Aim The aim of this document is to detail arrangements and tasks for effecting a controlled, coordinated and orderly evacuation of both staff and visitors from Jamberoo Action Park. An evacuation will be ordered in response to an event or accident which may pose an unacceptable level of risk or have the potential to pose unacceptable levels of risk towards staff and visitors within the premises. Objectives The objectives of this plan are: To control or limit any effect that an emergency or potential emergency may have either on or off site; To eliminate or reduce risk to both staff and visitors; To define roles and responsibilities for evacuation processes; To ensure that all vital information is communicated to relevant agencies in a timely manner Set out control, coordination and liaison arrangements; Detail processes for staff and visitor warning systems and the responsibility for their implementation; To facilitate the reorganisation and recovery operations so that normal operations of the business can be resumed as soon as possible; To provide appropriate information and training to maintain a high level of emergency preparedness at all times. Detail arrangements for the review, evaluation and maintenance of this Emergency Evacuation Procedure. Emergency Evacuation Outline Staff and guests should follow the directions of the EMT and listen to the instructions given as directed. Evacuation Flow Chart Emergency Detected Duty Manager Informed CEW Informed EMT Informed Alarm raised via PA Emergency Services system and Two-way Contacted Radio Emergency Evacuation Takes Place Emergency Services arrive and assume control Emergency Control Room The Emergency Management Team (EMT) on the investigation of an emergency at Jamberoo Action Park, should meet at one of the three designated Emergency Control Rooms: Front Office Middle Office Burger Barn These offices are ranked in order of which they should be used. For example, if the Front Office is unavailable as a result of the emergency, the EMT should meet in Middle Office. An Emergency Evacuation Box will be located in each designated office. Assembly Area Jamberoo Action Park is broken up into 2 geographical locations and relevant assembly areas area: Emergency Assembly Area 1 Emergency Assembly Area 2 Emergency Assembly Area 3 On the western side of the Flower Barn - Staff Carpark Top Gate – North East Souvenir Shop Corner of Boundary Fence These are depicted on the Emergency Evacuation Reference Sheet Areas to be Evacuated Outlets, Amenities and Offices Front Office First Aid Room Middle Office Staff Room Season Pass Café Splash Snacks Burger Barn Aussie BBQ Hut Surf Shack Souvenir Shop Pavilion Amenities Attractions Outback Bay The Rock Toboggans and Chairlift Golf Splash-Out Waterslides and Round Pools Jamberoo Express Banjo’s Billabong Surf Hill Funnel Web Rapid River Perfect Storm Billabong Beach Mushroom Pools The Taipan Seating Areas Bayview Huts Barbeque Huts Picnic Grounds and Shelters Taipans Huts Pump Houses Outback Bay Banjo’s Billabong Surf Hill Waterslide Funnel Web/Perfect Storm Funnel Web EMT Roles in an Evacuation Chief Emergency Warden (CEW) On the investigation of an emergency at Jamberoo Action Park, the CEW is to report to the Emergency Control Room and co-ordinate with the EMT. Retrieve the CEW instruction pack including white helmet and instruction sheet. If the CEW desires they can appoint a Deputy Chief Warden to assist in liaising with the emergency services and evacuation staff. Emergency Assembly Area Marshalls An Emergency Assembly Area Marshall, on becoming aware of the emergency, should report to the Emergency Control Room. They will be instructed to implement the emergency procedures for an Assembly Area, which should include the following actions; Go to the Emergency Evacuation box located within the Emergency Control room, pick up the red helmet, instruction sheet and ensure they have a two way radio. Go to the Assembly Area and ensure that the area is clear from any obstructions or danger, inform the CEW if there is an issue or the area is clear; Report when Evacuation Marshalls arrive to the Emergency Assembly Area. Communicate any issues clearly to CEW so that the appropriate action can be taken; Communicate the amount of individuals within the Emergency Assembly Area to the CEW when instructed. Await directions from the CEW; Once given the all clear from the CEW inform people waiting in the assembly area that they can go back into the park / buildings. Evacuation Marshalls On becoming aware of a potential emergency, the Evacuation Marshall shall proceed to the Emergency Control Room. The CEW will instruct the Evacuation Marshalls to initiate the emergency procedures which should include the following actions: Initiate evacuation of the immediate work area / workplace; Retrieve the Evacuation Marshall yellow helmet with instruction sheet from the Emergency Evacuation box. Perform methodical search of the area delegated by the CEW. Ensure that all persons have been notified of emergency and are leaving the workplace for the Assembly Area. Assist mobility impaired persons; or move them to a safe place. Advise the Emergency Assembly Area Marshall (who will be wearing a RED helmet) on arrival at the Assembly Area that the search area is clear of all staff/students. Advise the CEW that your designated area has been searched and cleared of all individuals. Await instructions from the CEW First Aid Officer(s) Being notified of an evacuation the first aid officer is to retrieve the portable first aid equipment from the first aid room and make their way to the Emergency Control Room. The CEW will instruct them to begin the Emergency Evacuation