real Needs”, the 2013 Congress will highlight the need to focus on innovative ITS solutions that are delivering value for money while addressing real mobility issues and solving concrete transport problems. As outlined in the Commission’s 2011 Transport White Paper, “innovation” is one of the pillars to achieve a competitive and sustainable transport system. In its current efforts to promote Europe- wide deployment of ITS as well as to put transport technologies research results into operation, the European Commission is particularly addressing concrete ITS solutions such as multimodal journey planners, eCall, road safety traffic information services as well as interoperable electronic tolling solutions or a new generation of digital tachograph. The ITS Directive and Action Plan jointly provide the policy and legal framework for the deployment and use of ITS in Europe. Relying also on other policy initiatives, such as the “Horizon 2020” EU Framework for research and innovation (2014 - 2020) and on the “Connecting Europe Facility” infrastructure funding framework, the Commission ITS strategy will help achieve EU policy objectives of a cleaner, more efficient, safer and more reliable transport system, which is at the heart of Europe’s competitiveness. Effectively deploying interoperable ITS solutions, spanning from and beyond urban areas, through regions and across borders is one of our major challenges if we want to make optimal use of our transport system. This ITS Europe 2013 Congress will be an excellent opportunity to learn about current and future “real” ITS technologies and solutions that will shape such a smart and integrated multi-modal transport system. The Event The 9th European Congress and Exhibition will be held 4-7 June 2013 at the Convention Centre Dublin (CCD). All regions face similar challenges in delivering sustainable transport solutions to meet their current and future mobility requirements. Transport authorities are aware of the real needs specific to their region but often find it difficult to identify detailed information on targeted ITS solutions that would deliver direct and tangible positive outcomes. Dublin 2013 Congress will primarily focus on ITS solutions that are driven by policy as opposed to being technology-led. The emphasis will be on proven deployed solutions and innovative R&D that is focused on solving real problems and delivering value for money in today’s challenging economic environment. The Congress is on the official list of events of the Irish Presidency of the Council of the European Union. Congress Format Plenary Sessions All attendees are welcome to join the Opening and Closing Ceremonies and plenary sessions in which key personalities from today’s world of ITS will present their personal views on key ITS issues. Executive Sessions During these sessions guests including high-level industry executives and public officials will share their perspectives and rich experiences with the audience. They will provide an exciting opportunity to learn about future ITS initiatives. Special Interest Sessions Organised at the request of organisations or experts developing and deploying ITS, these interactive, tailor- made meetings will delve into topics and offer fresh perspectives and insight. Sessions that appear to be commercial sales pitches for a given product or company will not be permitted. Technical/Scientific Sessions These sessions are composed of presentations by international experts on varying ITS related topics encompassing all technical, economic, organisational and societal aspects of ITS. They aim to encourage and enable the exchange of information on deployment ranging from improving the operational use of systems and services on the one hand to research and planning to support new applications on the other. Interactive Sessions Interactive Sessions facilitate information exchange by providing a two stage workshop-style format to enable presenters to reach and exchange with appropriate audiences of interested delegates . The first stage is a regular presentation session where technical/scientific papers covering the same topic are grouped together for presentation in order to facilitate discussion on that topic. For each session of 90-minutes there would be a minimum of 10 presentations (max of 3 slides) with no time for questions and answers. This stage provides the audience with a flavour of what the authors have to present. The second 90 minutes stage is a timeslot immediately following the presentation. All presenters assemble in the “Market Square”, using a board or a computer, to go in depth and facilitate one-to-one discussions both between speakers and between speakers and specialists. 8 9th European ITS Congress & Exhibition 4-7 June, Dublin Ireland
Call for Scientific/ The European Committee invites ITS experts to submit a draft paper to be considered for presentation and publication at the Dublin 2013 Congress. Technical Authors may submit papers for conventional presentation sessions as being either technical or scientific. It is not permitted to submit the same paper under both calls. Technical Papers (3 A4 pages draft) may address technical subjects as well as the Papers institutional, business and economic aspects of ITS. Scientific Papers (10 A4 pages draft) should concentrate on research and scholarship as they will be independently refereed in accordance to academic journal standards. All proposals must be original and report on recent significant and substantive achievements. All topics are related to all modes of transport. Either type of paper may be put forward for an Interactive Session, which are highly effective for establishing valuable contacts and exchanging information. Please note that English is the official Congress language. Papers not submitted in English will automatically be rejected. Predominantly commercial papers will not be accepted. Authors may submit up to 2 papers. Special Interest Sessions Proposals The European Committee invites ITS experts to submit Special Interest Sessions to be considered for organisation at the Dublin 2013 Congress. Guidelines for Special Interest Session Submission Detailed submission guidelines are available on the website www.itsineurope.com All sessions must be submitted online through www.itsineurope.com, e-mail contributions will not be accepted. Upon submission, you will be requested to provide the following information: - Organiser’s full contact details - Topic, subtopic, and focus area - Draft Session title - Session description (300 words maximum, as full text, no bullet points) - Name and contact details of moderator and speakers (4-5 max, incl. job titles, organisations, countries and e-mail addresses). Upon completion of your contribution, the system will generate an acknowledgment e-mail confirming your Session number, contact details and chosen topic. This does not mean that the Session has been accepted. Important deadlines The deadline for submission of Special Interest Session is 21 December 2012. Special Interest Session submissions will be reviewed and organisers will be notified by the end of February 2013. Speakers are also requested to register for the Congress by 19 April 2013.
