WELCOME TO CLEARWATER COUNTY NOV 2020 GENERAL AND CONSOLIDATED ELECTION POLL WORKER TRAINING A Big Thank You to each and every one of you for volunteering to work as a Clearwater County Poll Worker. Your service and dedication is very much appreciated and is one of the biggest contributions toward making elections in Clearwater County successful.
Introductions and Oath of Office All Election Judges are required to be sworn in as an election deputy, the oath is as follows: I do solemnly swear or affirm that I will support the Constitution of the United States, and the Constitution and the law of the State of Idaho; that I will act faithfully to discharge all the duties of the office of the Chief Election Judge or Election Judge according to the best of my ability. We will provide each election worker with oath to sign at the end of this training presentation.
Guidelines for Poll Workers DRESS IN COFORTABLE CLOTHING. Dressing with layers is a good idea. Comfortable Shoes Don’t wear excessive jewelry BRING A COAT OR JACKET IF THE WEATHER IS COOL SO YOU CAN ASSIST PEOPLE OUTSIDE THE DOOR. Umbrella too. BE CHEERFUL AND COURTEOUS TO EVERYONE Bring your own food and water unless you have made different arrangement with the chief election judge. Remember you will need lunch and dinner. Because of food allergies we ask that you bring your own food.
Before the Polls Open Poll Workers report by 7:00 am for 8:00 am opening. Chief Judge opens and verifies precinct supplies. Do NOT open the Official Ballots or the Official Ballot Stamp or Ink Pad until the first voter arrives to vote. Ballots and Ballot Stamp will be sealed together. The polling places will be setup ahead of time with PPE etc. Each Precinct will receive PPE Totes which is outlined on the next page for your information.
Express Vote Procedure Opening Polls Before the polls open make sure the express vote device is set up and working. Test the device and follow the procedures on the certified express vote testing procedures at the polls which is attached. The keys and manual for the express vote are in the plastic supply box. Ask the chief election judge to give you these items. There will be test ballots in a manila envelope on the express vote device for you to test the device. Follow the testing procedure. Once you are done testing make sure each ballot that you used for testing has written on it, “test”. Put all tested ballots along with your check list in the manila envelope and give them to the chief judge to keep with the election records for that precinct. Offer assistance to voters, don’t wait to be asked! If you are not assisting someone with the ballot marking device, then stand at or near the door so you can see the voter approaching.
NOVEMBER 2020 Election – PPE Totes Each Precinct should be provided 1 PPE tote. If multiple Precincts are located at a single polling location, send the total number of PPE totes that the combined polling place requires. For example, if a polling location has 2 Precincts located in that one location, please send 2 totes to the one polling location. 1. 2 boxes of disposable masks a. 1 for Poll Workers b. 1 for public use – To be handed out by Poll Worker(s) 2. 2 boxes of nitrile gloves – Poll Worker Use a. 1 medium b. 1 XL 3. 5 face shields – Poll Worker Use 4. 2 small sanitizer bottles – Poll Worker Use 5. 1 gallon jug of gel sanitizer (pump included) – For Public Use or smaller bottles a. To be placed on public “Sanitation Station” or small bottles. 6. 1 Canister of Clorox Wipes for cleaning 7. 1 Canister of hydrogen peroxide wipes for cleaning 8. 2 packages of alcohol wipe – Poll Worker Use a. To be used on electronic screens, specifically EPBs, Touch Writers, Scanners. 9. 2 microfiber rags a. 1 to wipe down electronics after cleaning with alcohol wipe. **NOTE** Designate one rag per job, don’t cross utilize **NOTE** 1. 6ft of rope – To mark out social distancing of 6+ feet 2. Painters or masking tape – To physically mark 6+ feet for social distancing
Clearwater County Elections COVID-19 Polling Procedures – Page 1 1. PPE a. All workers must wear a mask when processing voters i. Breaks/Lunch okay to remove when outside of the voting area 1. Emphasis on outside of the voting area ii. Once you enter the polling place mask must be on 1. All workers shall refrain from touching their eyes, noses, ears or mouth. If they do touch their face, workers must wash their hands and change their masks b. Face shields i. Face shields will be provided to each polling place for additional poll worker protection 1. Workers will not be required to wear face shields in conjunction with masks but are encouraged. c. Gloves i. Gloves will be provided to each polling place for additional poll worker protection 1. Workers will not be required to wear gloves in conjunction with other PPE 2. Workers with significant direct contact with voter personal items, i.e. check-in and registration clerks, are highly encouraged to wear gloves and sanitize hands frequently. 2. Vote Area Monitor/Check-in Clerk a. Greeter i. As voters walk through the door, they will be greeted by the clerk who will indicate where the sanitizer/disposable marking devices are b. Monitor voting area i. Workers ensure voters are staying socially distant (6 ft minimum if they don’t live in the same household) by indicating the marked distance for lining up ii. Ensure poll workers remain socially distant and wear required PPE iii. Be able to respond to voters who have questions about voting c. Sanitation i. After every hour the clerk should sanitize any surfaces voters or clerks may have touched, e.g. touch-writer, scanner, registration table, doors, etc. d. Check-in Clerk i. Is responsible for sanitizing the pollbook after every voter to ensure the surface is clean