Procedure, which should include the following: Obtain the green helmet and instruction sheet from the Emergency Evacuation box. Move to the Assembly Area and be available to render first aid as required. The First Aid Officer can delegate a second first aid officer if required. General Evacuation Procedures When an emergency is detected, the alarm will be raised through notification to the Duty Manager. This can be achieved via three different mediums; Face to face communication Two-way Radio Internal telephone Preparing to Evacuate The CEW and EMT will be informed. Based on the information passed on from the Duty Manager, the CEW will decide whether the Emergency Evacuation Procedure needs to be initiated. The instructions to be given to staff via the two-way radio upon preparing to evacuate should be as follows: Switch off electrical equipment you may be using. Shut down the ride / attraction. Secure any confidential or valuable items. Wait for further instructions. Do not assume that it is a false alarm. Treat each evacuation as a serious safety concern. Upon Evacuation The CEW will initiate the Emergency Evacuation Procedure via Jamberoo Action Park’s Outdoor PA system and two-way radio network. A voice over using the following script will be repeated; “Emergency, Emergency, Evacuate, Evacuate. Please follow the instructions of Jamberoo Action Park Staff.” Repeated. When the CEW decides an evacuation of the facility is necessary, the following message will also be communicated across the two-way radio to all staff members: “Attention all staff, the Emergency Evacuation Plan has just been initiated. Please evacuate immediately, I repeat all staff please evacuate immediately. Evacuation Marshalls mobilise and begin clearance duties” Repeat. The following instructions will also be given to staff upon evacuating the premise: Leave the building / area by the nearest safe exit in an orderly fashion. Do not make any unnecessary noise, as Wardens/Floor Controllers may need to pass on information by voice. Walk smartly; do not attempt to run out of the area. Keep out of the way of emergency personnel. Be a calming influence with others who may appear agitated. When you leave the building / area, go immediately to the designated assembly Area. The Assembly Areas are situated at either side of the park. (SEE Emergency Evacuation Reference Sheet) Signs denoting the areas are prominently displayed. Do not re-enter the buildings for any reason, until the Chief Warden or Senior Emergency Services Officer declares the emergency over. If you are in an area other than your own when the instruction to evacuate is issued, do not return to your own area. Assisting Mobility Impaired Individuals Jamberoo Action Park recognises that in the event of an Emergency Evacuation, individuals that are mobility impaired may require further assistance. As such, the facility has multiple buggy carts, including one designated disabled buggy (parked adjacent to the front entrance during operational hours) that can assist in moving individuals to the Emergency Evacuation Assembly Area’s. If an Evacuation Marshall or any other member of the EMT notices a mobility impaired individual, they are to: Inform the CEW that a patron or worker will require further assistance, naming their location. The CEW can delegate either that individual or another member of the EMT to assist. School/Group Bookings The following instructions should be relayed to any school teachers or organisers of group booking: Ensure students in their care remain calm by immediately taking charge of their evacuation. Keep the noise level as low as possible. Take the roll book or student register with them. Accompany the students to the Assembly Area and carry out a roll call. Report any discrepancy in the roll call to the Assembly Area Warden. After Hours Evacuation and Contacts If an evacuation is required outside of operational hours, the Duty Manager (or the most senior member of staff) will contact one of the following Management representatives for guidance and assistance: Matt George (General Manager) 0405 406 171 Tod Maclean (Operations Manager) 0414 580 547 Terminating an Emergency Once the emergency services designate that their role is complete, control of the site will then be handed back to the CEW. The CEW will then organise activities so that normal operations of the site can resume. Emergency Evacuation Procedure Reference Sheet In the event of an incident or disaster the evacuation of Jamberoo Action Park maybe necessary. The following sequence will occur in the case of a premise evacuation; 1. The CHIEF EMERGENCY WARDEN will inform all staff via two-way radio that there is an emergency and all persons will be required to evacuate. 2. A Standard Emergency Warning Signal (alarm) will be sounded alerting all persons to evacuate. 3. As an employee it is your responsibility to evacuate as soon as possible and assist any other persons to evacuate providing you do not prevent your own evacuation or place yourself in danger. 4. All persons are required to leave any heavy belongings such as eskis, tables, large bags and move quickly and calmly to the nearest EMERGENCY ASSEMBLY AREA in an orderly fashion and wait until they are accounted for by Marshalls. 5. Designated EVACUATION MARSHALLS will ensure that all areas are clear of people and that measures to contain an incident or disaster are taken if safely possible before evacuating. NOTE: You do not have delayed evacuation permission unless you are an EVACUATION MARSHALL specified by the CHIEF EMERGENCY WARDEN. 6. Permission to re-enter the premise can only be given by Emergency Services in conjunction with the CHIEF EMERGENCY WARDEN.
