                                       • In some local systems, each day of attendance can
                                          have many attendance records for reporting all of the
                                          different check-ins, check-outs, tardy to class, tardy to
                                          school, etc.
                                       • The record number can be the first attendance record
                                          for the given day.
                                       • Some vendors have used [DISTRICT_CODE; SITE_CODE;
                                          STATE_ID; RECORD_NUMBER] where record number is
                                          the database record number of the first attendance
                                          record for the given day. This was used to help track
                                          down what records make up the given single record
                                          for reporting to the state.
                                    SCHOOL_YEAR is the academic school year (e.g. 2021-2022)

3. How should truancy data be        Truancy is defined as any student having either 5 unexcused