If voter volume requires it (e.g. lines are forming and wait times are increasing), check-in and registration clerks may switch to pollbook and stylus sanitization every 15 minutes 1. Polling place setup a. Clerk stations i. Each clerk needs to be positioned at least 6ft away from each other in all directions b. Voting booths i. The voting booths should be positioned 6ft away from each other in all directions c. Entrance i. Public sanitation station 1. Needs to be positioned at the entrance ii. Need to have markers (tape) on the floor marking 6 ft of distance 1. Use the provided twine or string if necessary, for line management from entrance to check-in clerk d. Exit i. Scanners 1. Positioned 6ft apart if more than one ii. Scanner queue 1. Painters tape marking 6ft of distance for scanner queue e. Doors i. Ideally all doors, interior and exterior, should remain propped open, however, if not possible it needs to be sanitized in accordance with 2.c. above ii. Entrance and exit ways should be clearly marked for ingress and egress
BALLOT SECURITY CASE The Chief Election Judge will have this case and will bring it to the polls. The case will be sealed, and the seals cannot be broken until it is at the polling place on election morning.
HANDICAP ACCESS BOOTH AND VOTING BOOTH We need to make sure there is a handicap access booth in each precinct. Remember if you’re taking down the booth the legs go in the holes on the side of the booth with the hollow end facing out.
ELECTION SUPPLIES
Polling Place Setup DOORBELL FOR ASSISTANCE SIGN AND DOORBELL Plug in the wireless doorbell to an outlet. Push doorbell button on sign, make sure the bell rings. If it rings, place sign on door so voters can use the button in order to receive assistance to enter the building. At the end of the day remove sign by removing each suction cup individually from the window. Don’t just pull on the sign, or you could bend or break it. Post sample ballots and placards “Flow” – Arrangement - No crisscrossing voters Accessibility stations – Voting booth on table Set up accessible voting unit – Express Vote when applicable Each polling place should have a table with a voting booth on it for accessibility. Opening Polls 8:00 am Announce Polls Open Receiving Clerk displays the empty ballot box(es) or empty tabulator to the first voter along with any bystanders. Seal or lock the ballot box(es) or tabulator. Position Watchers and Challengers so that the normal voting process will not be disrupted. They must wear a name tag with their position Last day to receive written requests to be a poll watcher is October 22,2020. We do/don’t have any poll watchers.
Greeting Voters Greet the voters as they arrive at the polling place. • Open the door for voters, especially those who may have a hard time entering the building, for instance someone on crutches, etc. • Remember that disabilities are not always easily detected. • If someone forgets their eyeglasses offer to let them use the ballot marking device, which is the express vote. • Ask the voter if they have their I.D. with them today. Explain to the voter that Idaho law requires photo identification to vote.
ACCEPTABLE FORMS OF I.D. TO VOTE ACCEPTABLE FORMS OF IDENTIFICATION TO VOTE ARE: • An Idaho driver’s license or identification card • A U.S. passport or federal photo identification card • A tribal photo identification card • A current student photo I.D., used by an Idaho high school or post secondary educational institution. • A concealed weapons license issued by a county sheriff in Idaho If the voter has proper I.D. ask them to have it readily available to present when requested. Send the voter to the official greeter to continue the voting process.

