Goal 1: People take part in an inclusive society • Fight urban poverty and social exclusion • Ensure access to adequate and affordable housing • Facilitate the inclusion of refugees, migrants, ethnic minorities and people with diverse backgrounds • Ensure quality and inclusive education • Deliver quality social services • Support inclusive local labour markets
Goal 2: People progress in a prosperous local economy • Stimulate the creation of quality jobs • Manage new economic business models and trends • Promote the attractiveness of cities for people, business and investments • Address local skills and future needs to tackle mismatches • Support the transition to a circular economy • Strengthen infrastructures in and between cities

Delivering: testing new ways of working 2020 Increased agility while maintaining foresight, better adapted activities and stronger synergies on transversal issues KSF EEF EDF SAF EMF UGG ECF CP&AC Jan June Dec An annual work programme per forum including: ➢ 1 high level meeting (conference + WGs) ➢ Targeted WG and other activities: seminars, workshops, webinars, study visits, LABs, project events, business partner meetings ➢ Lobby actions to EU institutions
EC releases country reports EUROCITIES compiles EUROCITIES sends to theme analysis from WGs for thematic WGs to send EC analysis WG compiles analysis WG members analyse & discusses in spring reports (individually) mtg & sends report
Main trends 6 country reports contain analysis on the situation of Roma people (BG, CZ, ES, HU, RO, SK) Progresses are overall limited Common challenges: - Poverty: increased risk of poverty and geographical disparities - Homelessness and absence of access to basic infrastructure - Employment - Education and especially early school leaving, low access to early education, segregation - Healthcare unhygienic settlements, absence of medical insurance Lack of comprehensive solutions. Need for investments
Bulgaria Some progress on employability and education but measures on Roma are lagging behind Reforms: - monitoring and evaluation system - Roma mediators for public employment services Challenges: 89% of the Roma population is at risk of poverty
Czech Republic Limited progress on education Reforms: - Projects have enabled access to mainstream education and creation of affordable childcare places - Right to attend pre-school from the age of 3 Challenges: Early school leaving rate is increasing since 2010
Spain First time that the situation of Roma people is mentioned in the country specific report Situation: Roma people (1.6% of the population). Tend to have a better situation than other European countries remaining gap with the general population. Need for high priority investments for the inclusion of Roma
Hungary Limited progress on labour market integration and education Reforms are not sufficiently targeted (employment) and suffer from exceptions (education) Challenges: While representing 7% of the population, only 0.8% of students in tertiary education are Roma.
Romania No progress on the minimum inclusion income reform and limited progress on upskilling and access to education (ongoing implementation) Reforms: Implementations are delayed (National Roma Strategy, Targeted employment subsidies and job coaching) Challenges: 77% of early school drop out
Slovakia Limited progress on social inclusion, little progress on labour market participation and education Reforms: - 1800 new childcare places - National reform programme for the development of education and upbringing (2018-2027) - Ongoing mapping of the situation of Roma Challenges: Roma’s life expectancy is 6 years lower than the majority population and infant mortality 3x higher

EC communication on EU Roma Framework evaluation Key findings: • Progress towards Roma inclusion is limited • Flexibility led to fragmentation • Lack of comprehensive approach to Roma inclusion • Limited capacity to deal with the diversity within Roma population • Positive added value of having an EU Roma Framework
EC communication on EU Roma Framework evaluation Areas for improvement post-2020: • Combine mainstreaming with targeted Roma actions • Increase focus on fighting discrimination • Empowerment and capacity building of Roma civil society and local governments • Address the diversity among Roma by better addressing their specific needs • Set better monitoring system (targets and indicators)
EC communication on EU Roma Framework evaluation GOOD NEWS FOR CITIES: 1. Need for more resources for local governments to fight discrimination and promote social inclusion of Roma. 2. Intra-EU mobility is generating specific needs from EU- mobile Roma that require explicit measures. 3. Explicit reference to our EUROCITIES Roma mapping of 2017 where the link between Roma inclusion and Urban Agenda is highlighted.
EUROCITIES contribution to EU Roma Framework post-2020 Working together for better Roma inclusion in Europe 1. Adopt an integrated approach to Roma integration and involve cities in all stages of policy making to ensure local needs are met 2. Set up a multi-level governance mechanism to enable EU, national and local authorities to work together for coordinated Roma inclusion 3. Improve access of city authorities to EU and national funding support
