Overarching Aim: Develop a comprehensive approach to prevent and counter violent radicalisation and extremism. The PERICLES project will deliver advanced and validated counter-propaganda techniques that are target group specific, with a special focus on the risks associated with digital violent propaganda. The comprehensive PERICLES prevention strategy will largely address law enforcement agencies (LEAs), but will also find use by prisons and social workers, teachers, and even relatives of affected people. To organise the work of PERICLES and ensure goals are achieved, a structured framework was designed, compromised of eighth work packages: WP 1: Workup of existing tools and policies towards a holistic understanding of prevention: establish a common frame of reference which initiates the development and operationalisation of the PERICLES concept. WP 2: Needs assessment and case studies: identifies the requirements of end-users and the radicalisation vulnerability risks which play a key role within PERICLES. WP 3: Modelling: development of a series of models that provide the technical backbone for the development of tools. WP 4: Tool development: a multi-disciplinary, holistic suite of tools will be developed to advance practical mechanisms which can be used to identify, intervene and support individuals at risk of radicalisation. WP 5: Validation: continual feedback of the PERICLES toolkit will be assessed and evaluated to inform its refinement and eventual validation. WP 6: Legal and ethical supervision: consistent legal and ethical monitoring of PERICLES to ensure that the development of tools to identify early signs of radicalisation do not endanger citizens’ rights to liberty, privacy and security. WP 7: Communication and dissemination: this task outlines the strategies used to expand the PERICLES toolkit end-users base and spread the news of PERICLES activities, publications, and deliverables. WP 8: Project Management: overall management of the project, including the management of the consortium and quality management.
PERICLES Toolkit: the PERICLES Project will produce a suite of advanced tools for the radicalisation prevention and countering domain, including: • A cyber-space detection system that will identify online extremist activities by navigating the Deep and Dark Web. • An enhanced platform of exchange will be generated that provides end-users with a more efficient interface for the exchange of information and best practice between the relevant actors. • A vulnerability assessment tool will be developed that combines a variety of risk indicators of the individuals, such as their religion, family circumstances, personal factors and local resources, in order to create a risk evaluation with recommended actions that can be taken. • A family care package of tailored material will be produced that can be delivered to the family members of those at risk of radicalisation. • An updated skills and competencies package for counter radicalisation will be developed for front line staff in order to increase their knowledge, awareness and understanding of radicalisation for better preparedness. • Development of a tailor made system of new counter radicalisation measures based on an enhancement of available tools and the development of new target specific instruments.
Partners: The PERICLES Project is conducted by a collaboration of 15 organisations from European Countries. Bosnia and Herzegovina The Federal Ministry of Education and Science (FMON), performs administrative and other tasks stipulated by law, and relating to the activities in the following areas: i) pre-school, primary, secondary and higher education sector, ii) educational standards , iii) equipment and teaching aids of preschool, primary, secondary and higher education, iv) validation of foreign school certificates and diplomas, v) professional education and training of teachers, vi) textbooks for primary and secondary education, vii) implementation of the Bologna Process, viii) research on improvement of education and the development of scientific research, ix) encouragement of applied research, x) development of investment technologies and staff in scientific research activities, xi) monitoring of innovations, xii) coordination of the exercise of the rights of young people in education and science and other tasks stipulated by law. France • Department of the Penitentiary Administration (DAP) is one of the five directorates of the French Ministry of Justice. The prison authorities have a twofold mission: 1) A mission of surveillance and supervision, by insuring the preservation of the people in detention, who are entrusted to it by the judicial authority. The pronounced measures intervene before or after judgment sentences and are executed either in a closed environment or open environment; 2) A mission of prevention of recidivism led by all the staff including social workers. This mission consists in preparing the reintegration of the entrusted people and in insuring the follow-up of the measures and the punishments executed in free environment, in association with public and associative partners. • Thales Research and Technology (THA) is a world leader for mission critical information systems, with activities in three core businesses: aerospace (with all major aircraft manufacturers as customers), defence, and security (including ground transportation solutions). It employs 68,000 people worldwide (50 countries). It provides its customers with all the key functions in the critical information loop, from detection and processing to transmission and distribution. July 2018