DEMONSTRATE MARKING THE OPTICAL SCAN BALLOT Use supplied marking device – A Black Ink Pen Fill in the oval completely No “Xs” or Checks No erasures or cross outs If they make a mistake, the voter can request a new ballot Read and follow instructions Vote only for the number of candidates specified for each race Check ballot for stray marks, stray marks can cause ballot not to scan and could get a ballot error in the DS 200

Election Day Registration - Mail Ballot Precincts If a voter is in a Mail Ballot Precinct they must: Register at County Clerk’s Office Appear at their polling place which is the County Courthouse Refer to County Clerk’s Office No voting in wrong precinct Mail ballot voters who are not registered must register and vote at the Clearwater County Clerk’s office, located in Courthouse.
Residency How to determine Residency? Residence where the person resides and files income tax, residence of parents, spouse and children, if any, Leaseholds or rental agreement, residence for which the exemption in section 63-602G, Idaho Code, is filed and motor vehicle registration is registered. 63-602G is Homestead or homeowner’s exemption for property taxes filed with the county.
Residency UOCAVA – Uniformed and Overseas Citizens Absentee Voting Act Possible limitations on ballot received Voter must register or request ballot from last known address in the county where they last reside. Can’t cancel UOCAVA voter for any reason except for not voting (Purge)
Residency Students that are registering to vote Needs to consider where they call home. Students need to register in county and state where they are claimed on income tax. If a student registers in location that is not permanent residence it could possibly impact their student financial aid, personal benefits, insurance, etc. Loss of Residency Voter does not lose residency for being absent from their home. For instance college student lives at school but register at the County where their parents reside and are claimed on income tax. I.C. 34-107

Party Affiliation
POLITICAL PARTY AFFILIATION INFORMATION Why does a voter have to designate a party affiliation? In accordance with 34-404, Idaho Code, every voter is required to declare a party affiliation with one of the 4 recognized political parties or declare no party affiliation (i.e. Unaffiliated) when they register to vote, which becomes part of the voter's registration data and is public record. A voter's party affiliation selection will determine the voter's eligibility to vote in a particular party's Primary Election. However, it does not affect the voter's ability to vote in any other election. What are the recognized political parties in Idaho? There are four (4) recognized political parties in Idaho. Constitution Democratic Libertarian Republican Also, a voter may choose to not affiliate with a political party by selecting the option of Unaffiliated. What does "Unaffiliated" mean? "Unaffiliated" simply means the individual is not associated with a political party. What if a voter refuses to affiliate with a party? If a voter refuses to select a party affiliation, the voter will automatically be registered as unaffiliated (i.e. a voter with no political party preference). This may limit the voter's ballot choice in the Primary Election to the non-partisan ballot only. However, this will not affect the voter's ability to vote in any other election.
Can a voter's party affiliation be changed? A voter's ability to change his or her party affiliation is dependent on the current party affiliation and the time of year. However, re-registration due to moving or a name change allows the voter to select any party affiliation regardless of the voter's previous party affiliation. Constitution, Democratic, Libertarian, or Republican Party: The voter may change his or her party affiliation at any time except between the day after the close of candidate filing (March 13, 2020) and the Primary Election (May 19, 2020). Unaffiliated: The voter may affiliate with one of the four (4) recognized political parties at any time including Election Day. IMPORTANT: Party affiliation only applies to the Primary Election and does not apply to this election, which is the General Election.
Party Affiliation Change Form This form can be used at the polling place if a voter is already registered and wishes to changes party affiliation.
Poll Book Clerk Voter appears before the Poll Book Clerk and states name and address. Verifies voter information If Different Name or Address they may not be at the correct polling place or may need to complete a new registration card. Identifying the voter and issuing the ballot Be sure that the poll worker looks for notations in the poll book. ID Required Absentee Issued Absentee Received Enter the ballot or sequence number next to the voter’s name. Hand the ballot to the voter only when a voting booth or the accessible voting unit is available.
Consolidated Election Ballots The ballots for consolidated elections are specific to Voter location. Make sure the voter is qualified to vote by checking the poll book and the ballot Code Designated. The Pierce Recreation Bond will have eligible voters in the following precincts: Orofino 1, Weippe 9, Pierce 12, Headquarters 10, Grangemont 14 Only those voters living in that taxing district qualify for that ballot. Ballot Code will be: GEN for General ballot and GEN-REC for the General and the Recreation District Ballot Question. If the voter is not in the poll book, then they are most likely not a qualified voter or are at the wrong polling place. Please call our office for verification of any voter who is not in the poll book.

