DUBLIN POLICE SERVICES • The City of Dublin has contracted with the ACSO for police services since incorporation on February 1, 1982. • The Sheriff ’s Office Commander assigned to Dublin Police Services serves as the Chief of Police and within the Sheriff ’s Office, reports to the Assistant Sheriff of Law Enforcement Services. • Within the City of Dublin, the Chief reports to the City Manager to ensure that Dublin Police Services remains committed to the priorities established by the Mayor and City Council to ensure that we meet the needs of our citizens.

Traffic Unit • On July 4, about 1:43 a.m. DPS responded to a single car collision at Fallon Road and Antone Way. The vehicle was on fire and two occupants were trapped in the vehicle. Officers utilized their fire extinguishers in an attempt to put out the fire to no avail. ALCO Fire arrived to extinguish the flames and extract the occupants from the vehicle which had been torn in half after colliding with a light pole.
Investigations • On July 30, 2019, DPS responded to Livermore Cyclery for a commercial burglary. The owner said the alarm company called him last night at 0339 hours and through his remote video system, he did not see anyone inside and cancelled the alarm. The owner arrived at his store the next morning and discovered someone shattered the storefront window with a river rock. The suspect entered the business and stole a $9000 Specialized Turbo EVO (Bluish orange) bicycle. DPS units arrived, canvassed the area and located a gray set of bolt cutters on the ground, near the adjacent business. Video surveillance footage showed the suspect, take a river rock and smash the window to gain entry. The bolt cutters were used to cut the bike lock and the suspect left through the back door, possibly into a vehicle. Livermore Cyclery later contacted DPS to advise them of an ad they located on the e-commerce website, Craigslist. The ad depicted photos of the stolen bike. An undercover operation was devised in an effort to personally contact the seller as a potential buyer with the intent to determine if the bike was one of the same. DPS Investigations made arrangements and met with the seller in Tracy. Upon contact, it was determined the bike for sale was in fact the stolen bicycle. The suspect, Joseph Gardemeyer, was arrested for violation of section 496 PC, 11377 HS and 466 PC. He was subsequently booked at the San Joaquin County main jail.
Investigations • On July 3rd, 2019 an apartment complex for a possible structure fire. Upon arrival, smoke could be seen from the top story of building. While on scene Jeapaula Brown was standing on the balcony of unit #301. She accidentally started the fire on her balcony when she left a lit candle on top of a box and forgot about it while drinking wine and sleeping on her couch. DPS units were aware of the unit from multiple calls for service involving domestic disputes and disturbances. DPS units responded to the apartment and met with Brown. Upon arrival, there was a pile of garbage and a small cardboard box which was smoldering. ALCO Fire arrived on scene and extinguished the remaining smoke. When asked to provide ID, Brown stated she didn’t have anything with her name on it. During the incident, DPS units saw in plain view a notebook paper that had several handwritten credit card and various account numbers. Through further investigative efforts, DPS units were able to convince Brown to provide her true name. A records check revealed Brown had four outstanding felony warrants for Identity Theft charges out of Sacramento and Solano Counties. In addition, Brown was active to probation for ID theft charges with a search clause. A probation search was conducted and multiple items of account numbers, credit cards, social security cards, stolen mail, and blank checks were located. Investigators concluded a two-month investigation involving a large scale fraud case where Jeapaula Brown and another suspect were identified as the perpetrators. The illicit activity was determined to have spanned across 26 states and 94 victims. The DA’s office reviewed the case and charged the suspects with multiple counts of sections 470 PC (Forgery), 470b PC (Using fake ID to commit fraud), 484 PC (Theft), 528.5(a) PC (Impersonating another on the internet), 529(a)(3) PC (Committing an act by impersonation whereby the victim could be liable) 529.5(c) PC (Possession of fake ID), 530.5(a) PC (ID Theft), 530.5(c)(2) PC (ID theft with priors), and 530.5(c)(3) PC (Possession of 530.5 info of 10 or more victims).
Investigations • On September 10, 2019, patrol units responded to the GMC/Infiniti dealership in response to the theft of several vehicles by way of identity theft. Detective Mangano was assigned to investigate this case as the lead investigator. During her investigation, she learned that the suspect, later identified as Patreece Wells falsely represented herself as another and fraudulently purchased 6 high end vehicles. After discovering the fraud, the vehicles’ On-Star systems were activated, and the vehicles were located in the cities of Pittsburg and Newark. The vehicles were recovered by the Contra Costa County Vehicle Theft Task Force in Pittsburg and Detective Mangano, along with ACRATT recovered the lone vehicle in Newark. While on scene in Newark, Detective Mangano learned that the vehicle was parked in front of Wells’ residence. Review of surveillance footage at a nearby liquor store showed Wells driving the stolen vehicle a few days earlier. Detective Mangano secured a search warrant for the residence and indicia of Wells was located, along with evidence of the crime. Further follow-up was conducted at the dealership where surveillance footage of Wells committing the crime was recovered as evidence. Wells was subsequently identified as the person who fraudulently purchased the vehicles by multiple employees during a double-blind photo line-up. The case was submitted to the District Attorney’s Office for charging. On October 1, 2019, the case was charged and a warrant for Wells’ arrest was issued with a bail set at $265,000.
Special Investigations Unit • Dublin Police Services (DPS) Special Investigations Unit (SIU) conducts operations frequently to combat quality of life issues, including auto burglaries, package thefts and bike theft operations. The City of Dublin has experienced multiple bicycle thefts from our shopping centers, complexes and homes. During two operations, DPS SIU placed high value bait bikes in areas known for these types of thefts. During one of the operations, the bait was placed for less than 10 minutes before the first theft occurred. Detectives quickly apprehended the suspect, who was unable to flee due to flat tires and the use of a GPS Tracker. Four arrests were made during these operations and none of them were Dublin residents.
Special Investigations Unit • Dublin Police Services Special Investigations Unit conducted undercover operations to identify, solicit and purchase illegal fireworks in the City of Dublin. During a week-long operation to recover and arrest suspects selling illegal fireworks, over 270 pounds of illegal fireworks and three felony arrests were made. The illegal fireworks were turned over to Alameda County Sheriff ’s Office Emergency Ordinance Disposal Unit for processing. This is an operation DPS SIU conducts annually near the 4th of July.
Special Investigations Unit • Dublin Police Services Special Investigations Unit conducted a several month operation into a suspect that was shipping marijuana overseas. The investigation started when Detectives assigned to SIU conducted a traffic stop in the city and recovered multiple pounds of marijuana, guns and over $10,000 cash. Based on the stop, it was apparent these suspects were shipping contraband. After a thorough investigation and working with outside agencies including the United States Postal Inspection Service and Homeland Security Investigations, Dublin Police Services conducted a three-location search warrant. DPS partnered with outside agencies in Alameda, Merced and San Joaquin counties to execute the search warrant. The Alameda County Sheriff ’s Office Special Response Unit performed a high-risk search warrant at one of the locations. Three arrests were made; over 12 illegal guns, including AK-47’s, AR-15’s and stolen handguns. One car was seized and over $100K in cash was recovered.

Public Safety Complex • On March 23, 2018, the City of Dublin hosted the groundbreaking ceremony for the new Public Safety Complex.
Never Forget DEPUTY JOHN MONEGO Deputy Monego was killed in the line of duty on December 12, 1998, while responding to a robbery at the Outback Steakhouse. Every December, DPS hosts the Annual John Monego Memorial Tree Lighting Ceremony. The event is held to honor his life and to never forget his sacrifice to protect our community.
