Cheryl McLean Provider Agreement - Key Changes • Updated rates for 2021/22 for 2, 3 and 4 year old funded places • Managing overpayments • Providers with Ofsted Enforcement Action Provider Agreement will be emailed to all providers to be returned via email only by Friday 5th March 2021 to enable payments to be made from 1st April 2021 onwards Computer typed signatures are valid if sent from the registered email address.
Cheryl McLean Early Years Funding 2021/22 From 1st April 2021 2 Year Old Base Rate £5.24 per hour 3 & 4 Year Old Base Rate £4.59 per hour Flexibility Supplement £0.10 per hour for up to 30 hours per child per week (equivalent) for 3 & 4 year olds if setting is open 48 weeks a year or more Deprivation Supplement £1.00 per hour for up to 30 hours per child per week (equivalent) for 3 & 4 year olds attracting EYPP Early Years Pupil £0.53 per hour, up to 15 hours per child per week Premium (EYPP) (equivalent), for 3 & 4 year old children only Supplement Example 15 hour With EYPP & Supps: (Total for year = £3,545.40) NEF Funded £6.22 p/h Without EYPP & (Total for year = £2,616.30) Supps £4.59 p/h

Cheryl McLean Managing Overpayments • In order to mitigate the number of invoices raised and administration burdens on settings we will be using funding owed to cover /reduce potential invoices. • We will offer the option of an invoice or to take off future payments. Example: You have earned £2,000 above your estimate for NEF but you owe £2,500 for ELP. We will not make the NEF payment and will potentially raise an invoice or arrange reduction in future payments for £500. • Historic debt, will be taken off future payments with agreement from the provider.

Katherine Crossley Quality & Sufficiency Update Childcare Sufficiency Assessment Autumn Scorecard published January 2021 https://www.nottinghamcity.gov.uk/media/3082693/autumn-term- 2020-childcare-sufficiency-assessment.pdf Headlines: • Sufficient childcare and funded places across all ages • Parents report overall satisfaction with their current childcare arrangements • Some parents report not accessing childcare due to lack of confidence, changes to working patterns, furlough, unemployment • The quality of childcare remains high This report will be reviewed and updated over the coming weeks. Our next scheduled assessment is summer 2021.
Katherine Crossley OFSTED – current activity • Ofsted continue to carry out regulatory and compliance functions • Ofsted will not carry out assurance inspections until national restrictions are lifted, to allow them to inspect provision on site • Ofsted’s policy for the deferring of inspection has been revised to reflect national restrictions Provider Agreement (Quality) Agreement updated to include actions to be take by the LA if Ofsted: • Suspends a providers registration • Issue a Notification of Intention or Notification of Decision to cancel registration (following inspection or a complaint) • Issue a provider with a Welfare Requirements Notice Training Opportunities Statutory and CPD training including networks will continue to be available online, until restrictions are fully lifted. Caroline Vissani EYFS Teaching and Learning Specialist Early Years Foundation Stage Profile (EYFSP) • In the academic year 2019/2020, the EYFSP assessment was dis-applied, therefore there is no local or national data. • In the academic year 2020/21, Ministers have decided it will not be mandatory to complete the EYFSP assessment in 2021, but instead will be asking settings to make ‘best endeavours’ to undertake it.
Caroline Vissani EYFS Teaching and Learning Specialist New Statutory Framework • From 1st September 2021, a New Statutory Framework comes into force, the main changes are to the assessment and teaching learning sections. • The Safeguarding and Welfare section will include the promotion of good oral health. • For more information about these changes, view our vodcasts which we will be releasing throughout the year.