Spoiled Ballots If a Voter returns a spoiled ballot to Poll Book Clerk Write “Spoiled” across back of ballot(s) Place in Spoiled Ballot Envelope Issue a new ballot Note in Poll Book “Spoiled Ballot – Another Issued” Spoiled ballot envelope can be found in your supply case.
Challenge voters Who can Challenge a registration? A voter or an election judge. How can a registration be Challenged? By stating reason in Remarks Column of the pollbook. Challenge reasons are below: Moved Not Resident Died Challenger signs name next to challenge remarks. How to resolve Challenge? If someone is in the pollbook as challenged and they can show that they have not moved, etc. they can sign an oath of challenge person and they will be allowed to vote. Oath of Challenged Person signed Allow to vote
Issuing Clerk Issues ballots Use Lowest ballot number first Provide Ballot Stub # or Sequence # to Pollbook Clerk Official Ballot Stamp Placement – Official ballot Stamp must be stamped in the box at bottom of the ballot. Issuing Clerk (Cont.) Voting the Ballot The voter must vote their ballot in secret. Prior to leaving the voting booth or Accessible Voting Unit, the voted ballot should be placed in the secrecy sleeve A voter may ask for and receive assistance in voting their ballot from either a poll worker or any other individual they select. Assistance should be written next to their name in the poll book and the name of the assistant.
Voter Assistance – 3 Options Assist Voters into the Building – Voter Assistance Doorbells on the Doors. Make sure you put them on the doors and plug in the doorbell. 1. Ballot Marking Device is the Express Vote 2. Personal assistance from a poll worker or other selected individual. 3. Curb-side voting Ballot is taken to the voter in their vehicle by a poll Worker and witness. Ballot is voted and returned to the poll worker with witness noted in poll book. I.C. 34-1108

Receiving Clerk 1st Voter of the Day Show that ballot box / tabulator is empty and seal or lock. Voter must present himself to the Receiving Clerk and state his name and address. Receiving Clerk should verify the address in the poll book is the same. Mark that the voter has voted either in the poll book or the Alpha Voter List EDR – Add Voter’s Name and Address
Receiving Clerk Deposit the voted ballot(s) in the DS200 tabulator Voter may deposit his own ballot in tabulator. The Receiving Clerk announce the voters name and that they have voted for all to hear, especially the watchers and challengers.
Absentee ballots will be counted at Courthouse. Please ask voter to return any absentee ballots to courthouse. If voter returns absentee ballot to polling place, call County Clerk’s office for instructions.

Write-in Candidates There are official write-in candidates for this election. To vote for a write-in candidate the voter must fill in the oval in the appropriate race for which the write-in candidate has filed and write the name of the candidate in the space next to the oval they have completed. We have four different races that have qualified candidates for write-in on the ballot. Those races are: President U S Representative in Congress Commissioner, District 2 Sheriff A List of Write-in candidates will be supplied and available should you be asked so you can provide the information requested to the voter.
Write-in Candidates Can we post or display the list of write-in candidates, if there are any? No, the list of Write-In candidates is not to be posted or displayed within the polling place. Doing so may be construed as Electioneering, which is prohibited by Idaho Law. What if an elector asks if there is a write-in candidate for a specific office? If an elector asks if there is a write-in candidate for a specific office or race, you may give the elector the name of the write-in candidate that the elector is requesting.
Closing the Polls - Announcing Thirty minutes prior to the close of the polls at 7:30 pm one of the poll workers will make a proclamation announcing polls will close in 30 minutes. 8:00 pm announce polls are closed Any voter in line at 8:00 pm will be allowed to vote Line outside the polls? Post a poll worker at the end of the line at 8:00 pm to know who arrived prior to 8:00 pm.