Germany • The Criminological Research Institute of Lower Saxony (KFN) is a well-established academic organisation that is disciplined in producing quality and original research within a multidisciplinary field. With regular institutional funding from the Lower Saxony Ministry for Science and Culture, the KFN has produced more than 40 successful projects and over 2,200 academic publications. PERICLES is coordinated by Dr. Dominic Kudlacek from the criminological Research Institute of Lower Saxony (KFN). • German Police University (DHPOL), founded in 2006, provides training and continuing education for senior police service. The university is funded by the German Ministry of the Interior and the respective ministries of the 16 German federal states. DHPOl offers a Master's course "Public Administration - Police Management" and a broad range of continuing education courses for senior police officers. July 2018
Greece • Center for Security Studies (KEMEA), is a think tank on homeland security policies and an established research centre since 2005 (L. 3387/2005) within the Hellenic Ministry of Interior and Administrative Reconstruction (former Ministry of Public Order and Citizen Protection), aiming to support security policy implementations in Greece at a strategic level. Ireland • Future Analytics Consulting (FAC) is an innovative, multidisciplinary SME which specialises in the areas of spatial planning, research, economic and socio-economic analysis. FAC has established a strong profile in applied research projects, particularly those with an underlying evidence base (data-led) component. FAC collated a White Paper on critical infrastructure resilience for the European Commission and have either coordinated or contributed to several EU projects on the theme of security and resilience. Particular research interests include the practical application of innovative research into policy development and strategic decision-making, societal enhancements and commercial viability. July 2018
• Irish School of Ecumenics, Trinity College Dublin (TCD) was established in 1970, and is engaged in research on a wide variety of themes related to peace building, conflict resolution and reconciliation, and inter-religious studies (especially Judaism, Christianity, Islam and Hinduism). These include research on the role of religion in violence and peace, the international politics of human trafficking, cross-cultural and interreligious dialogue, international intervention in ethnic conflict, religious fundamentalism, and truth, memory and justice in post-conflict societies. • An Garda Síochána (AGS) is the National Police Service of the Republic of Ireland. Established in 1925 (following the merging of the Dublin Metropolitan police with the recently established An Garda Síochána), the motto of AGS is “Working with Communities to Protect and Serve". AGS is a community based organisation with over 14,500 Gardaí (colloquially known as ‘the guards’) and civilian employees, who serve all sections of the community. July 2018
Netherlands • National Police of the Netherlands (NPN) consists of 10 Regional Units, the Central Unit and the Police Services Centre. The five-member Force Command has its own support section (Commissioner’s Staff). Unit is managed by a Chief Constable, and consists of districts divided into Frontline Teams. Each team provides basic police services in a municipality, part of a large municipality, or cluster of smaller ones. The teams, consisting of Constables and Senior Constables, neighbourhood police officers, detectives and one or more team chiefs, are responsible for ensuring that the neighbourhood, town or region is a safe and pleasant environment to live in. • Nederlandse Organisatie voor toegepast natuurwetenschappelijk onderzoek (TNO) is an independent research organisation which develops knowledge not for its own sake but for practical application. The TNO mission is to connect people and knowledge to create innovations that boost the sustainable competitive strength of industry and well-being of society. We work for a variety of customers: governments, the SME sector, large companies, service providers and non-governmental organisations. July 2018
• Psychotrauma Expert Group (ARQ) is the umbrella organisation of institutions with expertise in the field of psychotrauma in relation to persecution, war, aggression, violence, disasters and other shocking events. The ARQ group contains research and knowledge institutes, a department for diagnostics and treatment, an academy for education and a training and consultant institute. Spain • Madrid Municipal Police (PMM): Ayuntamiento de Madrid (ADM), Madrid City Council (in English), is a public institution whose Police Department, Madrid Municipal Police, a force of civil nature with a hierarchical structure and organisation, is framed in the General Coordination for Security and Emergencies under the authority of Madrid City Council. • The Miguel Hernandez University of Elche (UMH) is a young and dynamic public University located in southeast Spain, an area of high economic and business potential. The UMH is an advanced University equipped with the most modern infrastructure and technology, which make it possible to be strong in research, and has specialised units directed by highly prestigious professional people.