Closing the Polls – Optical Scan Optical Scan – Ballot Box - Open the Ballot Box Remove ballots and physically count the ballots. Divide the ballots by ballot face if more than one ballot type and separate all the ballots. Some precincts will have two ballot GEN Ballot and GEN/REC Ballot. Write-in ballots will have a pink or red circle stamp on the back of the ballot. Those will need to be sorted and put at the top of each stack of ballot types. Close the Polls on DS200 Unit, close poll button. Record on the Cover of the Poll Books Optical Scan – Tabulator Print Tabulator Report
Closing the Polls – Returning Ballots E-Pollbooks closing procedures for closing and balancing the pollbook are on page 37 of Manual. Make sure to print the report on the e pollbooks before shutting down so you can balance to that report. Return E pollbook in E Pollbook Cases. Place ballots in transport carrier or designated box. Make sure all the items listed on the carrier box are placed in the carrier box. Thumb drive, signed tabulator results, etc. Seal carrier, record seal number on poll book Complete Carrier Log Tape carrier log to top of carrier, place copy of log in envelope with supplies Ballots must be returned to the County Clerk at the end of the night. Paper Poll books and unused ballots should be returned in the black suitcase on election night.
Complete the Ballot Accounting Page Ballot Account pages has information for each ballot type. Make sure you balance all ballots and the total balance back to the number of original ballots you received. See next example.

Results Two results tapes will print from the DS200 . The Chief Judge takes one copy of the results home in case county clerk needs to call with a question. The election law was changed. We do not need to post the results on the door at the precinct on election night.
Polling Place Cleanup Take down signs Close the Accessible Voting Unit – Express Vote Provide information for poll workers and make sure to complete the pay sheet and sign it. Clean up election area Leave the Polling Place as you found it Please make sure the DS200s unit is secure and all the latches and doors are locked and closed. Make sure the DS200 unit is removed from the can and the bottom flap is closed for transport. Make sure facility is locked and secure.
RETURN BALLOTS TO COUNTY CLERK Two Election Judges, for ballot security purposes, should return the voted ballots to the County Clerk in the ballot carrier can. Please make sure everything is listed on the top of the can. Make sure you get it locked and sealed. The election supplies as indicated by the County Clerk, should also be returned on election night by the two election judges. This means the black suitcase with poll book and unused ballots and other supplies.
Express Vote Procedures Closing Polls Once the chief judge closes the polls please make sure that the express vote is turned off. That the device, cords and headphones are put away properly in the case. That the express vote table and legs are put into the box along with the cardboard privacy screen. The express vote keys and handbook are given back to the chief judge and put back in the plastic election supply box.
Please make sure that you have signed the attendance sheet at the end of the day and that we have all your information correct, including your address and telephone number so we can contact you and we can get you paid for working as a poll worker. Also please make sure that you have signed the Poll Worker's Time Voucher sheet after your shift on election day so that we can get you paid for your service as a poll worker. We require that you sign a form indicating that you have read the foregoing poll worker training for the November 3, 2020, election. Please complete the form below and return it when you come for election equipment training. Once the form is signed and returned to the election office. We will make sure you are paid for 2 hours of training for reviewing this information and also for the in- person equipment training to be held on October28, 29 and 30th. We really appreciate your willingness to work as a poll worker for this election. Final Instructions Chief Judges need to make sure that you have made arrangements to get the keys to the building and that the Supplies will be ready on Monday, November 2, 2020. Poll places will be setup that day. Name tags and pay vouchers are in the black case. Please make sure that you have signed the attendance sheet. In order to ensure that you receive your payment for working, please check that the address and phone are correct and enter hours and mileage for round trip to the polling place. Election supplies and ballot boxes need to be returned to the clerk on election night. When transporting ballots always have two persons with ballots.
